The priority is obtained through minimizing the maximal absol...A min-max optimization method is proposed as a new approach to deal with the weight determination problem in the context of the analytic hierarchy process. The priority is obtained through minimizing the maximal absolute difference between the weight vector obtained from each column and the ideal weight vector. By transformation, the. constrained min- max optimization problem is converted to a linear programming problem, which can be solved using either the simplex method or the interior method. The Karush-Kuhn- Tucker condition is also analytically provided. These control thresholds provide a straightforward indication of inconsistency of the pairwise comparison matrix. Numerical computations for several case studies are conducted to compare the performance of the proposed method with three existing methods. This observation illustrates that the min-max method controls maximum deviation and gives more weight to non- dominate factors.展开更多
This paper intends to show the Portuguese municipalities' commitment, since the first decade of this century, in cultural facilities of municipal management and how it provided 12 of the 18 district capitals of mainl...This paper intends to show the Portuguese municipalities' commitment, since the first decade of this century, in cultural facilities of municipal management and how it provided 12 of the 18 district capitals of mainland Portugal with cultural equipment, but after all we want to know if this effort resulted in a regular, diverse, and innovative schedule. Investing in urban regeneration, local governments have tried to convert cities' demographic changes (strengthening of the most educated and professionally qualified groups) in effective cultural demands that consolidate the three axes of development competitiveness-innovation-creativity. What the empirical study to the programming and communication proposals of those equipment shows is that it is not enough to provide cities with facilities; to escape to a utilitarian conception of culture, there is a whole work to be done so that such equipment be experienced and felt as new public sphere. Equipment in which proposals go through a fluid bind, constructed through space and discourse with local community, devoted a diversified and innovative bet full filling development axis. This paper presents in a systematic way what contributes to this binding on the analyzed equipment.展开更多
To realize real-time monitoring and short-term forecasting and forewarning of coalmine ventilation systems(CVS), in this paper, we first established a joint surface and underground CVS safety management system consist...To realize real-time monitoring and short-term forecasting and forewarning of coalmine ventilation systems(CVS), in this paper, we first established a joint surface and underground CVS safety management system consisting of main ventilation fan, safety-partition linked passageways, and air-required locations. We then applied chaos theory to identify the air quantity and gas concentration of underground partition boundaries, and adopted a fixed data quantity, multi-step progressive, weighted first-order local-domain method to setup a chaos prediction model and a CVS safety forecasting and forewarning system formed by the normal change level, orange forewarning level, and red alarm level. We next conduct the on-field application of the system in a coalmine in Jining, Shandong, China. The results showed that (1) in the statistical scale of 5 min, the changes in both air quantity and gas concentration along CVS partition airflow boundaries were characteristic of chaos and could be used for short-term chaos prediction, and the latter was more chaotic than the former;(2) the setup chaos prediction model had a higher prediction precision and the established safety prediction system could not only predict the variation in CVS stability but also reflect the rationality of underground mining intensity. Thus, this CVS safety forecasting and forewarning system is of better application value.展开更多
Climate change has become a hot topic in international environmental negotiations.For post-Kyoto international climate regime negotiations,many countries have proposed a variety of frameworks to share the emission red...Climate change has become a hot topic in international environmental negotiations.For post-Kyoto international climate regime negotiations,many countries have proposed a variety of frameworks to share the emission reduction responsibilities and allocate carbon emission rights,and have tried to quantify the emission reduction obligations of all countries based on the perspectives of international equity and individual equity.In this paper,the authors have distinguished the concepts of carbon emissions rights based on these two perspectives respectively,have analyzed the relationship between carbon emissions per capita and economic development,and have calculated and compared the proportion of cumulative emissions per capita of different countries in history and future,and then authors conclude that emission reduction obligations should be allocated based on each country's conditions,including historical emissions,development stage,and future demands.Developed countries should take the initiative to significantly reduce their emissions because they have already accomplished their industrialization process.However,developing countries are still in the process of industrialization,which requires more emission rights to meet their development needs.For China,the concept of carbon emissions based on individual equity can be used as a theoretical tool for the allocating the international carbon emissions rights.展开更多

Borges, an Argentina short storywriter and translator, whose motherland is under long-term western colonization, identifi es himself unconsciously with the western culture. Hisworks mostly touch upon the themes of religion and philosophy. Along with post-colonialism theory’s springing up, critics began to analyze hisworks from the post-colonial perspective. The author thinks that this short story with religious implication parallels to the cultural invasion in theperiod of colonization, from powerful culture to weaker one. The author, thus, aims to use Michael Foucault’s viewpoints concerning power andknowledge to probe into the western cultural hegemony and ideological invasion refl ected in this story. Established during the long years of revolutionary struggle and the founding of the People's Republic of China (PRC), the Communist Party of China(CPC)-led decision-making system has a historical rationality. Bef...Established during the long years of revolutionary struggle and the founding of the People's Republic of China (PRC), the Communist Party of China(CPC)-led decision-making system has a historical rationality. Before China's reform and opening-up was implemented in 1978, the decision-making system highlighted centralization which led to disadvantages such as non-existent specialized division of functions, a low level of institutionalization, heavy reliance on experience, an enclosed decision-making mode and non-existent self-correction mechanisms. These disadvantages were institutional factors which ultimately caused the historic tragedy of " Cultural Revolution. "After the reform and opening-up, the decision-making structure, mode and mechanism were reformed in order to promote scientific, democratic and law-based decisions. History has shown that the reform has successfully overcome various challenges brought about by China's rapidly changing economy and society. From the perspective of political development, the reform has promoted several transitions: from individual controlled decision-making system to a more democratic decision-making process, from being empirical to scientifically-based, from highly centralized decision-making organizations to decentralized one, from an enclosed mode to an open mode, from passive to active participation in the decision-making process and from a non-institutionalized to an institutionalized system. Therefore, the CPC-led open decision-making model based on science and laws and participated by other parties has taken an initial shape.展开更多

In the course of the evolution of ancient Chinese civilization, this area--rather than the Central Plains in the middle reaches of the Yellow River or the northern area centered around the ancient Great Wall-was the first to experience significant social transformation. This discovery also indicates that when the "ancient states" first appeared, they varied in form and character: some took the form of theocracies while others were dominated by kingly power. Making the authority of office of government at all levels more standardized and lawbased is an important step in the process of deepening financial reform and establishing fiscal and taxation systems governed by law....Making the authority of office of government at all levels more standardized and lawbased is an important step in the process of deepening financial reform and establishing fiscal and taxation systems governed by law.To do so,China needs to clarify further the legal division of authority of government at every level and protect and promote its exercise through legal mechanisms.Governments are given powers so that they may effectively protect citizens’basic interests.On the premise of clarifying the boundaries of government functions,we should use legal means and observe the principle of restraint in determining the scope of authority of office.The criteria for the division have both economic and legal aspects.Economic criteria are more basic;legal criteria make adjustments to the pattern of division derived from economic criteria.The authority of office can be divided into legislative supervision and enforcement.The current legal system allocates powers of legislative supervision quite rationally,but supervision of judicial powers in particular should be appropriately centralized.In terms of enforcement,some space is left for the division of administrative powers in the current system,and there is quite obvious homogeneity of powers between different levels of government.The legal division of authority of office requires that basic principles be stipulated in the Constitution and that a basic fiscal law be devised that clarifies the powers of all levels of government.Allocation of fiscal powers between governments and optimization of the transfer payment system,together with budget constraints,will provide an institutional guarantee for the division of these powers.Fundamentally,the legal confirmation of a system of civil rights can promote the implementation of statutory powers.展开更多

In the present study, DNA sequences of insulin receptor genes, IRa and IRb, were amplified and sequenced from 37 representative species of the Cyprinidae and from five outgroup species from non-cyprinid Cypriniformes. Based on coding sequences (CDS) of tyro- sine kinase regions of IRa and IRb, molecular evolution and phylogenetic relationships were analyzed to better understand the characteristics of IR gene divergence in the family Cyprinidae. 1Ra and IRb were clustered into one lineage in the gene tree of the IR gene family, reconstructed using the unweighted pair group method with arithmetic mean (UPGMA). IRa and IRb have evolved into distinct genes after IR gene duplication in Cyprinidae. For each gene, molecular evolution analyses showed that there was no significant difference among different groups in the reconstructed maximum parsimony (MP) tree of Cyprinidae; IRa and 1Rb have been subjected to similar evolutionary pressure among different lineages. Although the amino acid sequences of IRa and IRb tyrosine kinase regions were highly conserved, our analyses showed that there were clear sequence variations between the tyrosine kinase regions of IRa and IRb proteins. This indicates that IRa and IRb proteins might play different roles in the insulin signaling pathway.展开更多
Diffusion-weighted imaging(DWI) is considered to be one of the dominant modalities used in prostate cancer(PCa) detection and the assessment of lesion aggressiveness,especially for peripheral zone(PZ) PCa.Computer-aid...Diffusion-weighted imaging(DWI) is considered to be one of the dominant modalities used in prostate cancer(PCa) detection and the assessment of lesion aggressiveness,especially for peripheral zone(PZ) PCa.Computer-aided diagnosis(CAD),which is capable of automatically extracting and evaluating image features,can integrate multiple parameters and improve the detection of PCa.In this study,13 quantitative image features were extracted from DWI by CAD,and diagnostic efficacy was analyzed in both the PZ and transition zone(TZ).The results demonstrated that there was a significant difference(P<0.05) between PCa and non-PCa for nine of the 13 features in the PZ and five of the 13 features in the TZ.Besides,the prediction outcome of CAD had a strong correlation with the DWI scores that were graded by experienced radiologists according to the Prostate Imaging-Reporting and Data System Version 2(PI-RADS v2).展开更多
