To change the present development model, the spatial distribution of industries must coordinate with the environmental bearing capacity. The present practice we take to change resources distribution to meet the existing arrangement of industries will bring incredible calamitous consequence to the development in the future. To make industry’s arrangement coordinate with ecological environment, and to adopt the method similar to “arranging along the rivers” should become the guidelines of spatial distribution of industries.展开更多

This article analyzes the problems of spatial planning and regional strategy caused by the wrongly-set primary goal of economic development; it states that the three-fold objective of competitiveness, sustainability, and welfare fairness shall be the principal for China to implement the spatial regulation in the new era; it discusses about theoretical thoughts and technology framework of conducting the ′Major Function Oriented Zone′ based on their different major functions that each region plays in urbanization and industrialization, ecological constructions, grain productions, and protection of natural and cultural heritages; it introduces the new concept of ′Major Function Oriented Zone′ that include the major functions category, the stereo regional equilibrium mode, the two-level zoning specification, and the territorial development intensity; it offers a zoning scheme that defines development-optimized and development-prioritized zones as regions with massive urbanization and industrialization, development-restricted zones as ecological constructing or grain producing regions, development-prohibited zones as natural and cultural heritage protecting regions; and finally it addresses the main obstacle for implementing ′Major Function Oriented Zone′, which is the institutional arrangement of the supreme goal of high GDP growth rate that is currently being implemented.展开更多

Thus, while the world green tendency and the green demand rise increasingly, the research on the green cultural management is becoming more important. The study of the green cultural management is not only of vital significance in promoting the continuous development of social economy, but also exchanging the way of the economic growth from extensive pattern to intensive pattern, improving the capacity of the competition and economic benefit of the company, and accelerating the international business. Moreover, the research has another significant importance in enriching and developing the science of enterprise of management.展开更多

Numerous destructive consequences incurring from the carly stage of the industrialization led to man's severe concern about ecological and environment issues. In 1972, a book entitled “The Limits To Growth” ushered in a worldwide argumentation campaign, and forced man to realize that the bearing capacity of ecological surroundings is finite, and the quantity of resources is numbered as well. Admittedly, the human advance in science and technology, from the long-term viewpoint, is capable of discovering new types of energy and resources. However, each specific period of human history is always endangered due to the crisis of energy and resources. Therefore the core of the retainable development lies in variation of the outdated pattern of economic growth as well as pursuit to the new substitutes.展开更多

However simply observing demographic growth of a translocated population is not sufficient to infer species recovery. Adequate genetic representation of the source population(s) and their long-term viability should also be considered. The woylie Bettongia penicillata ogilbyi has been subject to more formal translocations for conservation than any other marsupial that, up until recently, has resulted in one of the most suc- cessful species recoveries in Australia. We used mitochondrial and nuclear DNA markers to assess the genetic outcomes of trans- located woylie populations. These populations have lost genetic variability, differentiated fxom their source population and the supplementation program on two island populations appears to have failed. We discuss the conservation implications that our re- suits have for managing threatened species, outline some general recommendations for the management of present and future translocations and discuss the appropriate sampling design for the establishment of new populations or captive breeding programs that may mitigate the genetic 'erosion' seen in our study species. This research provides some practical outcomes and a pragmatic understanding of translocation biology. The findings are directly applicable to other translocation programs .展开更多

In many cases, however, limited funding and other logistic challenges limit the number of individuals available for transloeation. In conservation genetics, small populations are predicted to rapidly lose genetic diversity which can deteriorate population survival. Thus, how worried should we be about the loss of genetic diversity when introducing small, isolated populations? Historical species introductions provide a means to assess these issues. Here we review 13 studies of "assisted colonization-like" introductions of animals, where only a small known number of founders established an isolated population without secondary contact to the source population. We test which factors could be important in retaining genetic diversity in these cases. In many cases, loss in heterozygosity (-12.1%) was detected, and more seriously the loss in allelic richness (-27.8 %). Number of founders seemed to have an effect but it also indicated that high population growth rate could help to retain genetic diversity, i.e. future management actions could be effective even with a limited number of founders if population growth would be enhanced. On the contrary, translocated organisms with longer generation times did not seem to retain more genetic diversity. We advocate that, where possible, future studies on translocated animals should report the loss of genetic diversity (both heterozygosity and allelic richness), which is essential for meta-analyses like this one for deepening our understanding of the genetic consequences of assisted colonization, and justifying management decisions [Current Zoology 61 (5): 827-834, 2015].展开更多

China's simultaneous regime transition and socioeconomic transformation amplified the difficulty in finding comprehensive solutions to the fast expansion of ageing-induced demands. This paper analyzes the Chinese government's action on ageing from pohcy, politics, and management perspectives. While policy progress in pension, medical care, and elderly services is substantive, the capacity gap, regarding criteria like coverage, affordability, sustainability, and quality, remains large. Improved political visibility of elderly issues has enhanced their policy priority, but better channels of pohtical participation of older people are to be created and institutionalized. The ongoing trends in public management, induding intergovernmental networking, collaborative service delivery, and innovations in tools of governmental actions, have to be furthered and consolidated. The systematic challenges of ageing demand serious capacity development, and impose a mandate to modernize China's pohtical-administrative system.展开更多
