欧盟在全球化中的角色——“管理全球化”与欧盟贸易政策的演变

地区一体化与全球化发展是相互矛盾还是互补共生,一直是学术界争论不休的话题。长期以来,欧盟基于自身地区一体化的经验,试图充当全球化的实验室,扮演管理、引领全球化的角色。然而,近年来面对英国脱欧、特朗普当选美国总统的变局,欧盟在全球化发展中的角色面临重新定位的挑战。本文在回顾欧洲一体化与全球化关系历史的基础上,对20世纪90年代末以来拉米"管理全球化"理念的内涵及其主要政策发展进行了梳理,并结合21世纪初欧盟贸易政策在战略文件、参与世界贸易组织多边体制及诸边与双边贸易优惠协定谈判、贸易防御工具改革等层面出现的新变化,分析了以输出欧盟规则、规范与模式、追求自身利益为基础的欧盟管理全球化方案的根本缺陷与局限。文章认为,欧盟需要充分考虑国际社会的多样性,以重要的利益攸关方的姿态与包括新兴市场、发展中国家在内的全球伙伴一道推动新一轮全球化共识的形成,发挥欧盟地区一体化的独特优势,推动全球化发展和国际体系的进步性变革。

Impact of Meteorological Drought on Streamflow Drought in Jinghe River Basin of China

Under global climate change, drought has become one of the most serious natural hazards, affecting the ecological environment and human life. Drought can be categorized as meteorological, agricultural, hydrological or socio-economic drought. Among the different categories of drought, hydrological drought, especially streamflow drought, has been given more attention by local governments, researchers and the public in recent years. Identifying the occurrence of streamflow drought and issuing early warning can provide timely information for effective water resources management. In this study, streamflow drought is detected by using the Standardized Runoff Index, whereas meteorological drought is detected by the Standardized Precipitation Index. Comparative analyses of frequency, magnitude, onset and duration are conducted to identify the impact of meteorological drought on streamflow drought. This study focuses on the Jinghe River Basin in Northwest China, mainly providing the following findings. 1) Eleven meteorological droughts and six streamflow droughts were indicated during 1970 and 1990 after pooling using Inter-event time and volume Criterion method. 2) Streamflow drought in the Jinghe River Basin lagged meteorological drought for about 127 days. 3) The frequency of streamflow drought in Jinghe River Basin was less than meteorological drought. However, the average duration of streamflow drought is longer. 4) The magnitude of streamflow drought is greater than meteorological drought. These results not only play an important theoretical role in understanding relationships between different drought categories, but also have practical implications for streamflow drought mitigation and regional water resources management.

In the final decade of the previous century, facility mmmgement industry emerged as one of the fastest growing sectors at the international level. Nowadays, the importance of the facility management is readily acknowledged in many companies worldwide, which recognises the necessity of properly managing elaborate and expensive support facilities. The tasks are multi-disciplinary and cover a wide range of activities, responsibilities, and knowledge, because every aspect of an organisation may come under the competency of the facility management. The main aim of the paper is to point out the well-founded applicability of the global facility management in companies, which in order to achieve the competitive advantage correctly strengthened the corporate core business and shift the support activities into the management of a specialist in this field. The paper also covers the scope of the facility management in the international context, and also in the Slovak Republic, considering the specificities of individual countries

Study on evaluation system of high & new technology superior enterprises

With the globalization of economy and science & technology, high & new technology enterprises have become the point of Chinese economic growth and the important basis for constructing innovative country. By analyzing the characteristics of high & new technology superior enterprises and the influential factors, the evaluation index and method based on Grey Relation Analysis are designed. Some high & new technology enterprises in Heilongjiang province are evaluated and application tactics of evaluation system are proposed. This study provides scientific method and basis for government to obtain development state about high & new technology enterprises and design planning and policies of high & new technology industry.

Pesticide Packaging Waste Management Model for Thailand

Pesticide packaging waste in Thailand has recently been valued as a kind of commercial product. Selling empty pesticide packaging to reuse/recycling business has been increased in all over the country. Subject to the resource conservation and global climate change, this could be defined as sustainable or green consumption for the most beneficial use of natural resources. However, on the point of environmental and public health, this is the way to disperse harmfulness of pesticide into non-target areas. Human and environmental health risk of exposure due to pesticide residue in such packaging waste could be a co-incident. This paper was aimed to determine a practical model for pesticide packaging waste management appropriate for Thailand based on the context of country＇s circumstances and the best practices reported around the world. Establishing some necessary components has been proposed, i.e. multiple rinse method applied by farmers conscientiously, central collecting site driven by local community, waste recovery program offered by pesticide production enterprises, and sanitary glass bottle washing plant registration and regulations launched by the government. In conclusion, governmental initiative and all stakeholders including in pesticide packaging waste supply chain should be encouraged to contribute their participation towards sustainable management.

CHALLENGES AND PROBLEMS: CHINA'S URBAN GOVERNANCE

China′s urban reforms have brought social progress and development, but a comprehensive national system of social welfare (for example, unemployment insurance, pensions, medical care and public housing) for new migrants from rural areas is lacking. One of the most remarkable changes in Chinese cities in the last decade was a change in social "equality", with the rise of new poverty both in individual communities and some social groups in urban society. However, there is little social assistance and public infrastructure for the migrants. Governments or communities or individual should pay attention to the control of new urban poverty and new slums. This paper consider that it is necessary to launch a successful policy, which include mainly: 1) accommodating urban growth through low cost investment projects; 2) urban economy depends heavily on successful macroeconomic policy; 3) to broaden the three channels linking adjustment to the incidence of urban poverty; 4) to restructure urban economic based on the high or new technology; 5) to coordinate relationship between urban economic growth and environment management for sustainable development of Beijing′s metropolitan fringe.

The Influences of Cultural Conflict On Business Administration

With the global economic integration, companies from different countries are involved in increasingly close interchange and unavoidably run into the problem of culture difference in management, and properly handling the resulting culture conflict is of positive practical significance. The enterprise culture is the coexistence of culture and management. Different cultural background decides totally different business philosophy and management style.？Chinese culture belongs to the humanistic culture, while western culture is a culture of science. The difference between two kinds of culture mainly lies in four aspects which are decision making, management philosophy, governance structure and the judgment criterion of the management effect. Enterprise management culture in the west has both advantages and disadvantages. Research on the Reform Model of China＇s Government Accounting Based on Performance Management

Mueller said： ＂The environment has reflection on accounting; different cultural, economic, legal and political backgrounds produce different accounting systems.＂ It＇s no exception with government accounting. Since 1998, China＇s current budget accounting system has been acting as government accounting. Basically, it fulfilled the needs of relevant government accounting. The government accounting integrated with budget accounting. As time passes by, the current budget accounting can not meet the deepening globalization of the market economy nor the developing economic and political environment in terms of the definition of objectives, choices of basic accounting, offering of accounting information. In recent years, public finance reform, transformation of government functions, the public consciousness and other factors call for higher needs for the new government accounting. The current budget fails to provide enough government accounting information that the public need. In 2011, China started a pilot of performance management and performance budgeting in the country. The efficient use of public funds, the profits, and the effectiveness of public information draw more users＇ attention. It becomes more important for the govemrnent accounting larovidin~ information of performance evaluation.

The 21^(st) century system reform and development mode of construction management education (CME) in China

With China’s entry into WTO and the development of the economic globalization, market competition in the construction field is more and more featured by the competition of talents, the core of which is the cultivation mechanism innovation of higher construction management talents. The approach to meet the requirement of this situation is to adopt innovation ideas, improve the supply-demand structure of CME, reform the education system to relate theory to practice, pay attention to the needs of the educated, enhance global communication and cooperation, and improve the knowledge structure of teachers.

Could Innovation be Driven by Globalization？

This paper examines the critical role of globalization as a driver for innovation. The introduction of the global strategy quadruple model truly links the three known strategy perspectives （namely, industry competition, resources and institution views） and performance. The model could assist in advancing the cause of sustainable competitive advantages. This study could assist scholars in addressing the three important research questions： （1） Why are some finns more innovative than others？ （2） What effects do product, firm, industry, and market innovativeness have on business performance？ and （3） Does the link between innovativeness and business performance depend on all or some of the innovativeness factors of product, firm, industry, and market？ The presented set of four hypotheses, when tested, will result in a better understanding of the links and relationships among a firm＇s global strategy, innovativeness, and business performance. The quadruple model presented can be used to examine these relationships in general and in the context of innovation. It is anticipated that this paper will assist researchers, business management, and analysts in developing global innovation strategies.

Impact of corporate culture on the development of business management based on the perspective of the corporate culture of innovation

Climate Change and Water Resources： Strategies and Practices for Improved Water Management in Arid Countries

Assessment report of the Intergovernmental Panel on Climate Change （IPCC） highlighted the complex linkages between climate change and water. The likely warmer climate induced by the climate change is set to alter hydrological cycle and the shifting pattern of the rainfall would affect the spatial and temporal distribution of runoff, soil moisture, and surface and groundwater reserves. Therefore, there is an urgent need to assess the impacts of climate change on water and devise adaptation measures including management structures and processes by which one can deal with this challenge. The paper highlights with the global overview of climate change impacts on water in the arid region, supported and substantiated through scientific evidence drawn from IPCC reports and other relevant documents. This paper provides an overview of water resource management challenges including transboundary geopolitical concerns documented across the world and emphasizes the importance of an integrated framework for adaptive policy making. Further, it examines the viable water resource management options for various sectors and regions and showcases some of the international best practices in adaptation and mitigation. The paper also explains the complementary role of traditional knowledge in coping with climate change risks and uncertainties and the need for a balanced view in designing adaptation and mitigation strategies.
