秦帝国政府权能迅速失效的深层次原因应溯源于商鞅、韩非的国家思想与"法"理论。由于商、韩倡导的君主专制的国家本位理念的结构性缺失与偏倚,构成其国家政治目标的功利性与狭隘性,国、民在利益与价值观上深刻的对立性,"法""术"共生下的阴暗性,思想文化上的专制性,以及由这些特点所导致的"胜民"、"制民"、"弱民"的治国理念,法律上的工具主义倾向与刑治精神,思想上的抑制多元文化与道德贬黜倾向,经济上的国家极端干预思想。这些思想既对加强秦国社会的控制与整合,一统天下起到重要作用;又形成秦帝国统治思想中的系统性、结构性缺失,隐藏着使秦国家崩溃的潜在的功能性缺陷。

New reasoning algorithm based on EFALC

The current extended fuzzy description logics lack reasoning algorithms with TBoxes. The problem of the satisfiability of the extended fuzzy description logic EFALC cut concepts w. r. t. TBoxes is proposed, and a reasoning algorithm is given. This algorithm is designed in the style of tableau algorithms, which is usually used in classical description logics. The transformation rules and the process of this algorithm is described and optimized with three main techniques： recursive procedure call, branch cutting and introducing sets of mesne results. The optimized algorithm is proved sound, complete and with an EXPTime complexity, and the satisfiability problem is EXPTime-complete.

The Comparative Study of Metaphors -- From Cognitive and Systemic-Functional Perspectives

Metaphors have different expressions in cognitive and systematic-functional linguistics, which are conceptual metaphors and ideational metaphors. Conceptual metaphors belong to traditional vocabulary metaphors, and ideational grammatical metaphors are pointed out by Halliday--the main representative of systemic-functional theory. This paper elaborates on the specific grammatical feature of EST （English for Science and Technology） text--＂nominalization of processes＂ to reveal the source of ideational metaphors. From the analysis of some examples, it is found that nominalization as a grammatical metaphor expresses the transference between process types, so it reveals the essence of ideational grammatical metaphors. Meanwhile, the comparison made between grammatical metaphors and vocabulary metaphors reflects the similarities between conceptual metaphors and ideational metaphors. In this way, this paper comes to the conclusion that the combination of the study methods of metaphors from both cognitive and systemic-functional perspectives is the best way to uncover the basic characteristic of human thinking.

Driving Factors of Organizational Innovation

This article seeks to outline the main driving factors of organizational innovation within 19 Brazilian companies from both the public and private spheres, whose performances have stood out at national level. The study comprises one of the stages of APMNI, an assessment methodology for prizes, which emerged from the need for the National Quality Foundation＇s （FNQ） Technical Group for Innovation to disseminate the concept of innovation management to Brazilian organizations and universities. The technical group, coordinated by the FNQ and the Getulio Vargas Foundation - FGV/EAESP, is made up of the following organizations： AES, Ampla, Brasilata, Cemig, Coelba, Correios, Cummins, EDP, Embraer, FGV, Fibria, Fleury, GPC Quimica, Itau, Natura, Promon, Senac, Senai, and Volvo. The problem-situation discussed is that these organizations have different models, dimensions, factors, and scales for assessing innovation management, thus making it necessary to identify in the sample the common factors that drive organizational innovation.

The Use of Analytic Hierarchy Process （AHP） in the Determination of Earnings Quality： The Case of UAE

The purpose of this study is to review and demonstrate how analytic hierarchy process （AHP） can be employed to determine earnings quality. The AHP technique can make the analysis studies more effective, easy, and applicable to companies to calculate the relative weights of each dimension, sub-dimension, and specific sub-dimension of earnings quality. A common understanding of earnings quality is difficult to define and even more difficult to measure precisely. In addition to this, the earnings quality is influenced by factors which are often intangible and immeasurable and, as such, when assessing earnings quality, judgments will be largely subjective. Further, earnings quality is related to business concepts or practices and affected by other factors such as the nature and source of earnings. In relation to this, earnings quality would be directly influenced by the conservatism of the chosen methods. However, earnings quality relates to the persistence of earnings and to the likelihood of cash realization on reported eamings. Overall, the results presented from the paramorphic model under AHP are meant to be descriptive of the decision process of five investment analysts within three different companies. The results in this study offer valuable insights into how a small population of investment analysts actually decides the relative importance of various earnings quality dimensions.

The Virtue of Open-Mindedness

Bayesianism is a theory of probabilistic reasoning that attempts to capture the logic of confirming and disconfirming hypotheses. I first argue that Bayesianism reveals striking parallels between structures universally held as paradigms of rational belief systems and structures typically considered clear examples of irrational belief systems. I next explain that the crucial difference between these two types of belief systems is found not inside the systems but outside them, in the dynamics, i.e., the attitudes, by which such systems are revised and maintained. The principal attitude that distinguishes these belief systems is ＂open-mindedness.＂ I conclude that rationality and irrationality are primarily properties of attitudes, and derivatively of persons （who exhibit such attitudes） and of beliefs （that are maintained by such attitudes）. It turns out then that, on the one hand, the Bayesian approach reveals important truths about the nature of rationality and irrationality, but, on the other hand, it is inadequate as a theory of rationality, since it leaves some aspects of rationality and irrationality unaccounted for. The Bayesian analysis on the basis of which these conclusions are reached arises from a careful examination of the Duhem problem, which is the problem of determining the disconfirmation impact on the plausibility of hypotheses collectively responsible for a false observational consequence.
