From risk management to uncertainty management: a significant change in project management

Starting with the meanings of the terms “risk” and “uncertainty,””he paper compares uncertainty management with risk management in project management. We bring some doubt to the use of “risk” and “uncertainty” interchangeably in project management and deem their scope, methods, responses, monitoring and controlling should be different too. Illustrations are given covering terminology, description, and treatment from different perspectives of uncertainty management and risk management. Furthermore, the paper retains that project risk management (PRM) processes might be modified to facilitate an uncertainty management perspective, and we support that project uncertainty management (PUM) can enlarge its contribution to improving project management performance, which will result in a significant change in emphasis compared with most risk management.

Design and Implementation of a 3D Ocean Virtual Reality and Visualization Engine

In this study,a 3D virtual reality and visualization engine for rendering the ocean,named VV-Ocean,is designed for marine applications.The design goals of VV-Ocean aim at high fidelity simulation of ocean environment,visualization of massive and multidimensional marine data,and imitation of marine lives.VV-Ocean is composed of five modules,i.e.memory management module,resources management module,scene management module,rendering process management module and interaction management module.There are three core functions in VV-Ocean:reconstructing vivid virtual ocean scenes,visualizing real data dynamically in real time,imitating and simulating marine lives intuitively.Based on VV-Ocean,we establish a sea-land integration platform which can reproduce drifting and diffusion processes of oil spilling from sea bottom to surface.Environment factors such as ocean current and wind field have been considered in this simulation.On this platform oil spilling process can be abstracted as movements of abundant oil particles.The result shows that oil particles blend with water well and the platform meets the requirement for real-time and interactive rendering.VV-Ocean can be widely used in ocean applications such as demonstrating marine operations,facilitating maritime communications,developing ocean games,reducing marine hazards,forecasting the weather over oceans,serving marine tourism,and so on.Finally,further technological improvements of VV-Ocean are discussed.

The level of destination management in the South-Moravian Region

Tourism is not only a significant tool of prosperity in well-known tourist destinations, but it is also an important potential development element in developing rural regions. In Czech Republic, the field of regional development and managing destinations started to develop in the second half of the 1990s. Organizing tourism is in the phase of building and passes through natural development. Fierce competition between individual destinations imposes natural pressures on creating marketing managements of these destinations and such offer of products that perfectly come up to tourists＇ expectations. Together with increasing requirements, the demands on quality and well-prepared destinations within home tourism revive. In the final consequence, the level of destination management influences the increase in marketability and attendance in the region. The paper outlines the main theoretical basis, principles and tools of destination management, and subsequently it summarizes the results of the analysis, and conducted survey, the objective of which was to prove the functioning of these principles in practice. The practical verification of the functioning of destination management principles in Czech Republic has been conducted in the South-Moravian region （JMK） which is one of the most-often-visited regions in the country. The set targets have been reached not only by analysing available secondary data, but the techniques of depth interviews with experts in a destination management company have also been used, as well as the techniques of an orientation questionnaire survey among travel agencies and offices that should be one of the partners for a well-functioning destination management company.

SURFACE MINE PLANNING OPTIMIZATION BY GOAL PROGRAMMING

This paper introduced an approach to surface mine planning optimization-Goal Programming.The multiobjective[0-1] model has been built and the software has been developed.The method has been applied to a huge surface coal mine,the result of which shows that it is effective and feasible.

Modeling and Multi-objective Optimization of Refinery Hydrogen Network

The demand of hydrogen in oil refinery is increasing as market forces and environmental legislation, so hydrogen network management is becoming increasingly important in refineries. Most studies focused on single-objective optimization problem for the hydrogen network, but few account for the multi-objective optimization problem. This paper presents a novel approach for modeling and multi-objective optimization for hydrogen network in refineries. An improved multi-objective optimization model is proposed based on the concept of superstructure. The optimization includes minimization of operating cost and minimization of investment cost of equipment. The proposed methodology for the multi-objective optimization of hydrogen network takes into account flow rate constraints, pressure constraints, purity constraints, impurity constraints, payback period, etc. The method considers all the feasible connections and subjects this to mixed-integer nonlinear programming （MINLP）. A deterministic optimization method is applied to solve this multi-objective optimization problem. Finally, a real case study is intro-duced to illustrate the applicability of the approach.

Evolution of Policy Implementation Mechanisms in Communist China

It is not accurate to judge the decline or increase in China＇s state capacity totally, because it is selectively effective from the view of policy implementation. Chinese Communist Party has been striving to improve its government ability over the past decades. Mass mobilization and political movement were widely used to monitor local agents as well as implement policy in Maoist era. But mobilization and political movement were inappropriate under market circumstance which demands social order, regulation and law. In order to enhance the ability to enforce policy effectively, the Party sets up cadre responsibility system consisting of targets management, responsibility contract and competitions between cadres at the same administrative hierarchical level. Through cadre responsibility system, the Party-state enhances its government ability and it also leads to selective implementation.

Goal-Setting in the Information-Generating Environment of the Universe

Problem of goal-setting is related to the fundamental principles of informationology and general, rather than specific, aproaches, which enable a more adequate appraisal of certain managerial decisions in terms of their efficiency. In article this problem is considered and from positions of informationology is formulated and on the basis of a method of full mathematical induction the Law of positive dynamics of the Universe is proved. This law establishes preference of the positive purposes in all processes happening in the Universe. Thus, the goal-setting which is carried out from positions of the described Law is the important world outlook prerequisite searching, identification and development of strategic alternatives of purposeful social innovations.

Payments for Watershed Services and Practices in China:Achievements and Challenges

Implementation of payments for watershed services(PWS) has been regarded as a promising approach to coordinating the interests of upstream and downstream ecosystem services stakeholders. There is growing concern about whether PWS programs have achieved their original environmental goals of improving water quality and quantity, as well as the ancillary objective of increasing the welfare of local people. We start with an overview of PWS schemes and focus on their particularity and implementation mechanisms in China. We proceed to review 62 active PWS cases and examine their environmental performance in detail. The resulting findings show that PWS schemes have been able to reduce water pollution to some extent by establishing collaborative upstream/downstream watershed management policies, thereby improving water quality and quantity, as well as by making government officials more responsible for water resource management. In addition, their continued effectiveness in light of present challenges such as water-quality data availability is discussed. Chinese PWS schemes and their implementation mechanisms also provide information useful in monitoring environmental outcomes and guiding future designs of PWS programs in other regions.

Marine Research Standardization:A Project Management Study

Linear Programs in Cost Accounting： A Linear Cost Model

This paper aims to find unit cost of a product for firms. It establishes a linear cost model to find unit cost. Linear goal programs assume a direct relationship between independent variable and dependent variable. Dependent variable of linear model is unit cost. Independent variables are cost accounting variables. They are supply cost, labor cost, and administration cost. This study assumes a direct relationship between supply-labor-administration costs and unit cost. Therefore, it establishes a linear cost model. The major research question of this study is to apply linear goal programming to cost accounting. The goal of this linear program is to find unit cost of product. This study uses quantitative method and human capital method. The main research result is linear costing model itself.

Role of supply chain management in target costing

Standard costing is used as a control for product costing. But with life cycle becoming shorter, costing should be done at the design and development stage of a product. This is achieved through target costing.The implementation of target costing and target pricing is done with the ultimate purpose of cost reduction, cost understanding, continuous improvement, competitiveness, early purchasing and supplier involvement, and improved design and accountability by manufacturers. The study explores the participation of the purchasing and supply chain management＇s role in target costing and target pricing process. Supply management plays an active role in monitoring the ongoing cost and performance of suppliers during the early stages of product development. Implementation of target costing and target pricing in various organizations are also explored. Leading Japanese manufacturers have used target costing and target pricing systems to their advantage and the paper also examines the adaptation of the Western companies to these proactive cost management techniques to improve their product development processes.

Bridging academic science and clinical research in the search for novel targeted anti-cancer agents

This review starts with a brief history of drug discovery & development, and the place of Asia in this worldwide effort discussed. The conditions and constraints of a successful translational R&D involving academic basic research and clinical research are discussed and the Singapore model for pursuit of open R&D described. The importance of well-characterized, validated drug targets for the search for novel targeted anti-cancer agents is emphasized, as well as a structured, high quality translational R&D. Furthermore, the characteristics of an attractive preclinical development drug candidate are discussed laying the foundation of a successful preclinical development. The most frequent sources of failures are described and risk management at every stage is highly recommended. Organizational factors are also considered to play an important role. The factors to consider before starting a new drug discovery & development project are described, and an example is given of a successful clinical project that has had its roots in local universities and was carried through preclinical development into phase I clinical trials.
