Yet, Canada, one of the world's most liberal and progressive democracies, has consistently been unable to come to terms with the minority nations in its midst. Why would national minorities resist joining fully in a just liberal democratic state? And in the face of this refusal, what sort of relationship should the majority establish with these national minorities? I argue that their resistance stems from an axiom of mainstream liberalism, "the civic unity assumption," which holds that, ideally, all citizens endorse a single, unified state. While seemingly innocuous, this assumption extinguishes First Nations and Qurbrcois' claims to sovereignty. I conclude that this assumption--that majority and minority nationals must all work within the boundaries of a single constitutional structure--is ultimately an assimilative one, demanding that minority nationals merge their political community into the civic project of the majority. Drawing from John Rawls' The Law of Peoples, I argue that minority nations are best characterized as "peoples"--complete societies with their own unique moral, cultural, and political traditions. If we accept this claim, we will come to see the multinational state differently: not as a political project uniting all citizens, but as a pact between nations; equal sovereign peoples coming together in a spirit of reciprocity to work out fair terms of social and political cooperation.展开更多

Numerous studies have looked at sustainable tourism as the key to balancing environmental conservation and development in agricultural heritage sites.A microcosm of the traditional rural productive landscape,the Noto ...Numerous studies have looked at sustainable tourism as the key to balancing environmental conservation and development in agricultural heritage sites.A microcosm of the traditional rural productive landscape,the Noto Satoyama Satoumi landscape has been designated as a pilot site for the Globally Important Agricultural Heritage System (GIAHS) in Japan.This paper discusses the challenges and opportunities of green tourism,focusing on the GIAHS program.The secondary objective is to explore the features of green tourism in Japan.First,the historic development and current state of green tourism in Japan is reviewed.The case in study is a typical green tourism project concerning an organization of farmers in the Noto Peninsula-the Shunran-no-Sato group.The question of how to develop green tourism in the context of the GIAHS project and considering the sustainable development of rural society and its farming systems by increasing incomes of rural households,is investigated.The study combined literature review and in-depth interviews with farm inn owners to investigate tourism development in the depopulated rural areas of Japan,examine its challenges,and present this information to international readers.展开更多

From the macroscopic and microscopic aspects, this study uses the analytic hierarchy process and the expert consultation method to construct a relatively comprehensive evaluation system including economic and environmental factors, tourism development factors, geographical environment factors, supporting facilities and operating conditions. The evaluation index system consists of 20 evaluation indexes and 35 evaluation factors. Taking the Baileqiao in Hangzhou and Qianjiadian Town in Beijing as examples, the evaluation indexes are verified and applied. The results show that the main factors affecting the location of the homestay agglomeration are the economic and environmental factors. The evaluation index system is composed of a target layer, a comprehensive evaluation layer, a factor evaluation layer and an index layer. The target layer takes reas on able locati on of the homestay agglomerati on as the overall objective;the comprehe nsive evaluati on layer includes economic and environ mental factors (0.4396), tourism development (0.3039), geographic and enviro mental factors (0.1405), and supporting facilities (0.0545). The comprehensive evaluation scores of Baileqiao and Qianjiadia n homestay agglomerations are 92.644 and 88.734, respectively, indicati ng that both are reas on able homestay sites.
