舆论监督要讲“公信力”

何谓“公信力”?简言之,就是公众对新闻媒体的信任程度如何,既关系到一个新闻单位自身的形象和威信问题,也可以说是能否生存立足的大事! 因此,新闻媒体要想有“公信力”,树立起良好的公众形象,就要靠每个编采人员的共同努力。多年来,笔者在开展舆论监督中,注重“公信力”,努力维护和提高党报威信。

From General Maritime English to Specific Maritime English-Some Thought on the Revision to the 2009 Edition of IMO Maritime English Model Course 3.17

This paper expresses some thought on the revision to the 2009 edition of IMO Maritime English Model Course 3.17. It starts with the changes and challenges that have occurred with the amendments of the STCW Convention at Manila, and goes on with the observations and considerations of the possible principles for the revision. The paper argues that since the requirements and recommendations set in the newly amended convention are more specific, the course should be revised accordingly in correspondence with the specific requirements set and the methodology of the instruction should be adjusted with orientation toward communication competence and specific tasks and duties of the seafarers in English.

Factors Influencing the Voluntary Disclosure of Vietnamese Listed Companies

This paper aims to investigate the factors affecting the extent of voluntary disclosure by examining the annual reports of 205 industrial and manufacturing companies listing on Ho Chi Minh Stock Exchange （HSX） and Hanoi Stock Exchange （HNX） for the year of 2012. Those factors include company size, profitability, leverage, state ownership, managerial ownership, and foreign ownership, board independence, role duality, and type of external auditors. Evidence from this study suggests two main findings： （1） Companies with high foreign ownership have a high level of voluntary disclosure; （2） The company size is an important factor related to the increased level of voluntary disclosure in annual reports of Vietnamese listed companies. However, no significant associations are found between profitability, leverage, state ownership, managerial ownership, board independence, role duality, and type of external auditors as hypothesized in this study.

A Sample of Semi-Actuated Traffic Control versus Fixed-Time Traffic Control

Fixed-time control of traffic signals pursues the regulation of phases based on historical data of traffic demand, in this way, neglecting of the random arrival rates of traffic flow on different intersection streams causes increasing of the stops and delays and fuel consumption at the same time. Coordinated semi-actuated control due to ability to respond traffic demands on both main and secondary directions, based on road detector registration saves the coordinated features, serving the unused time to the main road, while the secondary clears early. In this paper, the authors analyzed and explained comparatively the results of LOS （level of service） parameters of the current state of control （fixed-time） with the proposed control （semi-actuated coordinated） of the artery of length 2,348 km consisted of four signalized T intersections. Highway Capacity Manual and Synchro/Sim Traffic software are used for analysis and optimization of parameters in this paper.

The market reaction on the human resources information disclosure in Chinese listed companies

In this paper, the author uses the listed company＇s annual report and financial statements to do the empirical research, the selected areas are information technology industries. The results show that the average age of employees, professional proportion, and the average assesses and executives＇ shareholdings have no significant impact with P/B. The industry statistics revealed no significant impact between average age and P/B because each group of age has its own advantages. By using these indicators, the author can improve the human resources information voluntary disclosure, make the disclosure of information comparable, and provide the empirical reference to the listed companies.

RIKEN Nishina Center＇s Response to the Fukushima Daiichi Nuclear Disaster： Radiation Screening at Fukushima, How We Dealt with the Electrical Power Shortage and Other Hardships

A large magnitude-9.0 earthquake struck northeast Japan on March 11, 2011. Thirty minutes later, a tsunami reached Tokyo Electric Power Corporation （TEPCO）＇s Fukushima Daiichi nuclear power station, and the emergency diesel generators submerged under water. Three units of the reactor experienced meltdown, and hydrogen explosions occurred at reactor houses. The RIKEN Nishina Center （RNC） contributed to the radiation screening effort by providing human resources, instruments, and transportation. The RNC also carried out extraction work and sample tests for soil contamination. Last summer, RIKEN was legally required to save 15% （equivalent to 3.3 MW） of its allocated electricity in its contract, making it extremely difficult to conduct experiments using accelerators. Accelerator operation was thus reduced to a minimum during the first half of the year. The RNC has a gas-turbine-based co-generation system （CGS） with an electrical capacity of 6.5 MW. The CGS was operated non-stop until the end of the year. RIKEN is constructing two sets of CGSs, each with a capacity of 1.5 MW to be commissioned this autumn.

Judicial Credibility in the We-media Era： Rationality, Constituent Elements and Construction

We-media＇s influence on judicial credibility has become increasingly apparent in the changing modes of information communication. Interpretation of a sample of influential lawsuits in the light of reason will reveal the core elements shaping the public＇s judgements on criminal cases, including both internal elements centering on trust, reputation and interaction and external elements centering on transaction costs. Our quantitative assessment of the role of trust, reputation and interaction in the public＇s views on criminal justice plus a comparison of the differences between their understanding and that of grassroots legal officials reflect the fact that underlying these rational choices is the clouding of judicial credibility due to contravention of the rules of justice. If we are to build judicial credibility, it is essential that we establish a sound relationship between the public and the criminal justice system, a relationship based on upholding the idea of rule of law and respecting the rules of justice.

How to Evaluate Government Performance While Constructing a Rule of Law Government in China＊

Constructing a law-based government is a core element of the comprehensive framework for promoting the rule of law in China, while using evaluation to catalyze growth is in line with the incentive principle of management studies. Since China started to implement reform and opening up over thirty years ago, rule of law development and organizational evaluation have gone through several stages, each with different characteristics. Efforts to build a law-based government have met with success, but what the country now has is essentially still goal-oriented assessment. At present, this suffers from the lack of a clear goal orientation or definition of functions, an imperfect technical system and unsound motivation mechanisms, not to mention the practical problems of each government department going its own way, duplicating evaluations or being left rudderless. Drawing on a combination of value rationality and instrumental rationality and using government performance evaluation to promote the building of a law-based government not only conforms to the spirit of the rule of law and value rationality in government performance, but also strengthens the role of evaluation as an instrument for organizational management. Therefore, we need to create new evaluation theories, expand public participation, introducing diversified evaluating entities, improve technical systems, strengthen institutional buildup, and foster a performance-based culture. In addition, replacing goal-oriented assessment with performance evaluation will help the emergence of a new discipline--the performance evaluation of rule of law government, thus promoting multidisciplinary efforts to integrate and create new public administration theories in China.

Data analysis of flow of litigation into different channels in China

Following reform and opening up, China witnessed a rapid increase in legal cases, but the rate of increase has undergone a marked decline since 1997. The reasons this has occurred in a period of social transformation are threefold： a non-litigious dispute-settling mechanism, judicial policy and the credibility of the courts. A data analysis of the average annual rate of growth, the correlation coefficient and the respective proportions of solutions under the litigious and the non-litigious dispute-settling mechanisms indicates that the slowing of the rate of growth of litigation has been accompanied by a decrease in the role of the people＇s mediation system and the economic arbitration system. However, it is the strengthening of administrative dispute-settling mechanisms, a judicial policy of not accepting cases, the reform of litigation fees and a series of institutional cbnstructs aimed at judicial corruption that has curbed the rapid increase of legal cases.
