This study investigates the impact of the New Rural Cooperative Medical Scheme(NRCMS)on rural households to escape poverty.We employ the instrumental variable method,the IVProbit model,to analyze the national data fro...This study investigates the impact of the New Rural Cooperative Medical Scheme(NRCMS)on rural households to escape poverty.We employ the instrumental variable method,the IVProbit model,to analyze the national data from the rural-resident field survey by the China Family Panel Studies(CFPS)in 2016.Based on the large-scale data,we found that,first,the hospitalization of family members is the key factor in increasing the risk of the family falling into poverty.The NRCMS has significantly reduced the likely risk of falling into poverty.Second,the impact of the NRCMS on poverty alleviation varies among groups with different levels of income.There is no impact on the upper-middle and high-income groups;in contrast,the NRCMS has substantially improved the capacity of low-income rural families to prevent poverty due to illness,especially for the lower-middle-income group.Third,there exist significant regional differences in the impact of NRCMS on the health poverty alleviation of rural households in China.The NRCMS has successfully reduced the risk of rural households in the western region falling into poverty,simultaneously,no significant impact on those in the eastern and central regions.In order to diminish and eliminate poverty eventually and boost rural residents'capacity for income acquisition,we propose the following:raise the actual compensation ratio of the NRCMS,control the rising expense of NRCMS by promoting the payment method reform,construct the comprehensive healthcare system in the western region,strengthen the medical security for the poor in remote area,and enhance the living environment for rural residents.展开更多

This paper attempted to identify the key factors which potentially contributed to the farmers' willingness to participate in the new-form of the rural cooperative finance organizations sponsored by the Chinese governments. In the process, a total of 442 farmer households as well as small-micro farming enterprises were sampled from the villages in Panjin municipality of Liaoning Province in China, where the new form of the rural cooperative finance organization(NFRCFO) experiment was under way. Those potential factors were classified into the four categories, including the characteristics of the famer households, the reputation of the rural finance cooperatives, transaction costs paid, as well as service quality. A discrete Logit model was used for parameter estimations. The results showed that most of the factors being considered exhibited statistically significant effects on the farmers' willingness to take part in NFRCFO, but with each presenting different levels of impacts. In August 2011,the Sangzhi County government,Hunan Province,adopted a series of new health care policies as a national pilot of the New Cooperative Medical Scheme(referred to as 2011 NCMS).These policies were designed...In August 2011,the Sangzhi County government,Hunan Province,adopted a series of new health care policies as a national pilot of the New Cooperative Medical Scheme(referred to as 2011 NCMS).These policies were designed to further resolve illness-led poverty and the poor state of health care in the local area.The program had a positive impact and spread to other regions in Hunan Province.This paper will discuss the progress made as a result of the policies and several issues that challenge the scheme in practice.A total sample of 1212 individuals and 303 households were included in the analysis,and98 interviews were conducted with people related to the scheme.Our major findings indicate that the 201!NCMS has significantly reduced the out-of-pocket medical payment of rural residents,and also increased the township hospitals'patient flow.However,the medical scheme still faces many challenging issues during the implementation.With the increasing interest among the Chinese policy makers in strengthening and promoting the Sangzhi Model,the impacts of the scheme deserve greater attention in practice so as to further improve NCMS in rural China.展开更多

Thirdly, property and administration structure of rural credit cooperative are the internal reasons for alienation of agricultural support. To achieve the innovation of rural cooperative financial organization, the following aspects should be done: cultivating the basis for rural cooperative economy, further promoting the reform of rural credit cooperatives (innovating a variety of property rights modes; making clear definition of ownership; implementing the internal governance structure), introducing competition in the field of rural cooperative finance, and homing function of government and rural cooperative finance.
文摘We introduce and analyze operating mechanism of three major rural land joint-stock cooperative systems in China,including community type(Nanhai model),collective leasing type(Ningxia Pingluo model) and joint operating type(Zhejiang Jiande model).Current rural land joint-stock cooperative system has following characteristics.Firstly,adhere to the collective ownership and household contract responsibility system in rural areas.Secondly,safeguard farmers' land contractual rights and interests.Thirdly,implement large-scale agricultural production and operation.Fourthly,carry out normative operation of farmers' cooperatives.On the basis of these,we point out such problems as backward technology and short of funds in development of rural land joint-stock cooperative system.Finally,we conclude that the development of rural land joint-stock cooperative system should fully draw lessons from foreign advanced experience,actively try new model like securitization of rural land,to explore a road suitable for current national conditions.

文摘In the context of rural revitalization,people are re-examining the issue of creating the role of teachers as“new rural sages”.However,most of previous studies ignored the school organizational change in the process of reform.The planned happenstance suggests that teachers should maintain a positive mindset about the eventualities in their careers.Based on the organizational change theory,this paper gave some advice to help teachers in playing a role of new rural sages:①rooting in local culture and enhancing teachers’sense of belonging,②providing compensation for teachers in a targeted way,and③providing a comprehensive and objective evaluation mechanism for ensuring teachers’participation in social governance.

文摘The loosely-typed, duty-overlapped and subject-isolated cooperative mechanism of the Belt and Road Initiative has significantly limited the advancement of the initiative and affected the full play of its cooperative effect. New Regionalism is a theory of international relations that concerns international cooperation at the regional level. Its characteristics of multilevel, multi-topic and multi-subject conform to the cooperation needs of the Belt and Road Initiative and provide a guiding framework for the cooperative mechanism of the Initiative. According to the theoretical connotation of New Regionalism, the cooperative mechanism of the Belt and Road Initiative should enrich its cooperation forms, deepen cooperation topics and promote the participation of "State-Market-Society". This mechanism is expected to form various cooperation models, comprehensive governance and diversified participants to enable the smooth advancement of the Belt and Road Initiative.

文摘The positive impact of the development of new agricultural business entities and their institutional systems on the optimization of rural governance structures can be examined from various perspectives,including the state,market,rural society,urban-rural relations,and grassroots governance structure in rural communities.The development of these new agricultural business entities has not only redefined but also restructured the power distribution and governance patterns in rural developing countries,markets,and villages.The rural social order has evolved into a ternary mutual structure governance pattern,often referred to as the“state market rural”model.This transformation has prompted adjustments in the national economic and social policy structure and management systems at both macro and micro levels.It has led to the reshaping of power dynamics,benefit distribution,and governance structures in both urban and rural areas,resulting in significant changes to the economic and social fabric of rural regions.Furthermore,the grassroots governance structure in rural society,characterized by“township governance and village governance,”is undergoing continuous development and improvement.This transition is marked by a shift towards a collaborative governance structure that encourages diverse participation.Building upon the aforementioned optimizations,the rural governance structure now exhibits new characteristics.These include a more extensive and diverse range of rural governance mechanisms,increased openness in governance processes,and a heightened synergy among various governance mechanisms.This dynamic evolution reflects a richer,more diverse,and more open approach to rural governance,fostering a stronger collaborative effort in the pursuit of effective governance.

文摘It has been commonly recognized that the cooperative finance organizations in China's rural areas have been playing an important role in spreading farm production risks, increasing farmers' income, as well as stimulating the overall rural economic growth. This paper attempted to identify the key factors which potentially contributed to the farmers' willingness to participate in the new-form of the rural cooperative finance organizations sponsored by the Chinese governments. In the process, a total of 442 farmer households as well as small-micro farming enterprises were sampled from the villages in Panjin municipality of Liaoning Province in China, where the new form of the rural cooperative finance organization(NFRCFO) experiment was under way. Those potential factors were classified into the four categories, including the characteristics of the famer households, the reputation of the rural finance cooperatives, transaction costs paid, as well as service quality. A discrete Logit model was used for parameter estimations. The results showed that most of the factors being considered exhibited statistically significant effects on the farmers' willingness to take part in NFRCFO, but with each presenting different levels of impacts. The causes and effects for those uncovered empirical results were fully discussed following by policy implication discussion.
文摘In August 2011,the Sangzhi County government,Hunan Province,adopted a series of new health care policies as a national pilot of the New Cooperative Medical Scheme(referred to as 2011 NCMS).These policies were designed to further resolve illness-led poverty and the poor state of health care in the local area.The program had a positive impact and spread to other regions in Hunan Province.This paper will discuss the progress made as a result of the policies and several issues that challenge the scheme in practice.A total sample of 1212 individuals and 303 households were included in the analysis,and98 interviews were conducted with people related to the scheme.Our major findings indicate that the 201!NCMS has significantly reduced the out-of-pocket medical payment of rural residents,and also increased the township hospitals'patient flow.However,the medical scheme still faces many challenging issues during the implementation.With the increasing interest among the Chinese policy makers in strengthening and promoting the Sangzhi Model,the impacts of the scheme deserve greater attention in practice so as to further improve NCMS in rural China.
