Planning,Protection and Construction of Ancient Villages in Jiangxi under the Background of New Urbanization: Taking the Water Management System of Mingkou Village in Leping City,Jiangxi Province as an Example

Urbanization is an inevitable trend of economic development. It is an important indicator that reflects the industrialization and modernization of a country. In the long-term urbanization process in China, due to the excessive emphasis on the status of the city and one-sided emphasis on urban development, a serious of urban diseases such as population congestion and environmental damage have been caused. Meanwhile, neglected rural areas have exposed social problems such as aging and hollowing out, making the urban-rural dual structure more prominent. Currently, China s economic and social development has reached a new stage, and the realization of urban-rural integration is a major measure to comprehensively develop the national economy and social undertakings. Vigorously developing the rural areas and revitalizing the countryside has become a national policy. Traditional ancient villages are treasures in the vast rural areas. They should be more protected and developed to eliminate the urban-rural gap, thereby passing down and carrying forward the essence of traditional culture and enhancing China s national confidence and cultural confidence. Focusing on the protection and planning of ancient villages, combined with the current policy background of new urbanization, based on field research on Mingkou Village, Leping City, Jiangxi Province, protective development strategies are put forward for ancient villages and their water management from the perspective of water management in ancient villages to arouse people s attention to the protection of ancient villages.

Management of Village Common Forests in the Chittagong Hill Tracts of Bangladesh: Historical Background and Current Issues in Terms of Sustainability

This study was conducted to investigate the historical management system of village common forests (VCF) in the Chittagong Hill Tracts (CHT) of Bangladesh and observe the current issues related to their sustainability. The study on historical context was based on secondary information to establish the linkages of VCF development and management in the CHT. Field visits to four VCF in the Bandarban Hill Districts were also conducted to cross check the information collected from secondary sources to observe the current status and management pattern of these VCF through semi-structured interviews, group discussion, key-informant interviews and biodiversity assessment. VCF in the CHT undoubtedly play an important role in biodiversity conservation and as well as supporting daily necessities of the community people. We found that VCF still are the source of fuel wood, herbs, roots, bamboo shoots, wild fruits, vines or leaves for cooking or medicinal use necessary to sustain the lives of the indigenous communities in the CHT. Field visits to different VCF show that the VCF are necessarily small in size (57 ha) and around 108 families are dependent on these community managed village forests. A total of 163 plant species from 60 families were also recorded from these VCF including some rare plant and animal species which are not usually found in the reserve forests and the un-classed state forests due to continued deforestation and land degradation. However, population pressure combined with improved marketing facilities, ignorance, over exploitation, personal greed, tenure insecurity, faulty government policies regarding settlement of land and breakdown of the traditional systems exerting pressures on these VCF and the overall condition of these important biodiversity rich areas are degrading or shrinking in size and number gradually. Recognizing the traditional and customary resource rights of the indigenous communities in the CHT, acknowledging resource management system, providing tenure security, encouraging communities through legal and financial incentives in protecting these VCF or any other state owned forest areas solely for the conservation of biodiversity following an intensive management plan, resolving long lasting land related conflicts, and at the same time upholding the spirit of CHT Peace Accord 1997 could be important policy tools for the sustainability of these VCF in the CHT. Lessons learned from this study will be useful in formulating effective policies for community based forest management in Bangladesh and other developing countries.

Analysis on Sustainable Development Management Model of Village Banks——Based on Bayan Rongxing Village Bank in Heilongjiang Province

This paper summarized the management models of village banks in China. We compared and analyzed different management models of four village banks in different regions on four aspects： regional agriculture feature, loan for farmers, loan for enterprises and the construction of network, then came to the conclusion that, if the village banks＇ health development can realize, they must pay attention to innovating in loan patterns as well as material loan and starting out the network development.

The Transfer of Land Contractual Management Rights in Ethnic Village--A Case Study of Ya'ergou Village in the Ningxia Hui Autonomous Region

Based on field survey in Ya'ergou Village,Yuanzhou District,Guyuan City,the Ningxia Hui Autonomous Region,we analyze the status quo of the transfer of land contractual management rights in this village,and study the basic information,form,characteristics,and problems concerning the transfer of land contractual management rights in this nationality village.Then corresponding countermeasures are put forward for promoting the transfer of land contractual management rights in ethnic village as follows:strengthening the publicity of the policy in order to improve farmers' ideological understanding;raising the rent in order to promote the transfer of the land contractual management rights;diverting the governmental investment to the talented people within village;consolidating management and resolving disputes in the transfer timely and effectively.

Corruption of Village Cadres and Construction of Clean Government in Rural Land Management in China

This paper analyzed the types and causes of corruption of village cadres in rural land management in China. On the basis of current corruption situation,it came up with recommendations including improving the financial system at the village level,establishing land information network,and reforming functions of village committees in the land management,in order to prevent corruption of village cadres in the land management and establish and improve the clean government mechanism for village cadres.

Coupling Relationship between Integrated Land Consolidation and Farmland Scale Management in Villages over Coal Resources:A Case Study of Zezhou County in Shanxi Province

Through field sampling survey of 18 villages over coal resources in 3 townships and towns in Zezhou County,Jincheng City,Shanxi Province,this paper analyzed the favorable conditions and obstacles for villages over coal resources to carry out farmland scale management.On this basis,combined with the integrated land consolidation measures in villages over coal resources and their effectiveness,and using the principles of system dynamics,it studied the coupling relationship between integrated land consolidation in villages over coal resources and farmland scale management and built a coupling model.It found that the integrated land consolidation system of villages over coal resources has a coupling relationship with the external and internal conditions of the farmland scale management system at the regional and project scales.The two systems interact with and influence each other through the"bridge"of"agricultural modernization condition".The study indicates that at the same time of integrated land consolidation of villages over coal resources caring about the improvement of internal conditions,it is also necessary to improve the external conditions of farmland scale management through regional scale measures such as laws and policies,to support the implementation of land consolidation projects,and realize farmland scale management.

Research on Internal Relevance between New Farmers and New Village Construction

On the basis of Marxist theories,from the perspective that the new farmers are the qualified main body,basic factors and internal motive force of constructing new village,this paper expounds the internal relevance between new farmers and new village construction.Firstly,the new farmers have insight into villages,with strong motive of constructing new village,which makes them become the qualified main body in new village construction.Secondly,the new farmers are the most basic factor of constructing new village;new farmers have close relationship with other factors,with prominent inseparability;the new farmers have strong ability to replace other factors,and the farmers can shatter capital bottleneck and policy restriction in order to promote rural development to some extent;the new farmers with strong mobility,can migrate between city and village or change vocation among different jobs,which breaks through the regional limitation of factors;there are myriad farmers in China,and we can transform traditional farmers into new farmers by fostering,which breaks through the limitation of quantity of factors,so it can guarantee the incessant factor supply for new village construction.Thirdly,the new farmers are the internal motive force for new village construction,because the literate farmers are equipped with technique skills and good at management,and they are the excellent talents among rural groups;the new farmers fathom the characteristics of rural areas,with active consciousness,intense motive and strong ability to construct new village;they pay close attention to new village construction with passion and participate in new village construction actively.

The Role Played by Agricultural Policy-based Finance in New Village Construction

The necessity of the agricultural policy-based finance in terms of supporting the new village construction is analyzed: in the first place, the theoretical roots of agricultural policy-based finance supporting new village construction are "market failure" and "government intervention"; in the second place, the continual decline of agriculture and the "rural financial market failure" in recent years have become the objective evidence and historical mission for agricultural policy-based finance to support new village construction; in the third place, the combination of agricultural policy-based finance and new village construction is conducive to solving the "three agriculture" problems and facilitating the reform of new village construction. Based on the necessity and feasibility, the following six aspects are analyzed to fully display the function of the "first engine" of agricultural policy-related finance to new village construction. Firstly, strengthening the credit and loan aid to grain and cotton and some other agricultural products in the circulation domain; secondly, strengthening the credit and loan aid to agricultural industrialization in processing field; thirdly, intensifying the credit and loan aid to agricultural comprehensive development, rural infrastructure construction, application and promotion of agricultural technology, agricultural production means and agricultural ecological construction; fourthly, intensifying the credit and loan aid to rural special group and regional development; fifthly, intensifying the credit and loan aid to agriculture and rural emergency response system and social security system; sixthly, strengthening the credit and loan aid to agriculture and the intermediary construction of rural financial services.

Reinforcement Learning-Based Energy Management for Hybrid Power Systems:State-of-the-Art Survey,Review,and Perspectives

The new energy vehicle plays a crucial role in green transportation,and the energy management strategy of hybrid power systems is essential for ensuring energy-efficient driving.This paper presents a state-of-the-art survey and review of reinforcement learning-based energy management strategies for hybrid power systems.Additionally,it envisions the outlook for autonomous intelligent hybrid electric vehicles,with reinforcement learning as the foundational technology.First of all,to provide a macro view of historical development,the brief history of deep learning,reinforcement learning,and deep reinforcement learning is presented in the form of a timeline.Then,the comprehensive survey and review are conducted by collecting papers from mainstream academic databases.Enumerating most of the contributions based on three main directions—algorithm innovation,powertrain innovation,and environment innovation—provides an objective review of the research status.Finally,to advance the application of reinforcement learning in autonomous intelligent hybrid electric vehicles,future research plans positioned as“Alpha HEV”are envisioned,integrating Autopilot and energy-saving control.

Remodeling of Rural Public Service Supply Mechanism under the Background of New Village Construction

Under the background of new village construction, the necessity of remodeling the supply mechanism of rural public service is expounded. It is conducive to improving the capability of public service to satisfy farmers' demand; to constructing a rural diversified public service system and improving the supply efficiency of rural public goods; to realizing the equalization of urban-rural public services to coordinate urban-rural development. Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. In view of these problems, the strategies for remodeling the supply mechanism of rural public service are put forward, covering intensifying the input intensity of the government, expanding the coverage of public services; vigorously supporting the development of social organization and improving its capability of public goods; breaking through dual system and realizing the equalization of urban-rural public service; perfecting rural diversified public services and perfecting its public service functions; promoting the market progress of rural public services and improving the efficiency of public service.

Impact of the synergy between technology management and technological capability on new product development:a system dynamics approach

This paper employs system dynamics to explore how the synergy between technology management and technological capability affects new product development.The results show that the synergy between technology management and technological capability has positive impact on new product development.Moreover, the leading synergy processes between technology management and technological capability in different new product development stages are different.This paper deepens the theoretical understanding of how to achieve new product development, and also provides useful guidance for firms to implement new product development.

Circular Economy in New Village Construction——A Case of Qinhuangdao City, China

On the strength of the theory of agricultural circular economy, the mutual relation between the development of agricultural circular economy and new village construction is analyzed. The results show that developing agricultural circular economy and constructing new village is the mutual promotion; realizing agricultural circular economy is the main target of new agricultural construction and developing agricultural circular economy is the way of realizing new village construction. The major problems in the development of agricultural circular economy in Qinhuangdao City are pointed out, covering weak ideological foundation of developing agricultural circular economy; inadequate directions from the government and insufficient technical and financial support. The countermeasures on developing agricultural circular economy in new village construction are put forward, including cultivating people's awareness on circular economy; establishing the law and regulation system of agricultural circular economy; intensifying the technical and model innovation of agricultural circular economy and accelerating the maketization pace of agro-products.
