The emerging city regions in England ...Answers to challenges in a changing environment highlight the need to work with a more flexible sense of geography, developing institutional reforms in delivering public services. The emerging city regions in England can be regarded as a prime test of what the need for optimal territorial scope and enhanced coordination needs. The aim of this paper is to examine the emerging new forms of territorial governance in the light of the "piecemeal" approach of reforms launched by the post-2010 Conservative Liberal Government. We argue that the creation of city-regions is an organic part of the new territorial paradigm; an important element of which is an integrated and functional approach that intersects public administrative borders. Since 2010, the uniformed regional model has been replaced by primarily ad hoc, informal, and flexible approaches. The successive governments placed the bigger cities and its hinterland at the centre of English devolution, but wished to implement them in varying forms of "deal-making" as a means of decentralization, encouraging solutions tailored to local requirements and opportunities, and retaining the fundamental characteristics of the "asymmetrical devolution". However, in terms of regional governance, the relationship between the new and old regional configurations has seen the creation of a much-debated, malleable framework which, during the process of Brexit could generate new, further interpretations, narratives, and practical solutions展开更多

The Accounting Standardization System for Public Administrations (SNC-AP) was approved by Decree-Law No. 192/2015, of September 11 and constituted the new accounting system for public administrations in Portugal...The Accounting Standardization System for Public Administrations (SNC-AP) was approved by Decree-Law No. 192/2015, of September 11 and constituted the new accounting system for public administrations in Portugal, which will take effect from January 1, 2017, although there were pilot entities that are already applying it in the year 2016. The reasons for the approval of these accounting regulations are presented in the approval diploma itself, the existence of a strong fragmentation and outdated accounting standardization for the public sector. This paper intends to analyze the public accounting reform in Portugal based on the SNC-AP and the impacts that it will determine in public institutions in terms of accounting in relation to the previous POC-P regime and sectoral plans as well as the resources involved in the Implementation. Likewise, it is intended to assess whether all public bodies subject to its adoption will proceed to its implementation on January 1, 2017, as planned. Public institutions tend to make available to the public, more data and information concerning the administration, the manner of use of public goods and resources. At the same time, each institution is called upon to deal with the demand of transparency and participation by citizens who increasingly use Internet 2.0 and social media. After a reflection on how public administrations acted in the phase of Web 1.0 to practice transparency and accountability in terms of communication, this paper considers the elements of continuity and the new opportunities linked to the advent of Web 2.0 and open data. We find causes of economic and social recession in the Czech Republic in the loss of democratic and human values. Czech Republic was ranked the 57th place in the Corruption Perceptions index 2013 out of the 177 countries assessed, which is the same result achieved by Bahrain, Croatia, and Namibia. Among the 31 European Union (EU) member states and Norway, Switzerland, and Iceland, the Czech Republic is on the 25th site. Market as well as public sector and public finances should follow unwritten rules of ethics and ethical behavior. Such rules should be followed especially by politicians, officials, soldiers, and businessmen. Do we need ethics in present time? How is the role of the code of ethics in increasing financial and budgetary discipline in the defence sector? Is it possible to measure efficiency of the code of ethics for financial and budgetary discipline? We explain the importance of codes of ethics and formulate essential elements that each code of ethics must contain. Next, we deal with the main rules of both financial and budgetary disciplines. Furthermore, this article offers a comparison of several codes of ethics and describes the main problems in our implementation. In the end, we introduce our draft of Code of Ethics for Economic Service Officer in the Ministry of Defence and talk about possible influences of these codes on the quality of employee's performance.展开更多

If the injustice still exists after all the judicial proceedings are taken, then, this act that has nonviolence as its fundamental philosophy is seen to take place. The most important representatives of civil disobedience in the world are Socrates, Henry David Thoreau, M. Luther King and Mahatma Gandhi. These thinkers with their discourses and actions put forth what constitutes as civil disobedience and set an example to other societies. In this study, firstly, the aforementioned notion of civil disobedience is explained. Then, some demonstrations that took place in Turkey are evaluated in the framework of civil disobedience. The aim is to determine whether or not these demonstrations can be considered as examples of "civil disobedience". Also, the reasons why some of these demonstrations are not in the scope of civil disobedience are discussed. In this study, depiction and historical methods are used.展开更多

However, the present operating model of technology transfer policy still adheres to the conventional emphasis on the effectiveness of individual policies. Conflicts between policies cancel out efficiency, leading to internal friction which may make the system as a whole work less effective. This paper applies the principle of synergetics to the construction and operation of the public policy system. On the basis of the high efficiency and practical value of synergistic operating mechanisms, we put forward concrete measures for establishing a synergistic operating mechanism for Chinese technology transfer policy.展开更多

Present throughout this process is a game between different interests, leading to the final emergence of a new system - a new contractual setup resulting from the playing out of the relevant factors. These games take place mainly between the central and the local authorities and among the latter. Setting up a cooperative approach of "repeated gaming" when the game runs into possible difficulties, developing mechanisms conducive to better information exchange and to bilateral or multilateral consultation, further reshaping government functions by cutting the interest ties that link local authorities with socioeconomic entities, and strengthening the central authorities' macro-control functions are efficient guidance measures for setting up a system of regional public administration and realizing change in governance patterns.展开更多
