Construction and Practice of Transformation System of Scientific and Technological Achievements in Agriculture:A Case Study of Chinese Academy of Tropical Agricultural Sciences

Accelerating the transformation of agricultural scientific and technological achievements is a key link in implementing innovation-driven development strategy and rural revitalization strategy,and improving development quality and core competitiveness.How to build a scientific and systematic transformation system of scientific and technological achievements and improve the overall management level of scientific and technological achievements transformation of agricultural scientific research institutes is one of the key tasks to measure how a scientific research institute supports industry and serves society.Taking the Chinese Academy of Tropical Agricultural Sciences as an example,this paper explores the construction and practice of its scientific and technological achievements transformation system since the 13 th Five-Year Plan period.By arranging the current situation of resource elements for the transformation of scientific and technological achievements,analyzing the progress of the construction of the scientific and technological achievements transformation system,summarizing the practical results of the scientific and technological achievements transformation system,this paper puts forward 10 strategies and measures(implementing key projects for the transformation and application of scientific and technological achievements;striving to promote the transformation and application of on-duty scientific and technological achievements;accelerating the development and utilization of advantageous and characteristic resources;strengthening the use and protection of intellectual property rights;actively expanding cooperation activities between government,industry and research;increasing special financial support for the transformation of scientific and technological achievements;innovating state-owned asset management to accelerate scientific and technological development;piloting equity incentives to expand scientific and technological development channels to increase income;striving to create a relaxed environment for the transformation of scientific and technological achievements,effectively create scientific and technological value,enhance the development strength of the institute,and promote high-quality industrial development)in order to provide a useful reference for the transformation of scientific and technological achievements of agricultural research institutes.

Professional Cognitive Education Model for Agricultural Water Conservancy Engineering under the Background of New Agricultural Science

The construction of new agricultural science requires the use of modern scientific and technological means to transform and enhance current agricultural related majors.The agricultural water conservancy engineering major,with its inherent disciplinary advantages,plays an indispensable and important role in the construction of new agricultural science.In recent years,the lack of professional cognitive education has gradually become a significant problem in the training of talents in agricultural water conservancy engineering.Therefore,this paper deeply analyzes the problems and reasons faced by professional cognitive education,and proposes specific educational strategies for several key aspects such as enrollment promotion,freshman enrollment education,construction of teacher team,combination of scientific research and teaching,and strengthening professional cognition through competition activities.It aims to provide reference for improving the quality of professional cognitive education and exploring effective ways.

Organic Combination of Smart Agriculture and Farming-reading Education : Research on Talent Training Model in the New Agricultural Science

By analyzing the complementarity between smart agriculture and farming-reading education,and the advantages of organic combination of the two:addressing the challenges of agricultural modernization and cultivating new talents;enhancing students interest in learning and improving their sense of responsibility and mission;promoting the inheritance of traditional agricultural culture and modern agricultural technology innovation,the organic combination mode of smart agriculture and farming-reading education in the cultivation of new agricultural talents is explored.The analysis shows that it has the following applications in the cultivation of new agricultural talents:in terms of the integration of educational concepts,it combines the modern concept of smart agriculture with the traditional value of farming-reading education;in terms of constructing a curriculum system and adding courses related to smart agriculture,it retains basic courses in farming-reading education,and promotes interdisciplinary integration;in terms of practical teaching platforms,it establishes smart agriculture training bases and farming-reading education bases,and adopts a combination of virtual and real teaching methods;in terms of guiding innovation and entrepreneurship,it encourages students to participate in innovation and entrepreneurship projects,and strengthens industry-university-research cooperation;in terms of teacher team construction,it improves the quality of the teacher team and integrates educational resources both inside and outside the school.Moreover,its evaluation system and incentive mechanism are proposed:constructing a multi-dimensional evaluation system,combining quantitative and qualitative,process and result evaluation,and introducing the third-party evaluation;establishing scholarships and grants,providing support for innovation and entrepreneurship,conducting honor recognition and publicity,and offering career development support.

Construction and Quality Assurance of Outstanding Applied Horticultural Talent Training Curriculum System under the Background of New Agricultural Science:A Case Study of Huaiyin Institute of Technology

Huaiyin Institute of Technology is taken as the research object.The content of horticulture curriculum system under the background of new agricultural science is constructed and elaborated,including theoretical curriculum system of"three platforms and seven curriculum groups"and practice system of"two platforms,three levels and four modules".Moreover,the quality assurance strategy of the curriculum system is discussed from three angles of enhancing professional emotion,enhancing professional practice and strengthening innovation ability,to reach the training objective of outstanding applied horticultural talents under the background of new agricultural science.

Exploration and Practice of"Double Line and Six Coordination"Teaching Method in the Construction of New Agricultural Science Specialty

Aiming at the main problems existing in the teaching process of new agricultural science,systematic solutions are put forward:(1)creating an agriculture related professional group serving the coordinated development of large-scale operation subjects and small farmers,and fully connecting the coordinated development needs of large-scale operation subjects and small farmers;(2)carrying out all-round agricultural related professional teaching reform,so as to cultivate high-quality talents for the organic connection between small farmers and modern agricultural development;(3)based on agriculture related professional resources,taking multiple measures to improve the social service development ability of secondary vocational schools.

Practice and Thinking on the Construction of Agricultural Science and Education Cooperative Personnel Cultivation Base

Agricultural science and education cooperative personnel cultivation base is a new personnel cultivation platform built by the Ministry of Agriculture and the Ministry of Education relying on the national modern agricultural industry technology system,to strengthen the close connection between agricultural education and modern agricultural industry. The first batch of agricultural science and education cooperative personnel cultivation bases have been operating for 5 years. Taking Zhanjiang Litchi-Longan Agricultural Science and Education Cooperative Personnel Cultivation Base as an example,it introduced the achievements in the base construction from the perspective of construction cooperators,and discussed measures for improving the base operation.

Research on Sightseeing Leisure Agricultural Development Based on New Rural Construction——A Case Study of North Jiangsu Province in China

The paper has introduced the connotation of new rural construction,agricultural industrialization,leisure agriculture and North Jiangsu Region,and proposed that leisure agriculture has made following effects on the development of North Jiangsu:promoting rural production of North Jiangsu and improving villagers' life standard;developing agricultural ecological resources in North Jiangsu and facilitating agricultural sustainable development;and transferring surplus labors in North Jiangsu and increasing the value of human resources.It has concluded natural condition,resources condition,human condition and market condition for leisure agricultural development in North Jiangsu.On this basis,it has proposed countermeasures to accelerate leisure agricultural development in North Jiangsu.The government should give political and financial support and provide vocational training;it should create the development concept and business organization mode of leisure agriculture;build service consciousness and make brand publicity with the market as the guidance;perfect government's function,complete organization management and expand public service;and reform rural financial credit system and formulate leisure agriculture insurance measures.

The Role Played by Agricultural Policy-based Finance in New Village Construction

The necessity of the agricultural policy-based finance in terms of supporting the new village construction is analyzed: in the first place, the theoretical roots of agricultural policy-based finance supporting new village construction are "market failure" and "government intervention"; in the second place, the continual decline of agriculture and the "rural financial market failure" in recent years have become the objective evidence and historical mission for agricultural policy-based finance to support new village construction; in the third place, the combination of agricultural policy-based finance and new village construction is conducive to solving the "three agriculture" problems and facilitating the reform of new village construction. The feasibility of the support is analyzed: firstly, agricultural policy-based finance boasts the status and position of the "primary drive" in new village construction; secondly, the nation continuously deepens the reform of rural financial system and policy-based banks and strengthens the functions of Agricultural Development Bank, which provides policies for agricultural policy-based finance to support new village construction; thirdly, the 14 years' reform and development of Agricultural Development Bank and the eleventh five year plan lay sound practical basis for the support of agricultural policy-based finance to new village construction. Based on the necessity and feasibility, the following six aspects are analyzed to fully display the function of the "first engine" of agricultural policy-related finance to new village construction. Firstly, strengthening the credit and loan aid to grain and cotton and some other agricultural products in the circulation domain; secondly, strengthening the credit and loan aid to agricultural industrialization in processing field; thirdly, intensifying the credit and loan aid to agricultural comprehensive development, rural infrastructure construction, application and promotion of agricultural technology, agricultural production means and agricultural ecological construction; fourthly, intensifying the credit and loan aid to rural special group and regional development; fifthly, intensifying the credit and loan aid to agriculture and rural emergency response system and social security system; sixthly, strengthening the credit and loan aid to agriculture and the intermediary construction of rural financial services.

Establishment of Agricultural Logistics Warehouse Receipt Pledge System in New Rural Construction

New rural construction needs a strong financial support. However,agriculture is a high-risk industry; one big obstacle restricting Chinese rural economic development is financing difficulty in the agricultural products producing and processing enterprises. This paper,on the foundation of analyzing the current situation of Chinese agricultural products market,with the theory of modern logistics finance,puts forward the approach of establishing Chinese agricultural products logistics pledge system,and illustrates the function of agricultural products logistics warehouse receipt pledge system in the new rural construction.

Characteristics of traditional agriculture were analyzed from the perspective of history and culture,by comparing modern agriculture and traditional culture,it was proposed that modern agriculture focuses more on landscape,the main contents and era features of landscape agriculture were elaborated as well as the significance of constructing new socialist countryside,and relevant suggestions were proposed for building new land-scape countryside.

Practice and Exploration of New Rural Construction in West Bank of Taiwan Strait Led by Spark Science and Technology

According to practice and exploration of spark program for 26 years in Quanzhou,the main model and their effects of new rural construction in west bank of Taiwan Strait led by spark science and technology were expounded. Six spark program systems were established,consisting of policy support guide,science and technology project lead,experts' intelligence support,spark science and technology training,scitech information service and spark program demonstration. Five spark projects were implemented to promote new rural construction in the west bank of Taiwan Strait,such as constructing the national spark industrial zone,organizing the new rural construction led by science and technology,constituting spark sci-tech innovation center,developing the rural informatization,and establishing science and technology commissioner bases. Finally,enlightenment of spark program and its development ways in the future were put forward.

Research on Brand Construction of Geographical Indication of Agricultural Products in China under the Background of Rural Revitalization

Geographical indications of agricultural products carry the unique product value accumulated in history. Relying on them to build regional brands is a powerful way to achieve stable income increase of farmers and sustainable development of agriculture. This paper summarized the development of geographical indications of agricultural products in China, and reviewed the development status of overall growth, significant regional differentiation and uneven categories. On the basis of affirming the necessity of brand building of agricultural products, this paper concluded the branding dilemma of the loss of geographical indication resources, weak supervision and insufficient investment of agricultural products in China. Therefore, this paper introduced the idea of "new three Pin and one standardization", and further built a three-stage branding path of "germplasm discovery, quality control, and brand promotion". Based on this, a combination strategy from attaching importance to germplasm quality to formulating brand strategy and enhancing brand competitiveness was proposed. The staged branding construction provides new development ideas for the branding of geographical indications of agricultural products in China, draws out a reference plan for the development of China’s regional characteristic agricultural industry, and lays a solid support for the revitalization of rural industries.

Circular Economy in New Village Construction——A Case of Qinhuangdao City, China

On the strength of the theory of agricultural circular economy, the mutual relation between the development of agricultural circular economy and new village construction is analyzed. The results show that developing agricultural circular economy and constructing new village is the mutual promotion; realizing agricultural circular economy is the main target of new agricultural construction and developing agricultural circular economy is the way of realizing new village construction. The major problems in the development of agricultural circular economy in Qinhuangdao City are pointed out, covering weak ideological foundation of developing agricultural circular economy; inadequate directions from the government and insufficient technical and financial support. The countermeasures on developing agricultural circular economy in new village construction are put forward, including cultivating people's awareness on circular economy; establishing the law and regulation system of agricultural circular economy; intensifying the technical and model innovation of agricultural circular economy and accelerating the maketization pace of agro-products.

Rural Infrastructure Construction in New Socialist Countryside Construction

In the background of new socialist countryside construction,rural infrastructure construction is favorable to consolidating fundamental position of agriculture,expanding rural job opportunities,increasing farmers' income,and favorable to development of rural economy and the national economy. Rural infrastructure construction mainly includes construction of agricultural basic production conditions,construction of rural ecological environment,construction of agricultural service system,and construction of rural living facilities. Finally,we put forward approaches and methods for strengthening rural infrastructure construction: firstly,increase fund input to provide financial support for rural infrastructure construction; second ly,make scientific village planning to ensure sustainability of rural infrastructure construction; thirdly,arouse farmers' enthusiasm and initiative to promote stable development of rural infrastructure construction.

Interpretation of the Construction of Socialist New Countryside

Several old problems in the new countryside construction at present are analyzed.For instance the land transfer mechanism is not flexible,land problems have restricted the development of agricultural industrialization;farmers still have serious problems in income increase and lack the rational investment and consumption awareness;farmers receive low level of education and their cultural qualities are general poor;for a long time,legalization and democratization process of rural grass-roots organizations has been lagged behind.Causations for problems in the new countryside construction are various,such as lacking the subject consciousness,a long-term mechanism,industrial support and capital input.Finally,several new ideas about the construction of socialist new countryside are put forward,including speeding up the development of modern agriculture and doing everything possible to increase the income of farmers;paying attention to the development of civilized villages and towns and doing everything possible to enrich the knowledge of farmers;accelerating the establishment of long-term mechanism and gathering the ideas of farmers to the maximum extent;fully integrating project funds and constructing the socialist new countryside.

Application of GIS in New Socialist Countryside Construction

Survey and research of new socialist countryside construction in Hebei Province are favorable for determining approaches and construction mode of new socialist countryside in other areas,and favorable for advancing the urban and rural integration in Hebei Province. With the aid of GIS technology,it is able to create spatial information database,correlate with rural statistical data and spatial information. Then,in the form of thematic map,it can visually indicate current situations of rural economy,and existing problems of development. Finally,it is expected to promote rural information construction and guide new countryside planning,to facilitate inquiry and search of information,and to provide supporting decisions for new socialist countryside construction.

Challenges and Opportunities for China＇s Agricultural and Rural Development in the 12th Five-year Plan Period

Despite the great progress of rural socioeconomic development in the 11 th Five-year Plan period （2006-2010）, China＇s agriculture and countryside are still.lacing the challenges of a crude development pattern, backward rural development and cities＇ weak driving effect on the countryside. In the 12th Five-year Plan period （20I 1-2015）, China should transform the way agriculture grows and operates; promote rural socioeconomic development; improve urban planning and its functions, institutional innovation, and urban/rural integration to lay a solid foundation for building an all-round well- off society.
