To detect unknown pollutions in time and take proper emergency actions, this study developed a system which integrated an online intelligent water quality monitoring device with a high efficient water quality model. The device is based on water quality probes and biological sensors which use fish motion as indicator. The numerical model is a combination of Euler and Lagrangian approaches. Finite element method is applied to simulate the flow field in an unstructured grid, and the pollutant be- haviours are traced through particle tracking. Oracle is used to manage the basic and monitoring data, and ArcSDE as well as ArclMS technologies are applied to make the system WebGIS-based so as to improve the data receiving and dispatching efficiency. The developed system has been successfully operated in Douhe Reservoir and Taihu Lake, China, where drinking water intakes are installed. It is seen from the applications that the online intelligent water qual- ity monitoring and emergency support system can be of great support to emergency management.展开更多

By synthesizing prominent literature that is peripherally related, this paper establishes both a base of knowledge for this new realm of inquiry, as well as identifying a platform for further research. The paper also adds to the knowledge based by creating a theoretical framework which brings together practice theory with situationist theory to present a new lens through which to examine this issue. From a theoretical standpoint, technology is said to be a reflection of society. If technology can be linked to society and society in turn can be equated with the spectacle then it is a natural progression to examine technology as spectacle. Therefore, using the two theories in tandem provides a very suitable lens to frame an investigation of technology as spectacle, and the viability of social media as a communication tool for special events.展开更多

Such targets are often the key objective of an environmental policy, such as an emission trading program. In China, however, it is more than just an objective of one particular policy; it has become a concept that has influenced many national environmental policies and activities. The objective of this article is to review the implementation of the total emission control policy in the past 10 years and explore emerging issues in its implementation. The article has three sections: a summary of the implementation experience, issues with the design and implementation of the policy, and policy recommendations.展开更多

The author examined differences in the recovery of share price between disclosing and non-disclosing corporations. The results show that the cumulative average abnormal returns (CAARs) of disclosing corporations recovered faster than non-disclosing corporations. Then, the author examined differences in the recovery of share price between developing and non-developing corporations. The results show that there is no statistically significant difference in the recovery of share price between developing and non-developing corporations. Finally, the author examined the differences of BCM between disclosing and non-disclosing corporations. The results suggest that BCM or business continuity plan (BCP) disclosing corporations have a broader coverage of the BCP, more appropriate procedures for responding to emergency situations, more effective training of the BCM, and more mature BCM systems than non-disclosing ones.展开更多

The objective of this work was to evaluate the effects in field controlled episodic drought conditions on cotton gas exchange. Irrigated cotton was subjected to water stress at different timings. Irrigation was interrupted at the squaring stage, early flowering stage, from three weeks at peak bloom, and from peak bloom to the crop termination. These episodic drought treatments were compared with cotton fully irrigated throughout the whole season. From 2010 to 2012, cotton cultivar FM9180 gas exchange was measured throughout the season using a LiCor-6400 portable photosynthesis system. In 2011 and 2012, measurements were also made on DP0935 cultivar. The cotton physiological parameters evaluated included photosynthesis, transpiration and temperature. From the several parameters evaluated, some relationships were presented. Episodic drought periods can affect leaf-level gas exchange and impact yield. Photosynthesis and yield were particularly sensitive to water deficit at early flowering. Despite an increase in leaf water use efficiency under water deficit, overall growth and yield were inhibited in all treatments with a stress component. Understanding the relative sensitivity at different growth stages can help with irrigation decisions when water resources are limited.展开更多

Professional rescue and emergency forces, including medical services, are the "Golden Stan- dard" of emergency management systems. Regulative laws, proper organization of resources, equipment, training and adequate delivery of medical measures are key factors in systematic approaches to manage emergencies and disasters alike and thus save lives. During disasters command, communication, coor- dination and cooperation are essential to cope with extreme situations, even more so in a globalized world. In this article, we describe the major historical milestones, the current state of the German system in emergency and disaster management and its integration into the broader European approach.展开更多

An earlier study with parties to this center had indicated that researcher and practitioner groups were divided by attention to their own immediate knowledge and skills, but agreed there was a need to maximize community resilience benefits amongst a regional population. An action research workshop of researchers and practitioners used a visual logic model to focus on the pragmatic benefits of improving community resilience. The visual logic model was used to design research activities that would improve the regional community resilience strategy, which was still in an early implementation phase.Ten of 14 workshop participants were interviewed following the workshop. Statistical content analysis of interview data highlighted certain strengths of the action research process: visual monitoring and evaluation planning was a catalyst for complicated conversations between two very different groups of professionals; and researchers became more focused on practical issues as a result. Other findings suggested that in future collaborative researchgovernance would benefit from wider cycles of strategic intelligence, enhanced research contributions, and the use of different information formats for different purposes.Different formats for different purposes should also be considered when developing and implementing large-scale disaster risk reduction policies and strategies.展开更多

It provides a means to improve the institutional basis for implementing land use controls, provides an important opportunity to improve future plans to reduce risk, and improves the vision for sustainable development and management. This article provides an overview of the methods and findings of a plan evaluation project undertaken in New Zealand. The project analyzed 99 operative plans, provided in-depth analysis of ten plans, and included a capability and capacity study of councils. This is the first time all operative plans in New Zealand have had their natural hazard provisions assessed in this manner. The information provides an important baseline for future policy improvements, and a basis for future research and policy directions. The project found that, while New Zealand land use plans appear to be improving over time, there are still opportunities for improvement. These include improving linkages between objectives, policies, and rules within land use plans; and strengthening the linkages between land use and emergency management plans. The largest challenge is the accessibility, understanding of, and updating of hazard information.展开更多

However, it is difficult to train an accurate sentiment classifier for different domains. One of the major reasons is that people often use different words to express the same sentiment in different domains, and we cannot easily find a direct mapping relationship between them to reduce the differences between domains. So, the accuracy of the sentiment classifier will decline sharply when we apply a classifier trained in one domain to other domains. In this paper, we propose a novel approach called words alignment based on association rules(WAAR) for cross-domain sentiment classification, which can establish an indirect mapping relationship between domain-specific words in different domains by learning the strong association rules between domain-shared words and domain-specific words in the same domain. In this way, the differences between the source domain and target domain can be reduced to some extent, and a more accurate cross-domain classifier can be trained. Experimental results on Amazon~ datasets show the effectiveness of our approach on improving the performance of cross-domain sentiment classification.展开更多

Besides the large numbers of established non-native reptile species in Florida, many of these species present novel difficulties for management, or have other characteristics making effective management ex-tremely challenging. Moreover, initiation of management action requires more than recognition by experts that a potentially harmful species has become established. It also requires the political will along with concomitant resources and appropriate per-sonnel to develop effective methods and apply them. We review the situation in Florida, including assessment of risk for estab- lishment, and we use a subset of prominent species to illustrate in more detail the array of invasive reptile species circumstances in Florida, including routes of introduction, impacts, and potential and implemented management actions.
