Therefore, this study solicits the views of fraud inv...Understanding the root causes of fraud and learning about the most effective fraud prevention mechanisms are critical in reducing the incidence of financial fraud. Therefore, this study solicits the views of fraud investigators on the existence and effectiveness of fraud prevention mechanisms within Government-Linked Companies (GLCs). Specifically, effective fraud prevention mechanisms (FPM) should be undertaken by five critical groups, namely the board of directors, audit committees, external auditors, internal auditors, and anti-fraud specialists. A total of 147 questionnaires were distributed to fraud investigators of all public listed GLCs in Malaysia. Out of those, a total of 45 usable responses were received, which represents an effective response rate of 30.6%. In terms of existence, the respondents ranked "management review of internal controls" and "external audits of financial statements" as the top-most FPMs. This was followed by other mechanisms such as operational audits, internal audits and internal control review/improvements by departments. Out of the 27 fraud prevention mechanisms, fraud investigators perceiyed surprise audits, fraud hotline, fraud prevention program and training, anti-fraud policy, fraud vulnerability reviews, operational audits, whistle-blowing policy, internal audit or fraud examination department, and, imposing penalty and disciplinary action as more effective than the others. Overall, this study provides important insights to practitioners and organizations in identifying fraud prevention mechanisms that are most effective.展开更多

The civil war in Syria coupled with the attacks by the Islamic State of Iraq and Syria (ISIS) or later known as the Islamic State (IS) has resulted in one of the largest humanitarian crises since World War II. This security threat has spread to other regions, including Southeast Asia. Indonesia, with the biggest Moslems population in Southeast Asia, has been affected most significantly in comparison to other ASEAN member countries. ISIS has acknowledged its terrorist actions which involved suicide bomb attacks, and also claimed membership all over the archipelago. The continuing violence and resulting threats or feeling of insecurity negatively affect the lives, freedom, dignity, and development oft^e people. Not only related to political and military, the threat also affected human security, including economic, environmental, social, and other forms of harm done by the overall livelihood and wellbeing of individuals. Other threats related to the recruitment process of new ISIS member made use of conventional and social media. This arcticle aims to answer the question: "How has ISIS threatened human security in Indonesia?" Another question is: How has the Indonesian government reacted to securitize the above issues? Liquefied Petroleum Gas (LPG), Compressed Natural Gas (CNG) and Liquefied Natural Gas (LNG) are three representative clean fuels that are widely used in the shipping industry. From both ecological and economic point of view, LNG is treated as the best fuels in shipping industry by the ship-owners and Chinese government. In this paper, the wide applications of LNG-powered ships are analyzed from three aspects, including the global energy source structure, economic demands and the formulation of international conventions. Also, the functions of relevant domestic policies on how to accelerate LNG-powered ships widely used in inland waters of Yangtze river, China are summarized. The empirical result shows that the local governm...Based on the panel data of 28 provinces in the year of 1987-2001, this paper examines the effects of the local government investment on economic growth and employment. The empirical result shows that the local government investment plays a significant positive role in economic growth and employment. However, while the proportion of local government investment to GDP had a remarkable rise after 1998, the elasticity of local government investment on economic growth declined, which shows that there is a big room for raising the efficiency of local government investment. Moreover. the empirieal examination shows that although local government investment had positive effect on employment, the elasticity had a decrease after 1994 when the tax-sharing system reform was put into practice. This shows that the positive role of local government investment on employment is also limited This paper argues that the role of local governments as investors must be weakened, and local governments of different levels should lessen direct economic intervention and concentrate on public regulation.展开更多

A techno-economic analysis was performed for developing a good business proposal for aquaculture loans to enhance aquaculture development in Nigeria. A case study of catfish Clarias gariepinus framing was conducted in Abeokuta North Local Government of Ogun State, Nigeria. The results show that the fixed cost is N18 338 per year, and the variable cost is N459 700 per year, accounting for the largest amount of the total; therefore, a profit of N43 289 per month can be made. Sensitivity analysis was performed to assess any risk(s) that associated with unfavorable changes in government policy with particular reference to monetary policy. Positive net present value shows that the investment in fish farm is economically feasible and the net investment ratio is 3.52. Also, the benefit-cost ratio is 2.17. The internal rate of return (IRR) is 21% showing that the enterprise is able to offset the interest being charged on the loan. It is therefore worthwhile to invest into fish farm business in the study area. The study suggests that to better sustain the local aquaculture business, the government should create a good conducive environment to foster development of the fish farming. Government intervention is urgently needed to solve problems such as in traditional land tenure, grant credit facilities and subsidies, to enhance the aquacultural development in the country.展开更多
Bangladesh economy has experienced some stable growths with regard to major macroeconomic indicators, significant progress in social development indicators, rural infrastructure, investment in industrial agricultural ...Bangladesh economy has experienced some stable growths with regard to major macroeconomic indicators, significant progress in social development indicators, rural infrastructure, investment in industrial agricultural sector, and poverty alleviation since the 1990s. Bangladesh has made major strides in its human development index (HDI), population growth rate achieved to 1.3%, gross domestic product (GDP) over the last five years achieved more than 5% growth consecutively; as a result, it mooted the Brazil, Russia, India, China (BRIC) successors, otherwise known as the Next-11. The success has come through the miracle activities of micro finance (MF: Grameen Bank and non-governmental organizations (NGOs)), remittance from migrant worker (RMW), and export of readymade garment (ERMG) products. These three (MF, RMW, and ERMG) as the "prime powers" or engines have been achieving to "bottom up" of social economic development. This paper reviews aspects of economic development in Bangladesh, analyzes three prime powers, and tries to find out a development pattern, vis-a-vis construct Bangladesh economic development model or BED model. Finally, this paper examines Bangladesh's development experience in light of the BED model. It has recognized MF model for poverty alleviation in the worldwide.展开更多

As a result of these debates, both the several levels of government and some of the NGOs (Non-Governmental Organizations) have commissioned innumerous opinion researches aiming at measuring and evaluating the knowledge and perception of the public in relation of the best non-polluting energy sources. Prior to 2001 these researches would not make any sense in Brazil., however due to that year's drought, the competent authorities were faced with the necessity of developing a plan, the PNE2030 (Piano Nacional de Energia) aiming, among others objectives, at finalizing the construction of the Angra three plants and implementing new nuclear plants in places still to be determined. Allowing for the complexity of the subject, this paper presents a field research conducted from September 28th, 2010 to October 28th, 2010 assessing the current level of perception of the Brazilian population about the nuclear area, in particular of the residents of three cities of Rio de Janeiro. As a result of this work, the authors suggest how the competent authorities should proceed to reach in an efficient manner a greater understanding of the population about the proposed subject, through communication campaigns being both informative and educational.展开更多

These attitudes led to the enactment of Fiscal Responsibil...Infrastructure development in Nigeria has attracted the attention of researchers in view of the attitudes of contractors and government lead-lag role playing. These attitudes led to the enactment of Fiscal Responsibility Act 2007 and Public Procurement Act 2007 to reduce internal control system deficiencies and budget indiscipline in the Nigerian public sector fiscal matters and procurement process. Ironically, despite these efforts, infrastructure development is still a problem affecting the lives of Nigerians as their poverty level is on the increase. This paper tests the effects of internal control system deficiency on contractors' capability in infrastructure development in the Nigerian public sector. Data drawn from a sample of 228 infrastructures were used for analysis. Two research questions on contractors' fiduciary obligation to government and capacity were analysed. Kendall's Tau-br correlation of coefficient and Chi-square X^2 statistics were employed for data analysis. Findings show that deficient internal control system strongly and directly breeds deficiency in the contractors' capability for infrastructure development. The paper recommends that oath of bribery should complement oath of secrecy to ensure that contractors and government agencies that are responsible for execution of infrastructure play to the rules of the "games", especially the provisions of Public Procurement Act 2007 and Fiscal Responsibility Act 2007. Public-private-partnership-initiative, such as build-operate and transfer method of contracting, should be encouraged to improve on contractors' capability and stewardship.展开更多
Objective To comparatively observe the effect of electroacupuncture at digestive system-related lower he-sea points on the expressions of serum interleukin-1β(IL-1 β), tumor necrosis factor-α(TNF-α) of colon t...Objective To comparatively observe the effect of electroacupuncture at digestive system-related lower he-sea points on the expressions of serum interleukin-1β(IL-1 β), tumor necrosis factor-α(TNF-α) of colon tissues and high mobility group box 1 protein(HMGB 1) of ulcerative colitis(UC) model rats, and to explore whether there is relative specificity of electroacupuncture at Shàngjùxū(上巨虚 ST 37), one of lower he-sea points of large intestine, in treatment of bowel diseases. Method A total of 60 SD rats were randomly divided into control group, model group, ST 37 group, Zúsānl?(足三里 ST 36) group, Xiàjùxū(下巨虚 ST 39) group and Yánglíngquán(阳陵泉 GB 34) group. There were ten rats in each group; five were males, and five were females. UC models were established by clysis with 2, 4, 6-trinitrobenzene sulfonic acid/alcohol solution. After modeling, treatment was conducted for ten days, specimens were collected, colonic ulcers and inflammation were inspected visually and scored. The content of serum IL-1β and the expressions of TNF-α and HMGB 1 in colon were detected through ELISA. Results 1 Compared with control group, the scores of colonic ulcers and inflammation, the content of serum IL-1β and the expressions of TNF-α(except ST 37 group) and HMGB 1 were all higher(P〈0.05, P〈0.01); 2 compared with model group, the scores of colonic ulcers in ST 36 group and ST 37 group were lower obviously(P〈0.05, P〈0.01); the expressions of IL-1β, TNF-α and HMGB 1 in the four treatment groups were lower obviously(P〈0.01); 3 compared with ST 37 group, the expressions of IL-1β, TNF-α and HMGB 1 in other three treatment groups were higher obviously(P〈0.05, P〈0.01); and the scores of colonic ulcers in ST 39 group and GB 34 group were higher obviously(P〈0.05). Conclusion 1 The score of colonic ulcers can be reduced through electroacupuncture at ST 37, ST 36, ST 39 and GB 34, which can also reduce the content of serum IL-1β and the expressions of TNF-α and HMGB 1, and effectively inhibit inflammatory response of colon caused by UC; 2 the effect trend of the four acupoints in treatment of UC is: ST 37ST 36ST 39GB 34, and electroacupuncture at ST 37 has the best effect with relative specificity.展开更多

Methods Seventy healthy SD rats were randomly divided into seven groups, including control group, model group, "Zúsānlǐ"(足三里 ST 36) group, "Shàngjùxū"(上巨虚 ST 37) group, "Xiàjùxū"(下巨虚 ST 39) group, "Yánglíngquán"(阳陵泉 GB 34) group and "Chéngjīn"(承筋 BL 56) group, with five male rats and five female rats in each group. Acute gastric mucosal lesion model was established by applying WRS method. After successful modeling and treatment for ten days, sampling was conducted, gastric mucosal lesion was observed visually and scored, the levels of serum HMGB 1 and gastric tissue TNF-α were detected by ELISA method, and the expression of NF-κB was detected by immunohistochemical method. Results①Compared with the model group, the levels of Ulcers and inflammation(UI) in gastric mucosal and serum HMGB1, and the expression of gastric tissue TNF-α and NF-κB in the four lower he-sea points groups reduced(P〈0.01 or P〈0.05);② compared with ST 36 group, the levels of gastric mucosal UI and serum HMGB1, and the expression of gastric mucosal TNF-α and NF-κB in other treatment groups increased significantly, and the difference was statistically significant(P〈0.01 or P〈0.05). Conclusion①Electroacupuncture at relevant lower he-sea points can inhibit the body's immune response, relieve inflammatory reaction and reduce mucosal lesion by regulating HMGB 1, TNF-α and NF-κB, so as to realize the intervention and treatment on AGML rats;② the total intervention effect in ST 36 group is superior to that in other groups, indicating partially that there is a relative specificity between ST 36 and stomach.展开更多

The content of serum IL-1β and the expressions of TNF-α and HMGB 1 in colon were detected through ELISA. Results 1 Compared with control group, the scores of colonic ulcers and inflammation, the content of serum IL-1β and the expressions of TNF-α(except ST 37 group) and HMGB 1 were all higher(P〈0.05, P〈0.01); 2 compared with model group, the scores of colonic ulcers in ST 36 group and ST 37 group were lower obviously(P〈0.05, P〈0.01); the expressions of IL-1β, TNF-α and HMGB 1 in the four treatment groups were lower obviously(P〈0.01); 3 compared with ST 37 group, the expressions of IL-1β, TNF-α and HMGB 1 in other three treatment groups were higher obviously(P〈0.05, P〈0.01); and the scores of colonic ulcers in ST 39 group and GB 34 group were higher obviously(P〈0.05). Conclusion 1 The score of colonic ulcers can be reduced through electroacupuncture at ST 37, ST 36, ST 39 and GB 34, which can also reduce the content of serum IL-1β and the expressions of TNF-α and HMGB 1, and effectively inhibit inflammatory response of colon caused by UC; 2 the effect trend of the four acupoints in treatment of UC is: ST 37ST 36ST 39GB 34, and electroacupuncture at ST 37 has the best effect with relative specificity.

文摘Objective To contrastively observe the effect of electroacupuncture at lower he-sea points of stomach, large intestine, small intestine and gallbladder of acute gastric mucosal lesion(AGML) model rats on the expression of serum high mobility group protein B 1(HMGB 1), tumor necrosis factor-α(TNF-α) and nuclear factor-κB(NF-κB) of gastric tissue, and to explore whether the lower he-sea points of stomach have relative specificity in treatment of stomach diseases. Methods Seventy healthy SD rats were randomly divided into seven groups, including control group, model group, "Zúsānlǐ"(足三里 ST 36) group, "Shàngjùxū"(上巨虚 ST 37) group, "Xiàjùxū"(下巨虚 ST 39) group, "Yánglíngquán"(阳陵泉 GB 34) group and "Chéngjīn"(承筋 BL 56) group, with five male rats and five female rats in each group. Acute gastric mucosal lesion model was established by applying WRS method. After successful modeling and treatment for ten days, sampling was conducted, gastric mucosal lesion was observed visually and scored, the levels of serum HMGB 1 and gastric tissue TNF-α were detected by ELISA method, and the expression of NF-κB was detected by immunohistochemical method. Results①Compared with the model group, the levels of Ulcers and inflammation(UI) in gastric mucosal and serum HMGB1, and the expression of gastric tissue TNF-α and NF-κB in the four lower he-sea points groups reduced(P〈0.01 or P〈0.05);② compared with ST 36 group, the levels of gastric mucosal UI and serum HMGB1, and the expression of gastric mucosal TNF-α and NF-κB in other treatment groups increased significantly, and the difference was statistically significant(P〈0.01 or P〈0.05). Conclusion①Electroacupuncture at relevant lower he-sea points can inhibit the body's immune response, relieve inflammatory reaction and reduce mucosal lesion by regulating HMGB 1, TNF-α and NF-κB, so as to realize the intervention and treatment on AGML rats;② the total intervention effect in ST 36 group is superior to that in other groups, indicating partially that there is a relative specificity between ST 36 and stomach.

文摘This paper presents the analytical results of substitution and complementary effect of fiscal changes, by applies the variance decomposition technique to totally isolate the growth effect of components in government's public expenditures on GDP. We concluded from the empirical analysis, that the government's purchase expenditure (Gc) has a significant explanatory power on the long-term economic growth. However, extra budget expenditure (YWZ) and the government's fundamental investment (TR) only have substitution effects with limited impact on the long-term economical growth.
