On How to Achieve the Scientific Transformation From College Integral English to Academic English

In order to meet the trend of China＇s rapid economic and social development and the internationalization of higher education, a new round of college English teaching reform is ready to start. Following the pilot reform by colleges and universities in Beijing, some colleges and universities in Shanghai will also initiate college English teaching reform program this fall. According to SCETFR （Shanghai College English Teaching Frame of Reference）, the core of the new round of reform is to replace the traditional integral or comprehensive English with academic English, and through which to strive to improve students＇ English language ability in academic study and profession, and help them build a strong competence in international exchanges and competitions. The author, based on the status quo of China＇s current college English teaching, made some forward-looking predictions to the reform, and put forward some constructive proposals and measures

On the Translation of Public Signs From the Functional Perspective

With the rapid development of Chinese economy, more and more foreigners have been attracted to China to invest, work, study, and travel. To help the foreigners better understand China and facilitate cross-cultural communication, bilingual or even trilingual public signs spring up in every part of China. As is known that public signs, usually in the form of a few words, pictures, or words accompanied with a picture, function not only as a＂face＂ of a city and a nation, but also as a first calling card given to the foreigners. Moreover, public signs have definite functions--informing, warning, or directing. However, to our disappointment, mistranslations of the public signs are often presented in some places. As a special text whose function is strong and communicative purpose is quite clear, the translation of public signs should be based on the text＇s functions and the translator＇s purpose. This paper classifies public signs, compares Chinese signs with English ones, and comes up with the principle for its Chinese-English translation, namely, an A-B-C approach （Adapt-Borrow-Create approach） which is based on the Skopostheorie.

The Concept and Theoretical Implications of Carbon Emissions Rights Based on Individual Equity

Climate change has become a hot topic in international environmental negotiations.For post-Kyoto international climate regime negotiations,many countries have proposed a variety of frameworks to share the emission reduction responsibilities and allocate carbon emission rights,and have tried to quantify the emission reduction obligations of all countries based on the perspectives of international equity and individual equity.In this paper,the authors have distinguished the concepts of carbon emissions rights based on these two perspectives respectively,have analyzed the relationship between carbon emissions per capita and economic development,and have calculated and compared the proportion of cumulative emissions per capita of different countries in history and future,and then authors conclude that emission reduction obligations should be allocated based on each country's conditions,including historical emissions,development stage,and future demands.Developed countries should take the initiative to significantly reduce their emissions because they have already accomplished their industrialization process.However,developing countries are still in the process of industrialization,which requires more emission rights to meet their development needs.For China,the concept of carbon emissions based on individual equity can be used as a theoretical tool for the allocating the international carbon emissions rights.

Urbanization in China Based on International Comparison:A Discussion with Two Prevalent Views

Two prevalent views are reviewed on China's urbanization firstly.Then,this article highlights the characteristics and pattern of urbanization in the world based on the quadrants map,using data of 118 countries or areas.The results indicate that the process of urbanization in the world excluding the data of China has slowed down gradually.A further exploration examines China's urbanization process and economic development over time,which reveals that both urbanization level and the level of economic development belong to the low-grade coordination pattern.The low level of urbanization is closely connected with the low level of economic development.Actually,China's urbanization gap appeared during 1985-1995,but it has been eliminating this urbanization gap since 1995 as a result of rapid urbanization growing.The complicated realities revealed in this analysis challenge the existing two prevalent views.

CCS in China:Opportunities, Challenges and Solutions

The economic growth, energy structure and environmental capacity in China determine that CCS (carbon capture and storage) is an important strategic approach for China to confront the climate changes. In this paper, current status in China is firstly presented regarding policy making, technology research and development, pilot project and international cooperation. Then the opportunities of exploring CCS are analyzed from the viewpoint of application potentials, cost and China's circumstances. The challenges to CCS are pointed out with respect to energy consumption, technologies, funding and environment. Finally some suggestions are put forward on CCS development.

Study on Foreign Teachers＇ Teaching Validity of English Majors

With the deepening of global economic integration, the internationalization of education has become the trend of education development in the world. The paper intends to study on foreign teachers＇ teaching validity from English majors＇ students＇ perspective. The essay mainly adopts the classroom observation method to directly observe foreign teachers＇ classroom.
