In its new development stage,China seeks to derive new dynamism from reform and opening up at a higher level to boost consumption and services.This process coincides with a further differentiation of comparative advantages across regions.Economic activity and population will continue to concentrate in clusters in coastal and central cities amid a continuous outflow of population from remote areas.Development expansion from coastal to interior regions and from central cities to the periphery will promote a new regional development paradigm of“dual centers and periphery”.Therefore,China’s regional development strategy should follow the new theory of seeking relative equilibrium amid development,identify regions of population inflow and outflow,and explore a new development path of regional specialization and coordination.By deepening market reforms and increasing central government coordination,the country is poised to improve the spatial allocation of resources and unleash institutional dividends in the process of developing a unified national market.

Study on the Role of Land Circulation in Promoting Poverty Reduction through Industrial Development——A Case Study of Mopi Village,Xinping County,Yunnan Province

In recent years,under the stimulation of the national policy and the land circulation policy,the villages and towns have begun to guide the farmers to carry on the land circulation in an orderly way,combine the targeted poverty alleviation with the development of modern agriculture,and drive the registered households to participate in the modern agricultural industry and achieve the goal of getting rid of poverty and getting rich while realizing the transformation and upgrading of agriculture. The transfer of land management right can drive the local employment and the poverty reduction through industrial development is implemented. Taking Mopi Village in Xinping County as an example,this paper analyzes the main methods and effects of the transfer of land management right in this village in promoting poverty reduction through industrial development,and puts forward the existing problems and suggestions.

Countermeasures and Investigation of Land Circulation in Less Developed Agricultural Area of Henan Province,China

Some places in Henan Province are investigated by using sample surveys and interviews. Result shows that land circulation in less developed agricultural area of Henan Province has the characteristics of small scale,single form,short period,and circulation land in economic core region. Problems in land circulation are as follows:slow transfer of rural surplus labor force,hard implementation of fundamental land circulation,complicated mentality towards rural land circulation,many misgivings about land circulation,the unformed social service system of land circulation,and imperfect agricultural risk prevention mechanism for circulated land use. Based on the characteristics of land circulation,suggestions for promoting the land circulation of less developed agricultural areas are put forward in order to solve the problems in land circulation and to lay the foundation for effective implementation of land circulation,such as speeding up the development of urbanization,developing the circulation of collective land,effectively implementing the laws and regulations of rural collective land circulation,transferring land according to law,establishing market mechanism of agricultural land circulation,promoting the agricultural industrialization,establishing market mechanism of agricultural land circulation,promoting the agricultural industrialization,energetically readjusting rural industrial structure,and developing economy with local characteristics.

Empirical Study on Factors Influencing Farmland Circulation in Economically Developed Areas

Farmland circulation is the foundation of development of regional farmland market.With the aid of survey data of Jiangsu Province and using Heckman two-stage method,this paper analyzed factors influencing farmland circulation from supply and demand of land.Results showed that non-agricultural employment,social security level,and regional economic development level are key factors.In view of these factors,it is recommended to improve rural labor quality,establish perfect rural social security system,and constantly improve rural security level,which are fundamental ways to promoting farmland circulation and improve circulation market.

Against the backdrop of China's development reality for the time being and upholding the basic logic of boosting the high-quality development of China's economy,the authors give the historical background,realisticclogic,theoretical connotation,and strategic significance of the new development paradigm of dual circulation a thorough interpretation.On this basis,the authors conduct a detailed analysis of the development path between China's Free Trade Zones(FTZs)and the new development paradigm of dual circulation,as well as the new orientation of FTZs under this paradigm.Focusing on systems thinking,the new development paradigm of dual circulation not only opens up a new realm of open economic theory with Chinese characteristics but also enriches the socialist political economy with Chinese characteristics.From the perspective of the new development paradigm of dual circulation,China's FTZs serve as a reform test field and a powerful starting point for driving the high-quality circulation ofChina's economy.From another perspective,it is also an open bridgehead and a significant window for China to participate in international economic circulation.In this sense,China's FTZs remain the key hub linking domestic and international circulations.China's FTZs should be given greater reform autonomy.Whilefocusinggon the differentiated exploration and development models,the dividends of the first trial system should be fully utilized to integrate China's FTZs into the national open development strategy.Thus,high-level open practice can be anticipated to boost the virtuous circle of domestic and foreign economies,with concerted efforts and drive China's economy toward a high-quality future.

The urban and rural areas are regarded as two major components of the regional economic system. Only through joint balanced development of the two can we achieve overall economic optimization and social welfare maximization. But the great social division of labor has separated urban areas from rural areas,which casts the shadow of city-oriented theory on cooperative relations between urban and rural areas. Mutual separation between urban and rural settlements and independent development trigger off a range of social problems. We must undertake guidance through rational development path of urban-rural integration,to eliminate the phenomenon of urban-rural dual structure,and promote the sustainable development of population,resources and environment in urban and rural areas as soon as possible.

The process development and product application of Tisco DSS

DSS have high strength,high corrosion resistance and good welding properties.Comparing with the same corrosion resistance level austenitic stainless steel,DSS decrease largely Ni content and realize the thinning of thickness design to perfectly optimize properties and decrease costs.Now DSS have been widely used in many fields such as petroleum,chemical industry,paper production,shipbuilding,nuclear power, seawater desalting,vacuum salt production and architecture.Tisco have began the process development and product application research of DSS products from last century and gradually solved a lot of technical problems such as AOD nitrogen alloying control of various content DSS,high temperature deformation mechanism of thermal process,large deformation hot rolling process of coils,the effect of bad phase precipitated during hot treatment process on properties and high efficiency pickling of high Cr/Mo content DSS plates.The various alloy content DSS plates and wide cold rolling coils(3Re60,S32101,S32304, S31803,S32205,S32750 and SUS329J4L) were successfully developed and used in national important constructions,key industries and abroad projects.

双碳目标下绿色金融碳减排效应的实证研究

绿色金融是实现绿色低碳发展战略的重要手段,研究绿色金融碳减排效应及其作用机制对实现“双碳”目标具有重要现实意义。利用2008—2020年省际面板数据,实证检验了绿色金融碳减排效应、作用机制和异质性。研究结果表明:无论是总维度还是分维度,绿色金融均具有显著的碳减排效应,其中绿色投资的碳减排效应最大,绿色证券次之,绿色信贷最小;绿色技术创新对绿色金融碳减排效应具有中介作用,环境规制与金融市场化均增强了绿色金融碳减排效果;东部组、科技发达组和高耗能组相对中西部组、科技欠发达组和低耗能组绿色金融碳减排效应更为明显。因此,进一步加大绿色金融产品创新,实现绿色金融资源高效配置,制定差异化绿色金融政策尤为重要。

广东在“双循环”战略中的功能与路径选择

如何实现“双循环”新发展格局大战略是我国经济发展亟待解决的问题,广东历来是全国改革开放的前沿阵地,理应承担起积极构建“双循环”新发展格局的重任。首先,基于广东历史区位,分析广东省在“双循环”新格局中的功能。然后,基于马克思的社会再生产理论,从生产、分配、流通、消费和外贸方面,分析了广东构建“双循环”新格局中的优势和劣势。最后,从投资、创新、收入、保障、物流、消费等方面提出广东省构建“双循环”新格局的实践路径。

“双循环”新格局下中国省域旅游协同发展研究

旅游业具备较强的辐射和联动作用,同时也具备较好的内外循环能力,区域旅游协同发展对促进区域旅游高质量发展、推动国内旅游内循环、疏通国际旅游外循环具有重要意义。文章以中国31个省域为研究对象,构建中国旅游协同发展的评价指标体系,运用耦合协调模型与标准差椭圆分析中国旅游协同发展状况与演化趋势,运用引力模型与社会网络分析法研究各省域旅游协同发展的空间联系强度。研究表明:(1)中国旅游协同发展总体上呈现“东部隆起,西部凹陷,中部衔接”的态势,形成马太效应,旅游协同发展重心逐渐向西南移动;(2)空间联系的网络结构逐渐向面状式聚集,在东部与中部形成的增长极发挥核心辐射作用,以空间联系强度为划分标准的聚类逐渐集中并打破地域限制。由此提出,东部应用创新突破旅游协同发展瓶颈,中部需要充分挖掘自身旅游优势,西部各方面起头并进,统筹发展;充分调动各省域之间的旅游活力,促进旅游各要素在区域间的流动,实现由小区域向大区域推进旅游协同发展,逐步提高中国整体旅游协同发展水平。

新发展格局下吸引境外医疗消费回流协同治理框架构建研究

“双循环”新发展格局下吸引境外医疗消费回流是应对中国式现代化、“健康中国”战略和人口老龄化国家战略的重要举措,是当前我国推动供给侧结构性改革和医疗健康产业高质量发展的动力引擎。医疗消费具有产业和事业的双重属性,涉及政府部门、行业协会、医疗机构、旅游企业、中介机构等多方主体。因此,吸引境外医疗消费回流需要统筹政府政策顶层设计、行业市场环境优化、企业市场战略调整等方面构建协同治理框架,通过政府激励、行业聚力、企业齐心,多方协同共同推动我国医疗消费服务行业高质量发展,培育优良的医疗消费服务环境,从而吸引更多的境外医疗消费回流。

数字经济要素收入核算与竞争力分析——基于“属权原则”的异质性视角

文章以OECD发布的ANME ICIO表为基础,提出了一种新的数字经济要素收入测算方法,进而准确地捕捉跨国企业数字技术活动的影响。通过构建综合指标,对比分析中国与其他主要经济体在数字经济发展竞争力方面的差异。同时,深入探讨本国企业与跨国企业在数字经济要素收入获取中的角色差异,并剖析数字经济要素收入的结构,聚焦不同价值链活动对其贡献的差异。研究结果表明,中国数字经济竞争力稳步增强,尤其值得关注的是,中国的计算机硬件设备制造业成为推动数字经济要素收入增长的引擎,全球竞争力卓越;然而,中国的IT及信息服务业对数字经济发展的推动作用仍有提升空间。此外,研究发现中国数字经济发展在一定程度上依赖于核心数字技术跨国企业,但本国企业在海外活动中的数字经济要素收入占比相对较低,制约了整体发展。文章揭示了国内价值链相关活动是中国数字经济要素收入的主要来源,巨大的市场规模为内循环提供了广阔的增长空间。值得强调的是,中国从外国直接投资中获得的数字经济要素收入占比仅次于内循环,凸显了中国吸引和利用外资以参与全球价值链相关活动的能力。最后,为促进中国数字经济的可持续发展提供了相关建议。

“双循环”格局下中国饲料粮进口稳定性研究

“双循环”格局下适度进口已成为缓解国内饲料粮供需矛盾的现实选择。在有效利用国际饲料粮市场的同时,降低饲料粮进口的稳定性风险,既重要且必要。在对国内饲料粮供需形势精准判断的基础上,综合分析饲料粮进口的可获性与可供性,并采用香农熵指数法对饲料粮的进口来源稳定性进行评估。结果表明:国内饲料粮供需格局趋紧并呈现常态化发展趋势,供需缺口不断扩大,适度进口饲料粮是大势所需。总量上,世界饲料粮的供应潜力巨大;时点上,我国与国际饲料粮生产波动的相关性较弱。因此,利用国际市场弥补国内饲料粮的供需缺口是可行的。1992—2020年,我国饲料粮进口的稳定程度整体处于较低水平,其中,玉米、麦麸和大麦的变动幅度较大,大豆的波动幅度较小。在新一轮高水平开放格局下,亟须完善政策体系、优化进口结构、提高进口稳定性,构建“双循环”新发展格局下开放型的国家饲料粮安全保障体系。
