An Optimal Model for Carbon Sinks of CDM Project to Build a New Countryside Based on Cyclic Economy under Uncertainty

Based on the status and characteristics of Clean Development Mechanism （CDM） renewable energy project and the mode of cyclic economy, aimed at achieving the maximum capacity of carbon sinks in the system, Lvjin Jiayuan—New Countryside Distripark CDM project in Wuchuan County was taken as an example for developing an interval linear programming （ILP） model to optimize the crops planting scheme and cows breeding scheme by using interval optimal method. The case showed that the optimized crops planting scheme and cows breeding scheme obtained from the optimal model was reasonable with relatively preferable overall performance. In the context of meeting economic benefits and fertilizer, electricity demand, [231 287.8, 273 312.7] t of CO2 could be absorbed and fixed, which had increased by [12.94, 33.46]% compared with the feasibility scheme of case project and provided technical support for making the decision in CDM project.

Study on the subjectivity of translator from the aspect of translational norms

As the emergence of conversion to aspect of culture in the study of translation, the subjectivity of translator is widely discussed. Translator is inevitably influenced by his/her own language and system of culture in the process of translation. In order to make readers understand what is translated, a translator needs to bring subjectivity into play to make translated text conform to custom of his/her own language and system of culture. The study of subjectivity is mainly concentrated on understanding of original text and recreating of art on the level of linguistics. This paper studies the problem of subjectivity in the process of translation from translational norms, subjectivity, aim and creativity.

The paper introduced regulation and planning situation of Dazhuang Village which was the experiment construction project in Pindingshan City, and offered several proposals for the construction of the village's regulation and planning.

Basic Farmland Plan Based on Farmland Gradation

Taking B District in A City as an example, quality classification of basic farmland was evaluated based on farmland gradation. It can be concluded from the analysis that utilization grade of basic farmland in current round was 16.82 without consideration of farmland gradation updating, and the grade enhanced by 0.08, still lower by 0.11 than that in last round, when the updating was taken into account. Finally, the reasons for problems occurred in the round were analyzed as follows： less consideration of protection on basic farmland in orientation of urban development; neglecting of basic farmland quality in Overall Plan of Land Utilization; non-classification of excellent lands after land consolidation; untimely updating of farmland gradation. In addition, the countermeasures were proposed correpondingly, including strengthening of basic farmland quality in the Plan, classification of excellent lands after consolidation, timely updating and inclusion of farmland gradation into ＂one map＂ project.

Assessing Sustainability of Land Management Using a Risk Identification Model

New Zealand is highly dependent on its soil resource for continued agricultural production. To avoiddepleting this resource, there is a need to identify soils and associated land management practices wherethere is a risk of soil degradation. Environmental integrity and ecosystem services also need to be maintained.Accordingly, to ensure sustainable production, the on- and off-site environmental impacts of land managementneed to be identified and managed. We developed a structural vulnerability index for New Zealand soils. Thisindex ranks soils according to their inherent susceptibility to physical degradation when used for agricultural(pasture, forestry and cropping) purposes. We also developed a rule-based model to assess soil compactionvulnerability by characterising the combined effects of resistance and resilience. Other soil attributes havebeen appraised using seven chemical, physical and biological indicators of soil quality. These indicators havebeen applied in a nation-wide project involving data collection from over 500 sites for a range of land uses.These soil quality data can be interpreted via the World Wide Web - through the interactive decision-support tool SINDI. The land-use impact model is a framework to assess agricultural land management andenvironmental sustainability, and may be applied to land units at any scale. Using land resource data andinformation the model explicitly identifies hazards to land productivity and environmental integrity. It utilisesqualitative expert and local knowledge and quantitative model-based evaluations to assess the potentialenvironmental impacts of land-management practices. The model is linked to a geographic informationsystem (GIS), allowing model outputs, such as the environmental impacts of site-specific best managementpractices, to be identified in a spatially explicit manner. The model has been tested in New Zealand in anarea of pastoral land use. Advantages of this risk identification model include: utilising current knowledge ofthe causes and effects of land-management practices on soil degradation; linking land management practiceto both on- and off-site environmental consequences; identifying important gaps in local knowledge; andproviding spatially explicit information on the environmental impact of land-management practices.

Updating ontologies and general rules

Inconsistencies or conflicts appearing in the integration of ontologies and general rules are handled by applying prioritizing and updating. First, a prioritized knowledge base is obtained by weighting information weight. Then, based on the idea ＂abandoning the old for the new＂, the weight of each rule is greater than that of the information in ontologies. If ontologies conflict with general rules, then a new knowledge-base without any inconsistency or conflict is obtained by using rules with big weight updating information in ontologies with small weight. Thus, current logic programming solvers and description logic reasoners are employed to implement the reasoning services, such as querying etc. Updating based on prioritizing is more suitable for handling inconsistencies than other approaches to introducing non-standard semantics if knowledge bases are dynamically evolving. Moreover, a consistent knowledge base can be always maintained in the dynamical environment by updating outdated information with new information based on weighting. Finally, this approach to dealing with inconsistencies is feasibly exemplified.

Comparison on new and old assets devaluating preparation

Assets devaluating rules are decreed as independent rules for the first time. And this will influence much on enterprises for the new rules are more adjusted in many aspects. Through comparing with the old assets rules, the paper has analyzed the characteristics of the new assets devaluating rules. Compared with the old rules, the more different characteristics are that in the new rules, assets devaluating confirmation is defined, tangible amount calculation is prescribed in detail, the conception of ＂Assets Group＂ is raised for the first time, and the processing method of creditworthiness is set. The most important thing is that the new rules provide that once the assets devaluating preparation is confirmed, it will not be withdraw. At the same times, from comparing the confirmation of devaluating assets, tangible amount and dealing with devaluating loss, assets devaluating influence of the new rules and the old on enterprises＇ profit and loss is analyzed and an instance is used in the analysis.

Navigation and Diagnosis of Walking Robot

The paper describes results obtained in the development of adaptive fuzzy-neural navigation subsystem for mobile legged robot. In order to keep the motion sufficiently smooth, free of sharp turnings and transversal swings when moving between closely located obstacles, fuzzy rules are updated on-line. To this end, the fuzzy rules are expressed through a layered feed-forward neural network and parameters are updated on line in two steps--the rough and fine updating. That is followed by the description of the learning fault diagnosis using binary neural network based on the Carpenter and Grossbergs＇ adaptive resonance theory.

Anatomy of the 3D Innovation Production With the Cobb-Douglas Specification

This paper focuses on verifying the relevance of two theoretical propositions and related empirical investigation about the relationship between creativity and entrepreneurship. It draws upon a creativity process that considers three ＂dimensions＂ or ＂disciplines＂ （3D） critical for creative organizations--within discipline expertise, out of discipline knowledge, and a disciplined creative process. The paper first explores the Cobb-Douglas production function as a relevant tool for modeling the 3D creative process. The next part discusses the 3D process as a production function, which is modeled following the well-known Cobb-Douglas specification. Last, the paper offers implications for future research on disciplined creativity/innovation as a method of improving organizations＇ creative performance. The modeling shows that labor and investment can readily enter into the 3D creativity process as inputs. These two inputs are meaningful in explaining where innovation outputs come from and how they can be measured, with a reasonable theoretical decomposition. It is not true that the more capital investments in the creativity process, the better the level of innovation production, but firm＇s human resource management and expenditures should pay attention to optimal levels of capital and labor stocks, in a combination that helps reach highest possible innovation output.

An Empirical Study of Urban and Rural Integration Construction Development of Western Region in China --Taking Changji City of Xinjiang Autonomous Region as an Example

The urban and rural integration is a new stage of city development, which is a process of urban and rural mutual supplementary integration, collaborative development and mutual prosperity. It takes the industry and agriculture, city and countryside as a whole, with overall planning and coordination development, through system innovation and policy adjustment, in order to realize the integration development of urban and rural planning construction, industrial development, infrastructure, ecological environment and social career. This paper conducts the empirical analysis on the urban and rural integration construction development of Changji City of Changji Region in Xinjiang, studying the existing problems and restrictive factors of the process in promoting urban and rural integration construction in western region of China and trying to propose the corresponding countermeasures.

Changes and Innovation of Dutch Building Regulation and Control： An Ongoing Debate

Dutch building regulation is under construction. After the report of the commission ＂Fundamentele Verkenning Bouw＂ in 2008, several studies have been done on the principals that the commission outlined in its report. Local authorities and parties in construction were invited to start experiments with a more privatized system of building control. But this faced a lack of participation, partly due to the impact of the crisis. The minister responsible for housing and construction invited in 2011 a ＂Bouwteam＂ to develop an agenda for action for construction. In 2012, 17 action teams started to focus, speed up and simplify the planning and development of construction. Recently, the two teams related to building regulation presented their plans. The first was a roadmap towards private building control, the second, a proposal for an independent body to answer questions on constructions plans that do intrinsically but not legally meet the standards of building regulation. There is considerable controversy regarding the way that this implementation team is paving its path towards private building control. While the minister for housing conformed himself to a subsidized private implementing team, the Dutch Parliament has expressed its own priorities for regulation： insured guarantee to protect users and owners, a role for local authorities regarding safety and acceptance of buildings and simplification of building regulation and control for simple construction works. The parliament held a round-table conference to get informed about private building control. Recently, a proposal by the minister for housing was discussed. Further debate will be needed to decide about the next steps in innovation building regulation, which will take place in the upcoming months. ERB/RIGO （Foundation Expert Centre Regulations in Building/Research Institute for Real Estate） have developed own proposals for the public-private relation regarding development and construction of buildings. They expect that their proposals might be of help. The proposals are laid down in several publications and partly realized in experimental development of ＂to be approved＂ technical solutions. This paper reflects on the differences between their proposals and these of the roadmap, on the possible outcome of the ongoing debate and its implications, legal and technical, on building regulation and on legal and contractual liability. This paper tries to give an inside view on the development of regulation and the pros and cons of the proposals, starting from a theoretical outline of building regulation.

Firm Size, Innovation and Vertical Integration Incentives： The Case of Food Supply Chain

This study aims to investigate and explore the relationship between vertical integration and the firm＇s innovativeness in food supply chain. For doing so, a two-stage least-squares model was used. It encompassed instrumental variables that attempt to describe the effective determinants of firm＇s vertical integration willingness. Results based on data concerning a set of 130 food-manufacturing firms, highlighted that vertical integration of a firm is strongly affected by internal incentives such as innovation rate and firm size. Moreover, it is simultaneously influenced by the economies of scale and some structure incentives. To conclude, results indicate globally that important and statistically significant differences exist across the studied firms and the small effective ones which acquire a high level of vertical integration.
