粤港澳大湾区高质量建设背景下打击治理“水客”走私问题研究

建设粤港澳大湾区是习近平总书记亲自谋划、亲自部署、亲自推动的国家战略,党中央关于粤港澳大湾区建设的顶层设计、政策创新为粤港澳大湾区发展带来重大机遇.粤港澳大湾区内的人流、物流、资金流和信息流进入前所未有的开放、融合态势,而“水客”走私违法犯罪也呈现新形态、新趋势。本文以“水客”走私为切入点,深入分析“水客”走私的现状及问题,结合当前粤港澳大湾区打击治理“水客”走私的工作实践,为进一步完善粤港澳大湾区反走私机制,高质量建设粤港澳大湾区,贯彻落实“十四五”规划,提出若干切实可行的建议。

Construction and Properties of the Me_(10)Q[5]/2,7-diaminofluorenedihydrochloride Supramolecular Hydrogel

Compared to traditional polymer hydrogels,supramolecular hydrogels exhibits superior reversibility and stimulus response due to the instantaneous and reversible nature of non-covalent bonds.In this paper,we utilized the host-guest exclusion interaction between Decamethylcucurbit[5]uril(Me_(10)Q[5])and the 2,7-diaminofluorenedihydrochloride(DAF·HCl)to construct a Q[n]-based hydrogel system.The composition,structure,and properties of the hydrogel were compre-hensively characterized using rheometer,nuclear magnetic resonance,scanning electron microscope.This cost-effective and straightforward hydrogel synthesis method paves the way for the scalable production of practical and commercially viable Q[n]-based hydrogels.

香港奶粉限带令对奶粉市场的影响及政策效果分析

针对香港奶粉限带令政策的实施,通过对比香港与内地居民对于限带令的看法,得出香港居民普遍支持这项政策,而内地居民持反对意见。同时通过对比限带令实施前后的奶粉市场,发现内地进口奶粉在限带令后价格上升,而香港进口奶粉价格趋于稳定。限带令的实施,带来了正面和负面影响。正面影响是达到了政府的预期目的保障香港居民生活权益,稳定奶粉市场,打击"水客";然而负面效应使两地居民的关系紧张,限带令忽视了内地居民的权益,也缺乏长期发展的考虑,没有从根本上解决内地需求问题。基于上述研究,以新西兰限制政策为例,提出了颁布出口许可证的措施,使"水客"成为合法的营运商;为保障香港居民的奶粉供应,提出以政策保证"妈妈会"机构的运作。

Price and retailer's service level decision in a supply chain under consumer returns

To investigate the optimal retail price and service level in a supply chain under consumer returns, a consumer returns model under the retailer＇s service provision is built. The optimal decision results and optimal profits are obtained in the vertical integration game and the manufacturer Stackelberg game, respectively. Through comparing the optimal profits with service provision with those of no service provision, the boundary conditions that the retailer＇s service should be provided are derived. The results show that in the manufacturer Stackelberg game, the optimal profit of the retailer and the manufacturer with service is always superior to that of a no service provision. However, in the vertical integration game, the supply chain can only benefit from the service under certain conditions. Finally, through numerical examples, the impacts of the cost for providing services and the consumer return rate on the optimal decisions are analyzed.

The application study of polycarboxylates water-reducing admixture in passenger dedicated line engineering

Polycarboxylate water-reducing admixture possesses the capability which could meet with the comprehensive performance of high performance concrete used in passenger dedicated line engineering.The problems of polycarboxylates water-reducing admixtures existed in the engineering application of were analyzed.At present the key for polycarboxylates application was to settle the compatibility between the water-reducing admixture and the cement and to keep the quality retention of this admixture.

Study on the Development of Water Transport Network for Passengers in the Gulshan-Banani-HatirJheel Lake of the Capital City of Bangladesh

Dhaka, the capital city of Bangladesh is one of the most overpopulated city in the world and traffic jam is the most severe and regular affliction in the daily life. Also, the existing vehicles are not sufficient in compared to the population of the city. People have to spend many hours simply sitting in the traffic jam. This lessens the productivity of people and brings sufferings to them. Gulshan-Banani-HatirJheel area is the busiest regions within the city and face severe traffic jam during working hours. These lakes are totally unused. Therefore, there is a possibility to build a waterways network for passengers transport through these lakes. This will reduce the affliction of people via reducing traffic jam. The proposed transportation networks will also preserve the natural environment of the lakes and bring a source of entertainment in the city life. Many developed cities in the world like London, New York, Paris, Venice, Shanghai etc. already have implemented waterways network inside the city and successfully made the best use of cistern side.

Optimization of the Hydrological Model Using Multi-objective Particle Swarm Optimization Algorithm

An application of multi-objective particle swarm optimization （MOPSO） algorithm for optimization of the hydrological model （HYMOD） is presented in this paper. MOPSO algorithm is used to find non-dominated solutions with two objectives： high flow Nash-Sutcliffe efficiency and low flow Nash- Sutcliffe efficiency. The two sets＇ coverage rate and Pareto front spacing metric are two criterions to analyze the performance of the algorithms. MOPSO algorithm surpasses multi-objective shuffled complex evolution metcopolis （MOSCEM_UA） algorithr~, in terms of the two sets＇ coverage rate. But when we come to Pareto front spacing rate, the non-dominated solutions of MOSCEM_ UA algorithm are better-distributed than that of MOPSO algorithm when the iteration is set to 40 000. In addition, there are obvious conflicts between the two objectives. But a compromise solution can be acquired by adopting the MOPSO algorithm.

Adapting the Servqual Scale to a Private Hospital Emergency Services： An Empirical Investigation

Most of the time, clients only have one opportunity to evaluate a service received in terms of quality and satisfaction; under this premise organizations have been concerned with developing, in a permanent manner, a quality evaluation culture in the services offered to their clients. To do this, procedures and methods that let them achieve it, have been implemented. That is the case of the model that concedes to measure and evaluate service quality, which is redefined and named Servqual, considering a multidimensional theoretical construct that explains the client＇s perception of quality service considering the differences between what is expected and what is received. Therefore, the goal of this study is to identify the factors that define the quality of emergency services provided by a private hospital in Hermosillo, Sonora, Mtxico, a sample of 384 patients, with a confidence level of 95% and a margin of permissible error of 5%. A questionnaire with 22 items was applied to measure the perceptions and expectations of users in terms of the quality of the service, which was subjected to an extensive evaluation of reliability and construct validity, with an estimate Cronbach＇s alpha of 95.6% and 97.9% respectively. The results showed that Servqual is a valid, reliable, and dependable instrument to monitor and measure the quality of the services offered in private hospitals in Hermosillo, and permit hospital administrators to identify opportunities or improvement areas, from the patients＇ perspective.

Do Satisfaction and Loyalty Have a Linear Relationship？ Effect of the Education Level on Arts Participation

This paper aims to explore the relationship between perceived satisfaction and loyalty of Spanish arts participants. Evidence suggests that customer satisfaction plays a key role in an organization＇s ability to maintain a relationship with its customers. We examined the link between satisfaction and loyalty within a theoretical framework based on an empirical study in which data from more than 14,000 respondents were obtained. This data allowed us to evaluate the arts consumer from an attitudinal and behavioral perspective looking at their interests, satisfaction level, frequency of attendance, and compare it using the participant＇s education level. A descriptive statistical analysis using ANOVA （analysis of variance）, correlation, partial correlation, and multiple regression provided evidence that, in the context of experiencing an arts show, satisfaction does not have any impact on loyalty but education level plays a significant role in people＇s interest and loyalty.

Controllable macrocyclic supramolecular assemblies in aqueous solution

A series of macrocycles, including crown ethers, cyclodextrins, calixarenes, pillararenes and cucurbiturils, are well known to be able to associate various organic/inorganic/biological guest molecules and ions in their well-defined cyclic cavities to form stable host-guest complexes and supramolecular systems through the cooperative contributions of various non-covalent interactions.When one or more functional groups are attached to the cavity of macrocycles or guest molecules, enhanced and/or controlled host-guest associations may take place, leading to not only improved host-guest binding abilities but also fascinating properties.In this review, some representative contributions in the construction of controllable macrocyclic supramolecular assemblies in aqueous solution are presented with an emphasis on the stimuli-responsive control manner and wide applications of this property.

Molecular dynamics simulations of the mechanisms of thermal conduction in methane hydrates

The thermal conductivity of methane hydrate is an important physical parameter affecting the processes of methane hydrate exploration,mining,gas hydrate storage and transportation as well as other applications.Equilibrium molecular dynamics simulations and the Green-Kubo method have been employed for systems from fully occupied to vacant occupied sI methane hydrate in order to estimate their thermal conductivity.The estimations were carried out at temperatures from 203.15 to 263.15 K and at pressures from 3 to 100 MPa.Potential models selected for water were TIP4P,TIP4P-Ew,TIP4P/2005,TIP4P-FQ and TIP4P/Ice.The effects of varying the ratio of the host and guest molecules and the external thermobaric conditions on the thermal conductivity of methane hydrate were studied.The results indicated that the thermal conductivity of methane hydrate is essentially determined by the cage framework which constitutes the hydrate lattice and the cage framework has only slightly higher thermal conductivity in the presence of the guest molecules.Inclusion of more guest molecules in the cage improves the thermal conductivity of methane hydrate.It is also revealed that the thermal conductivity of the sI hydrate shows a similar variation with temperature.Pressure also has an effect on the thermal conductivity,particularly at higher pressures.As the pressure increases,slightly higher thermal conductivities result.Changes in density have little impact on the thermal conductivity of methane hydrate.

HydrIS: An Open Source GIS Decision Support System for Groundwater Management (Morocco)

A regional groundwater management system has been elaborated, integrating Relational Database Management System （RDBMS） and various web services. It consists of web geospatial application so-called HydrlS （ Hydrogeological Information System） based on Open Source components and technologies, leading to a feasible and low-cost solution. Therefore, HydrlS permits delivery of data from a number of heterogeneous sources to standards supported by the Open Geospatial Consortium （OGC）. The protocols used for exchanging data are also derived from OGC standards, i.e., WMS （Web Mapping Service）, WFS （Web Feature Service）, and WCS （Web Coverage Service）. Finally, a geoportal was developed, which consists of client-applications that communicate with different Web Services （WMS, WCS, and WFS） through HTTP-requests. A prototype for web-based GIS application was designed using the deegree Framework to provide systematic interfaces and functions. This system was developed to demonstrate the value of making hydrogeological data more widely accessible through client/server architecture. This experience and knowledge already gained in this project will be a source for technology transfer and policy decisions. Otherwise, this will enable user groups to improve the management of their groundwater resources and contribute to enhanced decision support capabilities.
