Currently,there are two main problems confronting the implementation of the "coal to gas" policy:The first is determining how to ensure a gas supply,and the second is that the price of natural gas is much higher than that of coal and has held back the progress of "coal to gas." In terms of future policies and market trends,it is believed that the state will tighten tax laws as well as emission standards,and the use of coal in power generation,the fuel industry,the chemical industry,and other areas will decrease while the demand for natural gas will continue to increase.展开更多

There have been many controversies surrounding this policy and its effect on coal mine safety. This...Since 1999, shutdown policy has been one of the most important industrial policies in China 'S coal mining industry. There have been many controversies surrounding this policy and its effect on coal mine safety. This paper summarizes, analyzes and tests two contradicting views of the effects of shutdown policy on the mortality rate of township-and-village-owned coal mines. One view, or the regulative view, believes that shutdown policy induces firms to increase safety input, thus decreasing mortality. The opposing view, or the property rights view, argues that shutdown policy disturbs property rights stability and actually increases mortality. We built a simple theoretical model to analyze these contrasting rationales. The model uses the difference-in-difference method and provincial panel data from 1995 to 2005 to empirically test the policy's effects. Our findings are that shutdown policy significantly decreases output while also increasing mortality in township-and-village coal mines. This result is consistent with the property rights view.展开更多

The northeast Indian coals have unusual physico-chemical characteristics such as high sulfur, volatile matter and vitrinite content, and low ash cont...Northeast India has a good deposit of sub-bituminous tertiary coal. The northeast Indian coals have unusual physico-chemical characteristics such as high sulfur, volatile matter and vitrinite content, and low ash content. In addition, many environmental sensitive organic and mineral bound elements such as Fe, Mg, Bi, AI, V, Cu, Cd, Ni, Pb, and Mn etc. remain enriched in these coals. Such characteristics are associated with more severe environmental impacts due to mining and its utilization in coal based industries. Environmental challenges include large scale landscape damage, soil erosion, loss of forest ecosystem and wildlife habitat, air, water and soil pollution. Several physical and chemical methods are reported in literature for the removal of mineral matter, total sulfur and different forms of sulfur from high sulfur coal in northeast India. This paper may help different researchers and stakeholders to understand current state of research in the field. Initiatives may be taken towards sustainable use of coal resources by adopting innovative clean technologies and by implementing effective control measures and regulatory policies.展开更多

Since renewable energy sources are growing in importance, how well they can penetrate the energy market for power generation will be a very important factor in the role the coal industry will play in the future. This ...Since renewable energy sources are growing in importance, how well they can penetrate the energy market for power generation will be a very important factor in the role the coal industry will play in the future. This paper examined the displacement of coal power plant capacity from 2010 to 2050 by renewables with respect to three drivers assumed under various conditions: the American Recovery and Reinvestment Act (ARRA), Greenhouse Gas (GItG) policy, and varying plant capital cost cases. The results by 2050 illustrate that renewable market penetration captures anywhere from 1.9% to 6.4% of potential coal power generation capacity additions. Renewable power generation capacity additions is expected to outpace coal power plant additions by 89% with respect to ARRA in 2050, however with no GHG policy coal power generation capacity build-outs will outpace renewables by as high as 809%. Finally, coal power generation is still projected to be the largest single energy source contributor to the electricity market making up 28.0% of total available capacity, while renewables are expected to only make up 16.3% of total available capacity.展开更多
