In order to better mitigate risks and enhance the safety of investments, it is of significant importance to research the oil and gas investment environment in these countries for China's overseas investment macro-layout. This paper proposes an indicator system including 27 indicators from 6 dimensions. On this basis, game theory models combined with global entropy method and analytic hierarchy process are applied to determine the combined weights, and the TOPSIS-GRA model is utilized to assess the risks of oil and gas investment in 76 countries along the Initiative from 2014 to 2021. Finally, the GM(1,1) model is employed to predict risk values for 2022-2025. In conclusion, oil and gas resources and political factors have the greatest impact on investment environment risk, and 12 countries with greater investment potential are selected through cluster analysis in conjunction with the predicted results. The research findings may provide scientific decisionmaking recommendations for the Chinese government and oil enterprises to strengthen oil and gas investment cooperation with countries along the Belt and Road Initiative.展开更多

文摘The global value chains have become the core skeleton of the global economy. As a large-scale international cooperation initiative, the Belt and Road Initiative(BRI hereafter)may have a significant impact on the global economic landscape. In this context, the spatiotemporal pattern and evolution of the value chain connection of the Silk Road countries and whether the BRI will promote the value chain connections between China and these countries are important research questions for understanding the changing global economic landscape. This paper employs input-output analysis, network analysis and difference-in-differences based on Propensity Score Matching(PSM-DID)to conduct an in-depth quantitative study of these questions. The results show that, first, the overall value chain connection between China and the Silk Road countries has been rising since 2001.From the perspective of geographical distribution,Southeast Asia is the highest value chain connection region with China, and the growth in the central and eastern Europe is the most significant, whereas the central Asia is the lowest value connection region. From the perspective of complex network analysis,China’s position in the network of value flow among the Silk Road countries has been increasing continuously, and it has been in the lead position since 2008.Besides,the implementation of the BRI has had a significant positive influence on the overall value chain connection between China and the Silk Road countries, but this positive influence is limited to the central and eastern Europe region, whereas it is not significant in other regions. Finally, this paper suggests that to promote the development of value chain connection, the Silk Road countries need to develop more specific policies related to value chains.Policymakers need to be able to correctly identify the comparative advantages of the region and the types of value chains that are compatible with them and then find suitable partners and formulate targeted promotion policies.
文摘Sustainable development is an important component of the Belt and Road Initiative(BRI)and is of great significance for evaluating the levels of sustainable development of countries along this route(henceforth,BRI countries). Therefore, this study aims to identify the factors that influence the levels of sustainable development of BRI countries in a reasonable and objective manner.Eventually, this study employs the super efficiency slacks-based measure(Super-SBM)model,which considers unexpected outputs to measure the level of sustainable development of BRI countries. The dynamic change and composition of the sustainable development level of these countries are calculated using the global Malmquist-Luenberger index.Furthermore, the Tobit model is used to identify the factors influencing the level of sustainable development of BRI countries in general and in various categories. The empirical results suggest the following points.(a)The overall level of sustainable development of BRI countries is low, whereas those of high-income and middle-and high-income countries are relatively high.(b)The overall sustainable development levels of BRI countries declined to a certain extent in 2008 owing to the effect of the financial crisis,.However, the sustainable development level of other countries, barring low-income countries, has gradually increased since 2011.(c)Since 2008,technological progress has replaced technical efficiency as the main driving force behind the improvement of the sustainable development level of BRI countries.(d)A U-shaped relationship is observed between the economic and sustainable development levels of these countries.(e)The level of science and technology and the proportion of renewable energy consumption can promote the sustainable development of these countries. Moreover,a negative correlation exists between the level of opening to the outside world and that of sustainable development of countries that mainly export resource-based products and are dominated by labor-intensive export industries.Barring low-income countries, the energy structure plays an effective role in improving the level of sustainable development. Finally, the study presents suggestions for China in the process of coping with the sustainable development of relevant countries during its promotion of the BRI.
文摘Vaccine is a principal and highly cost-effective medical method on controlling infectious diseases and improving population health.Various vaccines are eagerly needed in the low-income countries along the Belt&Road. With the good quality to reach WHO prequalification standard, and the abundant capacity to fulfill the demand from market abroad, upon the platform of China-proposed"the Belt&Road Initiative",the vaccines manufactured in China are exporting to countries worldwide. The independent innovative vaccines'R&D system, which fruited a series of innovative infectious diseases vaccines(EV71 vaccine,sIPV,HEV,Ebola vaccine, etc.)to be launched in Chinese market, indicates that China has developed rapidly from"a great vaccine-production country"to"a powerful vaccine-innovation country".The implementation of National Innovation-driven Development Strategy would further push forward the developm ent and internationalization process of Chinese innovative vaccines. Therefore, the China-invented vaccines will make an important role in the prevention and control of infectious disease in various countries and become one of the most powerful weapons in fighting the global epidemic event in the future.

文摘Based on the theories and methods of complex network, crude oil trade flows between countries along the Belt and Road(B&R,hereafter)are inserted into the Geo-space of B&R and form a spatial interaction network which takes the countries as nodes and takes the trade relations as edges. The networked mining and evolution analysis can provide important references for the research on trade relations among the B&R countries and the formulation of trade policy. This paper researches and discusses the construction, statistical analysis, top networks and stability of the crude oil trade network between the B&R countries from 2001 to 2020 from the perspectives of Geo-Computation for Social Sciences(GCSS)and spatial interaction.Firstly, evolutions of out-degree,in-degree,out-strength and in-strength of the top 10 countries in the crude oil trade network are computed and analyzed.Secondly, the top network method is used to explore the evolution characteristics of hierarchical structures. And finally, the sequential evolution characteristics of the crude oil trade network stability are analyzed utilizing the network stability measure method based on the trade relationship autocorrelation function. The analysis results show that Russia has the largest out-degree and out-strength,and China has the largest in-degree and in-strength.The crude oil trade volume of the top 10 import and export networks between 2001—2020 accounts for over 90%of the total trade volume of the crude oil trade network, and the proportion remains relatively stable. However, the stability of the network showed strong fluctuations in 2009,2012 and 2014,which may be closely related to major international events in these years, which could furtherly be used to build a correlation model between network volatility and major events. This paper explores how to construct and analyze the spatial interaction network of crude oil trade and can provide references for trade relations research and trade policy formulation of B&R countries.

文摘China has adhered to the concept of green development since the introduction of the Belt and Road Initiative in 2013.However,as the initiative continues to advance, speculations have been raised on the possibility of its reduction of the environmental quality of the countries along the routes. So,has the seven-year-old Belt and Road Initiative reduced the environmental quality of these countries and how does it affect the environmental quality? To address these issues, this study conducted a quasi-natural experiment, based on the WDI 2005-2017 data, the human development index database of the World Bank and the OECD(Organization for Economic Cooperation and Development)database.A country-year panel data was constructed using the difference-in-differences model to assess the countries along the‘area’initiative for environmental effects, and to further examine the heterogeneity and the policy effect mechanism. The main conclusions were as follows:①The Belt and Road Initiative had significantly improved the environmental quality of countries along the routes. The conclusions remained robust after the introduction of the placebo test, the use of instrumental variables to alleviate possible endogenous problems and a series of other robustness tests.②The results of heterogeneity analysis showed that the Belt and Road Initiative exerted a greater effect on the countries with lower environmental quality than those with higher quality in terms of environmental improvements.③Mechanism analysis showed that the Belt and Road Initiative improved the environmental quality of countries along the routes by promoting technological progress and strengthening environmental regulation, but it failed to significantly improve the environmental quality of these countries by promoting clean energy structure and industrial structure and increasing the scale effect. Therefore,China should continue to vigorously promote the concept of developing a green Belt and Road, expand the coverage of the green Belt and Road, improve the level of clean energy structure of the Belt and Road countries through investment and cooperation, and promote the clean transformation of their industrial structure. These findings provide empirical evidence and implications for the better promotion of the green Belt and Road Initiative, and have certain reference value for the follow-up implementation of the Belt and Road Initiative.
文摘This paper is based on 2006-2017 relevant data of 56 countries along the “Belt and Road” to find out the investment effect of cultural “going out”. The empirical results show that: cultural “going out” has a significant promotion effect on China’s foreign direct investment;this effect has national heterogeneity, which is more effective for emerging markets and developing countries;for some traditional influence factors, such as traditional GDP per capita and time for diplomatic relations, cultural “going out” has a substitution effect. Finally, according to the empirical results, put forward targeted suggestions.

文摘China is the starting point and pioneer and driver of the Silk Road Economic Belt; Russia is located in the throat place of the belt; and India is at the joint of the belt and the Maritime Silk Road. China, Russia, and India as the BRICS countries are geo-connected, easy to reach a consensus because of their common and similar interests. The three countries also have common inherent demands and strategic directions: connectivity, complementarity, taking advantage of the great powers of Eurasia and sea-land compound, moving toward the grand trend of modern international economy and technology development. Promoting the construction of the Silk Road Economic Belt accords with their respective interests, and is their common interests, which decide that China, Russia, and India are the key factors and dominant forces in the construction of the belt.

文摘To promote the reconstruction and optimization of the global value chains(GVCs),it is essential to tackle the prominent contradictions and problems including inequality of opportunity and status in the evolution of the GVC division of labor. The Belt and Road Initiative(BRI)promoted by China has obtained remarkable achievements in this regard;however, there lacks sound theoretical and empirical evidence as to whether the BRI has driven the GVCs to develop towards a more equitable direction. This paper employs the difference-in-differences model to empirically analyze the GVC optimization effect of the BRI.In addition,on the basis of the so-called“five-pronged approach”index, the paper uses the mediating effect model to test the mechanism of influence. The empirical results suggest that the BRI has helped participating countries along the routes to increase their position in GVC division of labor significantly through the mediating mechanism of four out of the“five-pronged approach”,namely policy coordination, road connectivity, unimpeded trade, and currency convertibility. The strengthening of and closer people-to-people ties has not yet appeared to be an effective mediator, and a possible explanation may be that its influence is indirect and lagging.
