本文对国家煤矿安全监察体制建立以后 ,国有煤矿企业内部安全监察工作的性质、职责、地位和作用进行了客观实际的分析 ,提出了企业内部安全监察工作的重点和难点 ,对新体制下如何开展企业内部安全监察工作及加强制度、队伍建设方面提出了新的思路和方法。

From Droplets and Particles to Hierarchical Spatial Organization： Nanotechnology Challenges for Microfluidics

The compartimentation of fluids in the microliter, nanoliter and picoliter range leads recently to many applications of microfluidics in material development, diagnostics and biological screenings. Droplet-based microfluidics allows the improvement of nanoparticle homogeneity and the tuning of particle properties. It supports combinatorial synthesis of inorganic as well as organic substances and can be applied for the cultivation and screening of bacteria, eucaryotic cells and fish embryos. The well-ordered handling and the addressing of microfluid segments improves the information transfer between chemical, biological and electronic systems. Despite this remarkable technical progress, there is a particular importance of microfluidics for future nanotechnological solutions. The hierarchical spatial organization of liquids, particles and gels in microfluidics represents a fundamental biomimetic principle which overcomes the limits of planar technology and opens the gate for realizing complex structured threedimensional nanoarchitectures. Recent applications of microstructured fluids in chemistry and biology and concepts for future developments will be discussed.

Problems and Strategies in Cultivating English Major Students＇ Vocational Ability in Ethnic Regions

The cultivation of English major students＇ vocational ability is the key to the improvement of graduates＇ quality, the enhancement employment and shortening the entry cycle. However, due to the improper curriculum, lack of the micro-standard skill teaching lab and the formalistic teaching practice, there are many problems in English major students＇ vocational ability in ethnic regions. For instance, their language knowledge and ability is not solid; they lack the modem foreign language teaching theories; they have a weak pragmatic competence and lack teaching reflection, etc.. In practical teaching, it is proved that the following ways are effective to solve these problems optimizing the curriculum, strengthening language teaching and skill training and improving the quality of teaching practice and teaching reflection

Translation and Meaning in the New Version of the Tshivenda Bible With Specific Reference to The Lord＇s Prayer

The Bible has been translated into many languages, including Tshivenda. Translating a text from the source language into the target language is always characterized by translational problems. The first version of the Tshivenda translated Bible was produced in 1936, whereas the new version was published in 1998. The translation of the new version of the Tshivenda Bible is based upon the new English version. However, some of the Tshivenda translation equivalents do not reflect the same meaning as those of the source language. There are many factors behind the non-equivalence of the English and Tshivencla lexical items, for example, culture and linguistic systems. The Bible contains ＂culture-bound＂ items, which present specific challenges to translation. Therefore, context becomes important in determining the meaning of the words. The aim of this paper is to highlight translation strategies used in the translation of The Lord＇s Prayer from the new English version of the Bible titled GoodNews Bible： Today＇s English Version With Deutorocanonicals/Apocrypha （1996） into Tshivenda, and the effects they have in transferring the meaning of aspects of the prayer.

Reinforcing Effect of CFRP Strand Sheets on Steel Members

The steel structure is corroded by various mechanisms, and thus its performance decreases. As a repairing method of the corroded steel member, a method in which carbon fiber sheets is bonded to the steel member with glue has been studied. In recent years, as more efficient repairing method using FRP materials, the strand sheet bonding which has high mass per unit area has been developed. The purpose of this study is to propose the repairing method for corroded steel member by using the strand sheets. In order to confirm a reinforcing effect, the tensile and flexural tests using steel plates and girders reinforced with strand sheets were performed. Test results showed effectiveness of strand sheets for the reinforcement of the steel members.

Integrated Curriculum and the Tides of Anti-globalism in Central Asia： The Battle Between ＂You＂ and ＂Me＂

Today, Central Asia continues to face many political, socio-economic and cultural changes brought about by the end of one ruling ideology, particularly in the field of education. With the loss of Soviet ideology that formed the basis of the curriculum and educational standards, transition and instability threatened to supplant one ideology for another, in the form of newly developed myths of nationalism on one end of the spectrum and fundamentalism or anti-globalism on the other. Thus, the task of educators working through this period of transition has been both arduous and complex. Humanities education of AKHP of UCA （Aga Khan Humanities Project of University of Central Asia） provides a key channel for training students and educators in independent critical thinking, tolerance of pluralism, and appreciation for the importance of diversity in Central Asian post-Soviet societies, playing a pivotal role in the promotion of these values. This paper argues that cultivating knowledge in the humanities can prevent development of extreme ideologies such as nationalism, fundamentalism and anti-globalization in the region following independence. The positive impacts of implementation of AKHP and its liberating role in the life of the Central Asian students show that development and adoption of an integrated interdisciplinary curriculum that incorporates cross-cultural and comparative studies can serve as a catalyst for reform of the broader education system and the region at large.

Request-Refusal Strategies in Contemporary Chinese Teledramas From the Perspective of Social Power

This study was designed to explore the issue of request-refusal strategies in Chinese setting by establishing a corpus of vedio clips of contemporary Chinese teledramas on the basis of an overview of previous studies on Chinese refusal strategies. In the present study, we chose 3,970 short sequences of video clips from 35 Chinese teledramas which vividly described the Chinese people＇s life in the contemporary times. Taking the two variables of power and distance as reference points, nine situations were designed in this study. Elaborate refusal strategies were consecutively elicited in the nine situations of the 35 contemporary Chinese teledrama serials from the perspective of social power in the study.

Concept of Application of Nuclear Explosive Devices in a Space-Rocket Complex to Protect the Earth against AsteroidaI-Cometary Danger

Herein an estimation is given to the efficiency of nuclear explosive devices in a space-rocket complex to withdraw Hazardous Space Objects （HS0）-asteroids and cometary nuclei from the trajectories leading to their dangerous entry to the atmosphere and falling to the Earth. A conceptual choice of parameters and schemes of application of nuclear explosive devices in impact modules of space-rocket complexes to ensure asteroidal-cometary safety was made.

Geostatistical Predictions Based on Block Data

Block-to-block and block-to-point kriging predictions based on block data are proposed. Blocks may be regular （mesh data） or of more general shapes. Under the assumptions of second-order stationarity and isotropicity, we show how to lessen the number of calculations of relevant block-to-block or block-to-point covariances. As illustrations, a mesh data of population and a simulated block data on convex polygons are analyzed.

On Cosmic Ray and Geomagnetic Response to Coronal Mass Ejections （CMEs）

A catalogue of type II bursts and the associated coronal mass ejections （CMEs） observed by the solar and heliospheric observatory （SOHO） mission is used to select the twenty three CMEs events with CME speed equal to and less than 450 km/sec （i.e., less than and equal to the average solar wind speed） during 1997-2008. Our observational results clearly indicate that even slow speed CMEs are capable to produce the cosmic ray and geomagnetic disturbances on day to day basis. The depression in cosmic ray intensity is larger three days after the arrival of the CMEs along with the maximum disturbance in geomagnetic activity on the same day （i.e., after three days from the arrival of CMEs）. Fluctuations in cosmic ray intensity and the geomagnetic activity are also observed before the arrival of the CMEs.

Space-Time as the Source of Energy That Accelerates the Universe

A cosmological model with both acceleration and deceleration is proposed, rewriting and reinterpreting Einstein＇s Field Equations, with a variable cosmological parameter A denoting energy due to space-time, which may be considered as ＂vacuum energy＂ at the ＂beginning＂ of the universe. The cosmological constant is replaced by a variable cosmological parameter, which is a measure of the energy of space-time that could be converted to energy of matter and radiation and vice versa.

Stylistics Course and the Literature Appreciation： Take The Portrait of a Lady for an Example

Both stylistics and literature are important courses for the English majors. How to apply stylistics theory in the literary analysis is important. The paper aims to provide some introduction of stylistics, its major domains and its contribution in analysing literature. It is suggested that characteristics of the language in a particular context can be identified within the guidelines of stylistic categories and that a better comprehension as well as appropriateness and effectiveness of the examined text can be achieved. With the help of stylistic analysis of novel The Portrait of a Lady （1996） by Henry James, its style can be appreciated from phonological, lexical and grammatical aspects.

The Study on the Effectiveness of Communicative Language Teaching Strategies Used in College English Classes

This paper mainly aims at determining the effectiveness of CLT （Communicative Language Teaching） used in College English classes. The study utilized the descriptive research method and was conducted in Medical University for Nationalities that offers College English classes to non-English majors strategies Youjiang . Survey questionnaire was used to assess the CLT strategies. The experimental data shows that CLT strategies are very effective in improving the students＇ language proficiency. Therefore, it is recommended that CLT approach should be used intensively and extensively in the teaching of College English in China.

Chirality of Eruptive Neutral Line Indicated by Bipolar Double Dimmings

As a key on-disk proxy of coronal mass ejection （CME）, bipolar double dimmings （BDDs） during eruption of filament or coronal sigmoid are explained to mark footpoints of a flux rope. One thus expects the configuration of BDDs to be linked with chirality of associated filament or sigmoid. In the paper, we investigate four events in association with BDDs and halo or partial halo CMEs. In each hemisphere, two neutral lines （NLs） underlying eruptive filament or sigmoid are presented, in which one obeys and another disobeys the well-known hemispheric chirality rule. Between two possible configurations of BDDs for an eruptive NL, we find that only one, depending on the chirality of the NL, can occur. By considering axial orientation of BDDs as from the positive dimming to the negative one, and by defining ＂dextral/sinistral BDDS＂ as the axial orientation having rightward/leftward component parallel to the NL to an observer at its positive-polarity side, eruptive dextral/sinistral NLs have no-exception correlation with dextral/sinistral BDDs. It is also found that dextral/sinistral BDDs can invariably undergo clockwise/counterclockwise rotation. These observations suggest that configurations and rotations of BDDs also have chirality patterns that are consistent with that of the associated filaments, sigmoids, and their environments.

Authentic Materials＇ Implication for ESP Settings

Although the emergence of the idea dates back to 1890s by Henry Sweet, many teachers involved in foreign language teaching have encouraged and discussed that using authentic materials is beneficial during the last decade However, the use of authentic materials in learning contexts such as ESP （English for Specific Purposes） has always been a matter of controversy and as Khaniya （2006） mentioned, a larger number of teachers are starting to identify the benefits of authentic materials and the options that such materials may provide for professional English teaching settings rather than traditional intensive ESL （English as a Second Language）. The present paper will presnet a short review of authentic materials while comparing them with textbook-based materials. Moreover, it will focus on the nature and quality features of authentic materials and particularly the motivating role these materials may play. Finally, the paper will present a list of authentic materials recommended in the literature for ESP as well as some guidelines for the selection and instruction of authentic reading materials in ESP courses.

Artistic Embodiment in Virginia Woolf＇s The Waves

The paper analyzes the artistic features embodied in The Waves （2000） from the perspective of internal focalization, poeticized features including symbolism, musical lyricism and rhythm and rhyme, and the impressionist and post-impressionist painting techniques, such as the employments of color, transient moment and simplification principle. Multiple artistic features are presented so harmoniously in the novel that Woolf makes it possible to develop novels with different art forms

Alternative （1＋1）-D Dark Spatial Soliton-Like Distributions in Kerr Media

In this paper, we solve numerically the nonlinear Schrodinger equation for a defocusing Kerr media with initial conditions different to the hyperbolic tangent function. We demonstrate that initial conditions with a similar position dependence than the hyperbolic tangent evolve to a hyperbolic tangent function, therefore can be considered as （1＋1）-D spatial solitons. The waveguide induced by these conditions is not single mode; it has the capacity to confine one mode more.

Inelastic UV Scattering in a Floating Water Bridge

When high voltage is applied to distilled water filled into two beakers close to each other, a watery connection forms spontaneously, giving the impression of a floating water bridge [1-8]. In this work we present the first inelastic ultraviolet scattering data of such an electrohydrodynamic bridge revealing radial gradients of Stokes- and Anti-Stokes shifts and their intensity profiles. Interpretations including density and temperature changes within the bridge are discussed. The obtained data can be satisfactorily explained by the introduction of a second phase consisting of nano bubbles. Results and interpretation are discussed in relation to similar phenomena.

Development of a Tropospheric Lidar for Observations of the Planetary Boundary Layer above Medellin, Colombia

In the Universidad Nacional de Colombia, Sede Medellin, the Lasers and Spectroscopy Group （GLEO） has been designed and manufactured a tropospheric lidar station based on a pulsed Nd：YAG laser operating at 532-nm wavelength. The main scientific objective has been to evaluate the vertical structure of the Planetary Boundary Layer （PBL） in urban sites of Medellin-Colombia, South America, （Longitude 75°34′05″ West, Latitude 6°13′55″ North）, using suspended aerosols as tracers of the atmospheric motion. This paper reports the design, manufactures and performance of an elastic lidar system, which was operated under varying air pollution and meteorological conditions and the observations presented here were performed in early 2010, over the metropolitan area of Medellin, city included in the Andean region of Colombia.
