一、人类信息传播的历史变迁 传播是社会关系内部的一种粘聚力,人类的日常生活离不开信息的发送和接受,人们根据信息作出迅速的反应.信息无处不在,信息渗入到人类生活的每一个角落和每一项活动,它是粘聚社会的无形力量.如果把政治社会比作是一个生命的机体,那么社会的传播体系就是它的神经系统.

试论“网络政治”背境下的地方人大制度创新

互联网的出现,极大地改变了我们整个社会生态,网络媒体也正越来越影响着人类的政治领域。文章分析了"网络政治"的特点及对地方人大工作的影响,提出要重视"网络政治"背境下的地方人大制度创新要重视网络民意,构建网络政治沟通平台;拓展网络空间,畅通网络政治监督渠道;关注网络参与,丰富网络政治参与载体;加强网络宣传,构建网络公民政治文化;运用网络技术,降低人大工作运行成本。

Changing Connectivities of Chinese Cities in the World City Network,2010–2016

Against the backdrop of the sizable economic growth of China in recent years, this paper uses the most recent data gathering of the Globalization and World Cities(Ga WC) research network to update and supplement earlier research on the shifting global connectivity of Chinese cities. The update consists of an evaluation of the connectivity of Chinese cities in 2016, the supplement of an analysis of the changing position of Chinese cities in the world city network between 2010 and 2016. To this end, we build on a specification of the world city network as an ‘interlocking network' in which producer services firms play the crucial role in city network formation. Information about the presence of leading producer services firms in cities in 2010 and 2016 is used as the input to a bipartite network projection algorithm in order to measure cities' network connectivity. The first set of results discusses the geographies of urban connectivity in the world city network in 2016. The second set of results discusses standardized measures of change to reveal the major dimensions of the transformations between 2010 and 2016. We find that, with the exception of Hong Kong, Macao and Kaohsiung of Taiwan, all Chinese cities record connectivity gains. This wholesale rise in connectivity is nonetheless geographically uneven, with above all Beijing, Chengdu/Chongqing and Changsha/Wuhan becoming more connected. We conclude that the wholesale rise of Chinese cities in the world city network and their changing trajectories in the post-crisis era are embedded in shifting external and internal political economies.

The Rise of the Far Right in Europe and the Refugee Crisis

The rise of the far right in Europe has captured the attention of the international community in recent years. Its specific features are: an unprecedentedly strong influence, an obvious trend towards the moderate line, horizontal collaboration to expand its reach, and a very adept use of social media networks. The refugee crisis has given the far right an historical opportunity. The rise has also had a profound effect on European politics; it has deepened the political divide inside EU member states, and shaken up the traditional political values and the foundation of the union.The rise of the far right will likely not change Europe's political landscape, but problems of EU governance over its handling of the refugee crisis cannot be ignored.

Political Skill of Narcissistic Leaders

A vast number of researches and studies have been conducted on narcissism, since the term was used to explain a psychological phenomenon in 1898. However, the discussions about narcissists as organization members or leaders have recently become a research topic in the organizational sciences. In this scope, the recent research on narcissism indicates that narcissistic leaders can either cause organizational tragedies or contribute to organizational success by their great vision. In addition to narcissism, another popular leadership feature is political skill which has attracted considerable attentions in recent years, and become one of the important topics of management studies. Moreover, political skill has been asserted to be a positive characteristic which is related to develop vision and team insight as well as to increase in members＇ trust and support; whereas narcissism has both harmful and beneficial effects on organizations. In this study, the relationships between the dimensions of narcissism and political skill are examined via the 16-item Narcissistic Personality Inventory （NPI） and the 18-item Political Skill Inventory. Analysis has shown that the authority, which is the adaptive dimension of narcissism, correlates positively with social astuteness and networking ability dimensions of political skill. Accordingly entitlement, which is one of the maladaptive dimensions of narcissism, correlates significantly and negatively with the networking ability, interpersonal influence and apparent sincerity dimensions of political skill. When political skill is considered as a composite score, the findings indicate that the authority dimension of narcissism has a positive effect whereas, the entitlement dimension has a negative effect on political skill. Besides, implications for future studies are discussed

The Public Service as an Actor of Political Network

This research analyzes the role of public service in the political networks. The status of civil servants in these networks is not obvious. On the one hand, the officials are surrounded by strict framework of regulations and law. They are not independent subjects of political decisions, but at the same time, they are the main sources of information needed for making political decisions. On the other hand, they actively interact with other actors of the political networks, including under informal conditions. In addition, high professional requirements for officials lead to the need of recruiting them into the elitist environment. Therefore, there often arises a conflict of interest due to their personal connections. Activating these links, officials are building patron-client relations, behaving as patrons for those who need to receive confidential information and as clients for the higher heads. Thus, civil servants use personal networks for carrying out their functions, and simultaneously use available official information for private gain.

Political Administration through the Network from the Perspective of Public Govemance

Political administration through the network is a positive response of the governmental governance model to the information age from the perspective of public governance. Political administration through the network means that public governance appears on the Internet and the government generates an interactive and interdependent relationship with the society and the public, for the ultimate purpose of archiving the public governance. In this paper, on the basis of public governance theory, the important significance and positive effect of the political administration through the network is shown by combining with the governmental governance model change in the information age.

How Cyberspace Age Shaped the Political Party＇s Identity

The objectives of this study arc： first, to obtain a description that a political party website is an effective means of communication to carry out socialization programs to members ofthc party or the party＇s virtual public; second, to obtain a description that websitc is a useful means to give political education about people＇s political rights; third, to explore the implication of web＇s content for strengthening the political party＇s identity. The research approach used was interpretive approach to qualitative-descriptive methods. Interpretive method emphasizes culture from the perspective of social construction theory （Papa, Danicls, ＆ Spiker, 2008）. Data collection （Mann ＆ Stewart, 2000） conducted through site analysis of the People Justice＇s Party （Parti Kcadilan Rakyat） Malaysia website from January 16 to March 31 2010. The findings of this study arc the website is an effective means to disseminate political party＇s program. Although, the virtual public or party members were preferring a direct face-to-face interpersonal communication. The People Justice＇s Party, Malaysia has 14 MPN （Majclis Pimpinan Negeri/Rcgional Board） in the state-level. Regarding the political atmosphere in Malaysia, the wcbsite was an efficient tool. The costs required were very cheap. Second, the presence of party website opened a space for providing political education to more people. Third, the public responses stimulated improvement and strengthening the political party＇s identity.

Research on the characteristics of the mode of the network ideological and political education of college students

With the development and progress of the social sciences, the Party and the state have attached great importance to the work of the construction of the informatization. Research on work mode of university ideological and political education based on SNS network

Survey of Contemporary College Students＇ Political Participation

The network of political participation is relative to the traditional political participation, it takes the Internet as a carrier, with distinctive character, with a more convenient, fast, and even without time and space constraints advantage. Political participation has to be affected by the social and economic development, political system, social and environmental factors, countries generally believe that collaboration between the Government and social organizations, networks of enterprises, schools and other interested parties are currently the main mode of network governance. College students are the main power of the network of political participation, the university plays an important role in the political participation process. Therefore, this article takes online political participation of college students as a starting point, through questionnaires and case interviews and other methods to investigate the current status of college students online political participation, analyze network characteristics and problems of college students in political participation, to guide the college network path which provides reference for orderly participation in political studies.

Partners, Institutions and International Currencies： The International Political Foundations for the Rise of the Renminbi

The use of an intemational currency is not just a natural market phenomenon; it relies heavily on international political foundations. The historical lessons of the four major international currencies--the pound, dollar, euro and yen--show that a strong partner network and a favorable international institutional environment are the two major political foundations for the formation of a stable international currency. The rise of the renminbi, as a late starter looking to become a major international currency, depends not only on the requisite economic conditions but on governmental diplomacy aimed at attracting more monetary cooperation partners and creating international institutions that support its worldwide use. This strategy reinforces the political foundations for the rise of the renminbi. Building a network of partners supporting the renminbi as an international currency and creating a system of international monetary institutions are the real tests of the issuing country＇s political leadership. This political leadership capacity has three dimensions： public trust founded on reputation building; a centripetal force driven by provision of benefits; and coercive force applied through sanctions. Comparatively speaking, the renminbi is still in the early stage of its ascent, so the development of its political infrastructure should concentrate mainly on gaining public trust through reputation-building and employing centripetal force involving provision of benefits.
