The purpose of research study was to develop a theoretical relativistic framework for research in open and flexible learning environment because it is a new dimension in the field of education. Developing a theoretical relativistic framework for any research study is first and prime step in walking on the track to reach the distinction set by the researcher. Open and flexible learning is a new trend in education, enriched with ICT-use as a basic demand of the 21st century generation in all parts of the globe. So, it requires a theoretical framework for its initiation, implementation, development and evaluation which is relatively developed and advanced from the existing framework. In any research study the literature review is carried out in order to develop, build or construct a theoretical framework. The researcher of the study has observed while attending the international conference on ODL (AAOU, 2013) that most of the studies require theoretical underpinning for ICT-use in education. The researcher assume that being a new trend in education to use ICT for teaching learning purpose; it requires conceptual clarity and theoretical background of the user and researcher, because, without theory the practice is wastage of money, time and energy and it becomes ineffective and requires relatively new conceptual development. So, the problem stated by the researcher for the study was: Developing theoretical relativistic framework for research in open and flexible learning: A new trend in educational research. The objective of the study was integrating the interrelated concepts to build a pnemonological network for identifying the constructs in ICT-rich open and flexible learning environment. The study was significant because it provided theoretical background for conducting research in ICT-use for teaching and learning through open and flexible systems; whether blended or online learning and training. The methodology used by the researcher was qualitative and interpretive because there were reviewing of literature and meta-analysis for building the framework. The data were analyzed and interpreted by the researcher for the findings and drawing conclusions. On the basis of conclusions the researcher has made suggestions and recommendations for conducting research in open and flexible learning environment by using this theoretical relativistic framework. If they are subjective rights, they are justiciable. The main argument in favor of this understanding is based on liberty. The main argument against is the so called formal argument. In relation to the pro argument, liberty can be either juridical or factual. Juridical liberty has no value without factual liberty, because the right to liberty is only put into practice if one has the factual preconditions for its exercise. The argument against is that their justiciability displaces the competence of the elaboration of public politics from Legislative and Executive to Judiciary Power, what violates the principles of separation of powers and democracy. Nevertheless they are subjective rights indeed, but special ones: they are primafacie subjective rights. There is only one subjective right that is a priori considered definitive: the right to Existenzminimum) Its content is not settled, but it is quite unequivocal that the rights to simple housing, fundamental education and minimum level of medical assistance are part of it. Existenzminimum is then related to the minimum necessary for factual liberty. Against the justiciability of fundamental social rights, there are also arguments related to juridification of politics, administrative discretion and the possible reserve clause. In this regard, both the approaches to teaching foreign languages should be reconsidered, and also training programs that meet the requirements of future specialists should be created. One of the possible ways out is to use the competence-based approach, i.e., forming a set of special competences in future professionals to solve practical problems. For training a competitive IT-specialist, in teaching foreign languages it is necessary to form a number of language subcompetences in students that are on the basis of their professional competence. The proposed model can be used for teaching any foreign language, where the language component is invariable, and is filled with professional content. 展开更多

A CDA Approach to Understanding Chinese Basic Education Reform From Sino-US News Reports

It has been about one decade since China takes effect the basic education reform, and this study chooses 14 news reports about Chinese basic education reform in the recent years from both America and China as the research samples, and analyzes the samples from the perspective of critical discourse analysis (CDA) to show whether there are differences in the two countries' news reports. The samples in this study are selected from the official websites of the two countries. Among the American news reports, some reports from New York Times and others from CNN; while among the Chinese reports, some are from China Daily and others are from CCTV. Under the theoretical framework of CDA, this paper is based on Fairclough's three-dimensional modes, and chooses Halliday's systemic-functional grammar as the analytical tool. It aims to reveal the hidden relationship between news reports language and ideology as well as power through the contrastive analysis. Through the analysis it finds out that the power relations and ideologies tend to exist in news reports on the issue of Chinese basic education reform. The purposes of news reports are not only to provide the latest information to readers, but also to influence the readers ideologies and at last even to control the readers' ideologies through reading of the very issue 展开更多
