Accelerating the Digitalization Process in Rural China and Promoting Common Prosperity

Under the historical background of promoting agricultural and rural modernization in an all-round way,this paper deeply analyzes the practical significance of digital construction in rural China,and explores the problems in the digitalization level of rural infrastructure,farmers digitalization awareness and accomplishment,and agricultural digital system.Countermeasures and suggestions are put forward from four aspects:digital village construction policy system,rural digital infrastructure construction,rural digital talent cultivation system,and agricultural digital system,and the rural digital construction of Huzhou City is taken as an example,in order to further realize the goal of empowering rural farmers with digital technology for common prosperity.

Study on the Measurement of the Development Level of Common Prosperity

Constructing a comprehensive prosperity evaluation index system from the dimensions of“affluence”and“commonality,”consisting of 23 detailed indicators,this study utilizes the entropy method and provincial panel data from 2011 to 2020 to measure the level of common prosperity across Chinese provinces.The research findings indicate an overall upward trend in the common prosperity development level among provinces during the sample period.Beijing,Shanghai,Zhejiang,Guangdong,and Jiangsu exhibit the highest common prosperity indices at the provincial level.From a spatial perspective,significant disparities exist in the common prosperity levels among different regions.Consequently,policy recommendations are proposed:Tailoring strategies for regional development based on realities,reinforcing regional coordinated development,and promoting the advancement of common prosperity.

Inclusive Finance,Income Gaps and Common Prosperity

According to the Report to the 20^(th) CPC National Congress,delivering common prosperity for all the people is an intrinsic requirement of Chinese modernization.Based on China Household Finance Survey(CHFS)data from 2015 to 2019,this study examines the effects of inclusive finance on China’s household income disparities and demonstrates how inclusive finance contributes to shared prosperity.Our empirical research reveals that inclusive finance has significantly decreased the income disparities between Chinese households.Inclusive finance has significantly increased the income levels of households below the 40^(th) percentile,making it more likely for them to move above the 40^(th) percentile of incomes,which is conducive to delivering common prosperity.Our analysis indicates that inclusive finance will reduce income disparities by assisting low-income households in starting a business and by promoting rural household employment.Reflecting its inclusive nature,further investigation reveals that inclusive finance has a greater positive impact on the income level of vulnerable households.Our research offers new evidence for comprehending the role of inclusive finance and a new interpretation of income disparities,with policy implications for accelerating Chinese modernization.

The Institutional Framework of Common Prosperity in the Process of Chinese Modernization

The report to the 20th CPC National Congress makes it clear that achieving common prosperity for all is an essential requirement of Chinese modernization,and that China has come to a historical period when concrete measures can be taken to promote common prosperity with a well-researched and effective system.In the new journey of Chinese modernization,we must correctly understand productive forces and production relations,properly handle the relation between efficiency and fairness,and promote common prosperity with sound systems.Therefore,efforts must be made to create an institutional framework of common prosperity that involves three pillars—socialism with Chinese characteristics as the fundamental system,improving the efficiency and vitality of productive forces as the basic system,and preserving fairness and adjusting productive relations and income distribution as the foundational system.To succeed,we must do the following three things.First,we should uphold the system where the Party leads the country,and all our work and the people run the country.Second,we should improve the basic economic system in which public ownership is the mainstay,the high-level socialist market economy,related systems,to promote high-quality economic development,and auxiliary systems to realize common prosperity with the digital economy.Third,we should perfect the institutional arrangements related to primary,secondary,and tertiary income distribution.

People's Well-rounded Development:The Value Orientation of Common Prosperity in the New Era

Achieving common prosperity for all is an important feature of Chinese modernization and an essential requirement of socialism with Chinese characteristics,with the core value orientation of promoting the people’s well-rounded development.This reflects the close relationship between people’s well-rounded development and common prosperity and implies that common prosperity is not just an economic issue,but also a political matter,a moral subject,and a human rights goal.Being“people-centered”is the core positioning of common prosperity,with its inherent collective and individual attributes.In terms of the object dimension of prosperity,it encompasses a wide range of rights such as material and spiritual well-being,which are advanced in a coordinated manner,and a deepening level of guarantee gradually improving.In the practical concept of“shared development,”it emphasizes the unity of state obligations and individual responsibilities,as well as the phased approach and promotion of common prosperity through the rule of law.Therefore,the essence of common prosperity lies in shifting from a“material-centered”perspective to a“people’s well-rounded development-centered”perspective.It combines the principles of fairness and inclusiveness with the recognition of diverse developmental needs.The focus is on enhancing the subjective initiative of the people,aiming to truly achieve the happiness of the people and promote people’s well-rounded development through the realization of“common prosperity.”

The Rights Logic of Common Prosperity:Structure,Evolution,and Path to Implementation

The concept of common prosperity embodies the right of the people to a happy life,which is in line with General Secretary Xi Jinping’s proposition that“the people’s happiness is the greatest human right.”Its rights structure has the attributes of collective rights,reflecting the people’s pursuit of material civilization,spiritual civilization,harmony,beauty,and other social values.The realization of these rights is based on individual diligent labor and also entails human rights responsibilities of the state and society.Since the Third Plenary Session of the 11th Central Committee,China has pursued the basic policy of reform and opening-up,dismantling institutional barriers that hindered the development of productivity and the full realization of rights.This has stimulated the initiative,enthusiasm,and creativity of the people in their endeavors and entrepreneurship,leading to a historic leap from standing up to becoming prosperous.The living standards of the people have greatly improved.In the new journey toward achieving the second centenary goal,China should follow the important discourse of General Secretary Xi Jinping on respecting and protecting human rights,take the path of socialist human rights with Chinese characteristics,and better meet the growing aspirations of the people for a better life in the pursuit of high-quality economic development.

Technological Innovation: A Primary Driver to Promote Global Urban Common Prosperity——An Analysis of Factors Influencing the Competitiveness of 1,007 Cities around the World

Common prosperity,an important goal of human development,increasingly has to be achieved through the common prosperity of cities.The research into and discovery of the determinants which create differences in urban economic competitiveness is of great signi ficance as,thereby,the research and expected discovery can help with the formulation of relevant policies for development,competition,and cooperation to promote win-win conditions among cities.However,such research is still rare.Based on the economic competitiveness data of 1,007 cities,this paper uses OLS regression and Shapley-value based decompositions regression to analyze factors affecting the economic competitiveness of global cities and differences that the cities made.Combined with quantile regression,studying the law of changing of each factor's effect on cities with different levels of economic competitiveness is of theoretical and practical signi ficance.The study findings are as follows.(1)The variability of global urban economic competitiveness is quite large.Cities in North America and Europe are still the benchmarks of global urban economic prosperity.(2)Financial services,technological innovation,industrial system,business environment,institutional environment,infrastructure,among other factors,have signi ficant impacts on the economic competitiveness of cities.(3)The primary factor that in fluenced the variability in economic competitiveness is technological innovation.(4)The ranking of the main in fluencing factors varied slightly between cities at different levels of economic competitiveness.These indicate that the international community should promote innovation in and diffusion of science and technology to achieve common prosperity by narrowing the gap between cities.The relevant decision-making departments,e.g.urban planning departments with strong economic and finance expertise of the cities in different development zones should adopt different measures in accordance with their actual situations.

The Realization of Common Prosperity through Relative Poverty Alleviation:Gradient Development and Optimization

Relative poverty alleviation is explicitly consistent with common prosperity.Relative poverty alleviation,which is part of the modernization of national governance capacity,is both an objective requirement of effective poverty alleviation and an inevitable approach to the realization of common prosperity.The alleviation of relative poverty and the realization of common prosperity are intrinsically coupled because they feature overlapping time sequences,monistic values,superimposed fields,similar systems,and homogeneous elements.The relationship between the two is essentially symbiotic,coexistent,and synergistic.Consequently,how to effectively alleviate relative poverty and build a dynamic long-term mechanism for relative poverty alleviation will be one of the major challenges for China to tackle before it can make more obvious and substantial progress toward common prosperity for all by 2035.This paper proposes relevant countermeasures and suggestions,which mainly concern the building of a dynamic,multi-dimensional mechanism for relative poverty alleviation and a coordinated mode for the two missions.The aim is to achieve a balanced integration of the academic logic,social logic,and policy logic.

The Moral Orientation of Solidly Promoting Common Prosperity for All People in the New Era

The moral connotation of solidly promoting common prosperity for all people in the new era has been formed in the interaction between history and practice.It features the full coverage of the subjects of common prosperity,the richness of the content,the gradualness of the process,and the authenticity of the practice.As the core structural elements,the three units of consciousness,namely,the moral logic of putting people first,the moral model of coordinated development,and the moral ideal of coexistence,form the organic whole of the moral pattern of solidly promoting common prosperity for all people in the new era.The moral practice of solidly promoting common prosperity for all people in the new era refers to the maximum realization of the value and dignity of human survival and development.The pursuit of high-quality development is also the striving for common prosperity,the pioneering spirit and collective consciousness highlighted in the construction of the demonstration zones for realizing common prosperity,and the role of the third distribution and the upholding of fairness and justice have vividly demonstrated the moral practice of solidly promoting common prosperity for all people in the new era.

The Chinese Path to Rural Common Prosperity:Based on an Analysis of Jiangsu and Zhejiang Rural Demonstration Projects

Common prosperity in rural areas is integral to achieving common prosperity.This paper makes an in-depth analysis of Jiangsu and Zhejiang rural demonstration projects from a state-society interaction perspective.Pathway analysis is based on the framework of“high-level promotion-endogenous development”linked by the advancement of the building of the Communist Party of China and the Party’s leading role:high-level promotion,through multi-level responsibilization,ensures policy implementation,while endogenous development,driven by endogenous breakthroughs and economies of scale brought about by industrial integration,generates explosive dynamics through common interest bonding.By linking high-level promotion with endogenous development,the advancement of Party building and the Party’s leading role ensure benign interaction between state and society.The combined efforts of state and society creates a“common prosperity effect,”effectively solving the thorny problem of“weak society”in the welfare system of developing countries and that of the“welfare trap”in the welfare system of welfare states.This,in a sense,enables China to embark on the road to rural common prosperity.

Common Prosperity and Reshaping China's Economic Cycle: Theoretical Logic and Empirical Evidence from a Political Economic Perspective

Fostering a new development dynamic is in nature about reshaping the relations between domestic and international economic cycles to achieve self-reliance and self-strengthening at higher levels.Economic cycle is the integration of various links such as production,distribution,exchange and consumption.This paper attempts to study the influence on economic cycle from income distribution based on the principles of political economy and therefore link common prosperity with the new development dynamic.It finds that labor income share is central to income distribution.On the supply side,income distribution affects choice of technology and production eficiency through changing wages;on the demand side,it influences size of demand and level of capacity utilization both directly and indirectly.Specifically,changing wages lead to changing size of reproduction and consumption by laborers in the direct way and cause changing profit margins and thus affect accumulation in the indirect way.The two channels produce effects simultaneously,yet in opposite directions,which justifies the categorization of economies into"profit-oriented"and"wage-oriented"ones according to the different influence of changing wages on the level of capacity utilization.In this theoretical logic,the paper comprehensively analyzes China's income distribution,wages,all labor productivity,organic composition of capital,profit margins,accumulation rates,level of capacity utilization and relations between domestic and international economic cycles,and finds that Chinese economy has turned from"profit-oriented"to"wageoriented"since the turning point of 2010.It signals both necessity and feasibility of promoting common prosperity and fostering a new development dynamic.This paper also proposes some policy suggestions on promoting common prosperity from the perspectives of ownership,distribution,government-market relations and spatial structure.

Scientific Connotation,Intrinsic Relationship,and Strategic Key Points for Rural Revitalization under the Goal of Common Prosperity

This paper analyzes rural revitalization under the goal of common prosperity.Firstly,on the basis of making clear what common prosperity is in the new era along with its connotation,the connotation of rural revitalization under the goal of common prosperity is systematically delved into six dimensions:subject,motivation,content,path,process,and goal.Secondly,the intrinsic relationship between common prosperity and rural revitalization is examined from the perspectives of rural revitalization,common prosperity,and development.Thirdly,grounded on theoretical analysis,this paper outlines strategic key points for rural revitalization under the goal of common prosperity upon applying designing principles to practice.

Integrated water risk early warning framework of the semi-arid transitional zone based on the water environmental carrying capacity (WECC)

Water risk early warning systems based on the water environmental carrying capacity(WECC)are powerful and effective tools to guarantee the sustainability of rivers.Existing work on the early warning of WECC has mainly concerned the comprehensive evaluation of the status quo and lacked a quantitative prejudgement and warning of future overload.In addition,existing quantitative methods for short-term early warning have rarely focused on the integrated change trends of the early warning indicators.Given the periodicity of the socioeconomic system,however,the water environmental system also follows a trend of cyclical fluctuations.Thus,it is meaningful to monitor and use this periodicity for the early warning of the WECC.In this study,we first adopted and improved the prosperity index method to develop an integrated water risk early warning framework.We also constructed a forecast model to qualitatively and quantitatively prejudge and warn about the development trends of the water environmental system.We selected the North Canal Basin(an essential connection among the Beijing-Tianjin-Hebei region)in China as a case study and predicted the WECC in 25 water environmental management units of the basin in 2018–2023.We found that the analysis of the prosperity index was helpful in predicting the WECC,to some extent.The result demonstrated that the early warning system provided reliable prediction(root mean square error of 0.0651 and mean absolute error of 0.1418),and the calculation results of the comprehensive early warning index(CEWI)conformed to the actual situation and related research in the river basin.From 2008 to 2023,the WECC of most water environmental management units in the basin had improved but with some spatial differences:the CEWI was generally poor in areas with many human disturbances,while it was relatively good in the upstream regions with higher forest and grass covers as well as in the downstream areas with larger water volume.Finally,through a sensitivity analysis of the indicators,we proposed specific management measures for the sustainability of the water environmental system in the North Canal Basin.Overall,the integrated water risk early warning framework could provide an appropriate method for the water environmental administration department to predict the WECC of the basin in the future.This framework could also assist in implementing corresponding management measures in advance,especially for the performance evaluation and the arrangement of key short-term tasks in the River Chief System in China.

从双元财富特征、财富获取途径、财富分享对象、财富分配方式4个维度,对共同富裕目标下全新的社会责任战略进行解构。在共同富裕导向下,企业的“富裕”应该是物质和精神的双元富裕;企业在财富获取过程中,要基于价值创造、科技创造、劳动创造从而实现价值“共创”;在财富分配过程中,要树立以“广泛利益相关者”为核心的财富分享理念。在此基础上,分析企业助力实现共同富裕的作用机制,以及实现物质财富和精神财富的共创共享,由此达到“类陀螺式”的稳定财富分配结构,支撑共同富裕目标的实现。此外,提出面向共同富裕的企业社会责任2.0战略框架。

乡村旅游高质量发展与共同富裕的动态耦合协调演化——以张家界为例

以张家界市为研究案例地,廓清乡村旅游高质量发展与共同富裕的相互关系及耦合机制,分别构建乡村旅游高质量发展和共同富裕评价指标体系,综合运用耦合协调模型和剪刀差模型,刻画了该区域2007—2019年乡村旅游高质量发展与共同富裕耦合协调的动态演化过程及规律。研究结果表明:(1)在研究期内,张家界市乡村旅游高质量发展综合指数由0.269增长至0.789,共同富裕综合指数的0.151增长至0.756,均呈波动上升态势;(2)两系统耦合协调度指数由0.449增长至0.881,可划分为中度耦合协调、高度耦合协调协调和极度耦合协调3个阶段;(3)乡村旅游高质量发展系统的演化速率中期出现大幅下降,使二者的剪刀差曲线呈现拉平钩形的变化形态,二者演化速率差异逐步拉大。

数字乡村建设驱动西部地区共同富裕——内在机理及实证检验

数字乡村建设既是数字中国战略的重要方面,也是推动实现共同富裕的重要举措,研究数字乡村建设对共同富裕的影响具有重要的理论价值和现实意义。文章基于2018~2020年中国817个县域面板数据,实证考察了数字乡村建设对西部地区共同富裕的影响效应与作用机制。研究结果表明:数字乡村建设既能促进提升农村居民相对收入,也能缩小城乡收入差距,显著推进了西部地区共同富裕进程。分区域异质性分析发现,数字乡村建设促进西部地区共同富裕的积极效应在县级市中要大于非县级市。分维度异质性分析发现,乡村经济数字化以及乡村生活数字化对西部地区共同富裕的促进作用更加显著。产业结构升级是数字乡村建设驱动西部地区共同富裕的重要作用渠道,意味着数字乡村建设可以通过促进产业结构升级来提高农村居民的相对收入,收敛城乡收入差距。数字乡村建设对城乡收入差距的影响存在乡村治理数字化门槛,跨越门槛值后,数字乡村建设弥合城乡收入差距的作用更大。由此,在持续推动数字乡村建设在西部地区纵深发展的同时,应重视数字乡村建设差异,搭建区域共建协作机制,兼顾其均衡发展,建立数字乡村建设赋能共同富裕长效机制,不断提高数字乡村治理能力,以良性数字乡村建设促进西部地区共同富裕,实现城乡共享共同富裕成果。

共同富裕目标下的高质量县域城镇化评价体系建构

共同富裕是中国式现代化的重要特征,城镇化是实现中国式现代化的必由之路。当前,县域城镇化建设中存在区域发展不平衡、城乡差距不断扩大、基础设施建设不健全、公共服务配套不完善等问题,制约了共同富裕的实现。如何构建一个科学合理的评价体系来评估县域城镇化的发展水平和城乡融合的实现程度,对于推动县域城镇化健康发展、实现共同富裕具有重要意义。在系统回顾已有共同富裕历史渊源与理论内涵的基础上,探究县域城镇化促进共同富裕的内在机理,基于系统性、科学性、客观性和前瞻性原则,依据统计年鉴数据及由“浙江大学—浙江移动数据智能与城市未来联合实验室”开发的“科研数智通”(DIPS)平台大数据,从收入公平、消费公平和城乡融合三大评价维度(一级指标)出发构建了包含9项二级指标和26项三级指标的县域城镇化评价体系。该体系有助于多维度、多视角、多主体评价县域城镇化发展情况,支持并引导县域城镇化高质量发展。
