The key issues studied focused on underground coal mining and included (1) prevention of explosions in sealed areas,(2) better emergency preparedness and re- sponse,(3) improvement of miners' ability to escape,(4) better protection of miners before and after a fire or explosion,(5) improved provision of oxygen,and (6) development and implementation of more robust post-incident communication.The U.S.Congress passed the Mine Improvement and New Emergency Response Act of 2006,which mandated new laws to address the issues.Concurrent with investigations and congressional deliberations, the National Mining Association formed the independent Mine Safety Technology and Training Commission to study the state-of-the-art relative to technology and training that could address the vulnerabilities exposed by the mine disasters.As discussed,the report outlined persistent vulnerabilities linked with significant hazards in underground coal mines, and made recommendations to provide a path for addressing them.Overall the commis- sion report made 75 recommendations in the areas of risk-based design and management, communications technology,emergency response and mine rescue procedures,training for preparedness,and escape and protection strategies.In its deliberations,the commis- sion importantly noted that mine safety in the U.S.needs to follow a new paradigm for en- suring mine safety and developing a culture of prevention that supports safe production at the business core.In the commission's viewpoint,the bottom line in protecting coal miners is not only adopting a culture of prevention but also systematically pursuing mitigation of significant risks. 展开更多

Trust and Structural Response to Natural Disaster: Some Implications to Government Reform

Issues that had ... The Philippine government is a representative democracy. It has three co-equal branches of government namely the executive, legislative, and judicial, operating on the principle of check and balance. Issues that had riddled top officials of government remained unresolved hitherto; and, the local government units had their own lingering issues. The government structure therefore did not seem to have the mechanism to correct itself. This paper argues that responses to, as well as the ensuing conditions of the survivors of natural disasters, are affected by how much trust the incumbents of relevant government structures have of each other and that actors outside of the government hierarchy can offer avenues for reform. Tropical Storm Washi that hit Cagayan de Oro City could be a case in point. It left thousands of people dead or missing, millions of dollars in damages, and thousands of internally displaced persons (IDPs). The local government, tasked by the local government code to handle matters related to social welfare, did not seem to have performed as expected. In an apparent lack of trust, donor agencies preferred to course cash and relief items through conduits others than the local government. While the system remained unable to correct itself, the victims of the disaster continued to suffer. Civil society organizations and non-government organizations were trying to re-establish people’s trust in the system through legal measures, and hope that electoral reforms could be instituted. 展开更多

The Tohoku Regional Bureau(TRB) of the Ministry of Land, Infrastructure, Transport and Tourism(MLIT) performed various actions in response to the 2011 Great East Japan Earthquake and Tsunami. The total disaster recovery and reconstruction period is expected to last for 10 years, of which the first five years are regarded as the concentrated reconstruction period. As of 2013, a majority of the mega projects that involved restoration actions have been completed, which indicates a more effective rate of completion compared with the MLIT projects performed in normal non-disaster situations. This short article explains the management process of the recovery and reconstruction utilized by the TRB—an interorganizational process—from a business process management(BPM) perspective and creates a simple organization construction diagram of the entire process. The study focused on the transactions and actor roles to identify their strengths. The findings indicate the utilization of different operational procedures in some parts of the process, the importance of liaison role, as well as some obstacles. The lessons learned from this analysis can assist managers and researchers in designing and managing restoration processes for future disasters. 展开更多

As well for optimized emergency management in individual cases as for optimized mass medicine in disaster management, the principle of the medical doctors approaching the patient directly and timely, even close to the site of the incident, is a long-standing marker for quality of care and patient survival in Germany. Professional rescue and emergency forces, including medical services, are the "Golden Stan- dard" of emergency management systems. Regulative laws, proper organization of resources, equipment, training and adequate delivery of medical measures are key factors in systematic approaches to manage emergencies and disasters alike and thus save lives. During disasters command, communication, coor- dination and cooperation are essential to cope with extreme situations, even more so in a globalized world. In this article, we describe the major historical milestones, the current state of the German system in emergency and disaster management and its integration into the broader European approach. 展开更多

Disaster risk management(DRM) is undergoing noteworthy changes, reflecting the broader shifts in global and local levels of governance. At the global level two significant changes are of interest:(1) the shift from monolithic structures of global governance to a wide range of organizations that can be brought together for specific purposes and(2) the emergence of a globalized system of DRM, with technological, organizational, and institutional capacities enhancing DRM’s ability as a unit in near real time across the globe. At the local level there is an increase in ability to govern and develop creative solutions for complex problems that follow rapid urbanization. The importance of getting the global–local interface to work in tandem has been highlighted by recent hazard events, such as the 2011 Tohoku Earthquake and Tsunami. From a broad view of global and local shifts, a strategic role is becoming clearer at the national level for enhancing the relationships between the global and local levels. Through the influence of a globalized system of DRM, the local level can significantly improve its capacity without the heavy investment that might have been required to develop these capacities in isolation. One key to achieving this is adiffusion of DRM higher education, supported by an enhanced system of information flow. 展开更多

This article assesses the current state of disaster risk reduction(DRR) in the Greater Horn of Africa(GHA),and focuses on interventions and policies to mitigate hydrometeorological risks. The research analyzes, as main case study, the program 'Regional Climate Prediction and Risk Reduction in the Greater Horn of Africa'funded by the Office of U.S. Foreign Disaster Assistance(USAID OFDA) in the early 2000 that targeted risk preparedness.The research method combines a desk review of relevant documents and research papers with surveys and interviews directed to key proponents of DRR across the GHA. Results highlight current strengths and weaknesses in the way DRR is implemented in the GHA. Significant improvements in the climate-forecasting capabilities in the GHA since the 2000 s are acknowledged, but the practice of DRR remains technology driven and impacts on the ground are limited. The key findings highlight the significant communication gaps that exist between the producers of climate information and their end users, the communities at risk. The article urges the establishment of bridges that connect climate experts, policymakers, and representatives of the local communities, and for the implementation of a feedback loop from forecast users to their producers, in order to strengthen risk resilience across the GHA. 展开更多

For a better risk understanding, a holistic or integrated perspective was considered when risk was assessed for the city of Manizales, Colombia. This assessment accounts not only for the expected physical damage and loss, but also for the socioeconomic vulnerability factors that favor secondorder effects in a disaster. This comprehensive approach allows the identification of different aspects related to physical vulnerability, social fragility, and lack of resilience that can be improved, thus enhancing integrated disaster risk management actions. The outcomes of this comprehensive assessment are currently being used as input to update the disaster risk management plan of Manizales. 展开更多

This article addresses the sustainability implications of post-disaster measures in the context of the 2004 Indian Ocean Tsunami by presenting an analysis of the current situations and changes in some of the affected regions. Sustainability implications of measures are captured by investigating the persistence of the social and economic living conditions in relation to post-disaster measures, and the alignment of the measures with basic environmental aspects. Based on major concepts relevant in disaster science and sustainability research, the study explored sustainability aspects of post-disaster measures implemented after the 2004 tsunami, by conducting selected interviews among the participants of the 2015 international seminar ‘‘11 Years after the Indian Ocean Tsunami 2004'' and a broader online survey. Information was sought about(1) the current state of vulnerability of the local population in the regions affected;(2) the main lessons that have been identified to improve project design and management of recovery and vulnerability reduction;and(3) project sustainability implications with respect to the state of today's vulnerability. Based on the analysis of the information on these three priority areas, selected tasks for future disaster risk management are identified, such as more integrative planning and improved coordination with international organizations and local people. 展开更多

Iterative risk management and risk-sensitive public investment planning are increasingly seen as essential elements of natural disaster resilience. This article assesses the disaster risk facing the hazard-prone Southeast Asian country of Cambodia and discusses its fiscal preparedness and need for proactive disaster risk management.The study provides a bottom-up assessment of flood and cyclone risks to public and private buildings including educational structures, health facilities, and housing and estimates the total direct economic damage to range from approximately USD 304 million for a 5-year return period event to USD 2.26 billion for a 1000-year return period event. These estimates were further analyzed using the fiscal risk due to disasters, which indicates that Cambodia will likely face a resource gap whenever a hazard as large as that of a 28-year return period event strikes. Given the frequent occurrence of disasters and rapid accumulation of capital assets taking place, proactive risk reduction is highly advisable. But interviews with national policymakers also revealed that there are a number of barriers to effective risk reduction and management in Cambodia. The general lack of awareness regarding risk-based concepts and the limited availability of local risk information necessitate a continued and sustained effort to build iterative risk management in Cambodia. 展开更多
