The objective of this paper is to examine the effect of an attractive tax policy on the relationship between Foreign Direct Investment (FDI) and air pollution in ECOWAS region over the period 2000 to 2019. By using the Ordinary Least Squares (OLS) method and panel data analyses (fixed effects and random effects), the results show that, in general, FDI does not have a significant effect on air pollution in the region. However, closer analysis reveals that an interaction between FDI and an attractive tax policy has a negative effect on air quality, leading to an increase in air pollution. Thus, companies attracted by tax incentives may not meet rigorous environmental standards. These results highlight the importance for policymakers to balance economic incentives with environmental protection in ECOWAS. Attractive tax policies can stimulate investment, but they must be designed in a way that encourages environmentally friendly practices, thereby helping to improve air quality in the region.展开更多

With single land-use sampling, total surface runoff pollution effect cannot be evaluated unless every land usage spot is monitored. Through a new sampling strategy known as mixed stormwater sampling for a street community at discharge outlet adjacent to river, this study assessed the total urban surface runoff pollution effect caused by a variety of land uses and the pollutants washed off from the rain pipe system in the Futian River watershed in Shenzhen City of China. The water quality monitoring indices were COD (chemical oxygen demand), TSS (total suspend solid), TP (total phosphorus), TN (total nitrogen) and BOD (biochemical oxygen demand). The sums of total pollution loads discharged into the river for the four indices of COD, TSS, TN, and TP over all seven rainfall events were very different. The mathematical model for simulating total pollution loads was established from discharge outlet mixed stormwater sampling of total pollution loads on the basis of four parameters: rainfall intensity, total land area, impervious land area, and pervious land area. In order to treat surface runoff pollution, the values of MFF30 (mass first flush ratio) and FF30 (first 30% of runoff volume) can be considered as split-flow control criteria to obtain more effective and economical design of structural BMPs (best management practices) facilities.展开更多

The type of cookstoves were Noflaye Jeeg and Noflaye Jaboot and were installed in the Cassamance Natural Subregion covering part of Senegal, The Gambia and Guinea-Bissau. The Technical University of Madrid (UPM) has conducted a field study on a sample of these households to assess the effect of improved cookstoves on kitchen air quality. Measurements of carbon monoxide (CO) and fine particle matter (PM2.5) were taken for 24-hr period before and after the installation of improved cookstoves. The 24-hr mean CO concentrations were lower than the World Health Organization (WHO) guidelines for Guinea-Bissau but higher for Senegal and Gambia, even after the installation of improved cookstoves. As for PM2.5 concentrations, 24-hr mean were always higher than these guidelines. However, improved cookstoves produced significant reductions on 24-hr mean CO and PM2.5 concentrations in Senegal and for mean and maximum PM2.5 concentration on Gambia. Although this variability needs to be explained by further research to determine which other factors could affect indoor air pollution, the study provided a better understanding of the problem and envisaged alternatives to be implemented in future phases of the NGO project.展开更多

The tailings contain a variety of heavy metals, and the mass percent of Cu, which is one of the main contaminants in tailings, is up to 0.2601% (analysis by XRF). The Cu can pollute soil and groundwater by rain leaching in the form of Cu(Ⅱ), furthermore ,the fine grained copper-ore-tailings can contaminant larger area by wind for its small granularity ( < 74 μm). The main cause of weathering of mine tailings is due to oxidative dissolution of sulfides. Microorganisms, such as Acidithiobacillus ferrooxidans, play an important role in weathering. These bacteria attach to exposed to mineral surfaces by excreting extracellular polymers and oxidize the sulfide mineral. Some of these bacteria also oxidize Fe2+ to Fe3+ which can chemically oxidize sulfide minerals. These reactions produce voluminous quantities of acid mine drainage and heavy metals which are harmful to the environment and human healthy. This study aims at finding the weathering effects of A. ferrooxidans to Cu(II) pollution of fine grained copper mine tailings, and our experiment applied indigenous A. ferrooxidans FJ-01 to leach the tailings. The optimum test parameters were obtained using shaking flask experiment and SEM observation under the following experimental conditions: 39 days residence time, pulp density 1%-15% (1%, 5% and 15%), 30℃, 120 rpm, pH between 1-3 and redox potential between 400-650 mV. The test results show that the leaching rate of Cu reached 43.1% when the pulp density was 1% after 33 days and kept invariant till the end of the test. In addition, the leaching rate of Cu will decrease as the increase of pulp density, and the maximum rate of 15% pulp density was only 12.5%. From the SEM, it can be seen that the fine grain of tailings flocculated to conglobation under the action of bacterial leaching.展开更多

The urban environmental pollution causes economic losses, and also brings out negative effects on urban society. Based on the social investigation method, this paper aims to study the harms to urban society brought by environmental pollution. After the investigation to the inhabitants of six typical valley-cities:Lanzhou,Xining,Chongqing,Baiyin,Luzhou and Zigong,we found that the urban environmental pollution has resulted in negative influences with different levels on residents' physical, psychological, work, recreations, studies and social activities. The problem of environmental pollution has become a serious restriction to sustainable development of cities mentioned above. Herewith,it has become urgent to strengthen the government regulations for controlling urban environmental pollution.展开更多

Hohhot City and Baotou City fall into the peripheral key air pollution control cities in the " Beijing- Tianjin- Hebei" region. Inner Mongolia government adopted powerful pollution control measures in the period of the conference. According to pollutant concentration data and meteorological data etc. in the course of the event and the same period of last year, the atmospheric pollution variations and control effect were discussed in this study. The results showed that during October 1- 25,2014,there were 16 days with air pollution in Hohhot City and 15 days with air pollution in Baotou City, respectively increasing by 8% and 34% compared with the same period of 2013,and the concentration of particulate matter was also higher than that of last year. During October 22- 24,2014,Hohhot and Baotou cities were polluted persistently. The variation features of hourly concentration of main pollutants PM(10) and PM2. 5were similar to those in the same period of 2013. That is,the pollutant concentration reached the maximum from 21:00 to 23:00,and the minimum appeared from 15: 00 to 19: 00 in the next day. In the course of the event, the concentration of particulate matter in the two cities stared to reduce greatly on October 26. From October 26 to November 13,there were no days with air pollution in Hohhot City, decreasing by 100% compared with the same period of 2013; there were five days with air pollution in Baotou City, and the numbers of days with slight, moderate and severe pollution reduced by 37%,100% and67% respectively compared with the same period of last year. The persistent air pollution from October 22 to the first 10 days of November was related to unfavorable meteorological conditions, and the meteorological condition in the same period of 2014 was even worse. In the course of the event, the Inner Mongolia Government adopted air pollution control measures around October 25 and began to adopt some powerful pollution control measures on November 1. As a result, air pollution in key cities has been controlled effectively. This event showed that urban atmospheric pollution problem can be resolved, and we should take an optimistic attitude towards this matter.展开更多

A combination of models would provide the necessary direction and approaches designed to control NPS pollution through land use planning. In this study, NPS pollution load was simulated in urban planning, historic trends and ecological protection land use scenarios based on the Conversion of Land Use and its Effect at Small regional extent(CLUE-S) and Soil and Water Assessment Tool(SWAT) models applied to Hunhe-Taizi River Watershed, Liaoning Province, China. Total nitrogen(TN) and total phosphorus(TP) were chosen as NPS pollution indices. The results of models validation showed that CLUE-S and SWAT models were suitable in the study area. NPS pollution mainly came from dry farmland, paddy, rural and urban areas. The spatial distribution of TN and TP exhibited the same trend in 57 sub-catchments. The TN and TP had the highest NPS pollution load in the western and central plains, which concentrated the urban area and farm land. The NPS pollution load would increase in the urban planning and historic trends scenarios, and would be even higher in the urban planning scenario. However, the NPS pollution load decreased in the ecological protection scenario. The differences observed in the three scenarios indicated that land use had a degree of impact on NPS pollution, which showed that scientific and ecologically sound construction could effectively reduce the NPS pollution load in a watershed. This study provides a scientific method for conducting NPS pollution research at the watershed scale, a scientific basis for non-point source pollution control, and a reference for related policy making.展开更多

文摘In this study,an inventory analysis approach was used to investigate the intensity of agricultural non-point source pollution(ANSP)and its spatial convergence at national and provincial levels in China from 1999 to 2017.On this basis, spatial factors affecting ANSP were explored by constructing a spatial econometric model. The results indicate that:1)The intensity of China's ANSP emission showed an overall upward trend and an obvious spatial difference, with the values being high in the eastern and central regions and relatively low in the western region.2)Significant spatial agglomeration was shown in China's ANSP intensity, and the agglomeration effect was increasing gradually.3)In the convergence analysis,a spatial lag model was found applicable for interpretation of the ANSP intensity, with the convergence rate being accelerated after considering the spatial factors but slower than that of regional economic growth.4)The spatial factors affecting the ANSP intensity are shown to be reduced by improving agricultural infrastructure investment,labor-force quality, and crop production ratio, while the expansion of agricultural economy scale and precipitation and runoff have positive impact on ANSP in the study region. However, agricultural research and development(R&D)investment showed no direct significant effect on the ANSP intensity.Meanwhile, improving the quality of the labor force would significantly reduce the ANSP intensity in the surrounding areas, while the precipitation and runoff would significantly increase the pollution of neighboring regions. This research has laid a theoretical basis for formulation and optimization of ANSP prevention strategies in China and related regions.
文摘The Spanish NGO “Alianza por la Solidaridad” has installed improved cookstoves in 3000 households during 2012 and 2013 to improve energy efficiency reducing fuelwood consumption and to improve indoor air quality. Although this variability needs to be explained by further research to determine which other factors could affect indoor air pollution, the study provided a better understanding of the problem and envisaged alternatives to be implemented in future phases of the NGO project.

文摘Since the London fog in 1952, numerous epidemioLogical studies have revealed that both short-term and long-term exposure to air pollutants is associated with the development of diseases[1]. Up to date, the assessment of air quality on health and air quality standard establishment in developing countries were mainly relied on extrapolation based on the results from long-term cohort studies conducted in Europe and North America.

文摘Objective Air pollution is a leading public health issue. This study investigated the effect of air quality and pollutants on pulmonary function and inflammation in patients with asthma in Shanghai. Methods The study monitored 27 asthma outpatients for a year, collecting data on weather, patient self-management[daily asthma diary, peak expiratory flow(PEF)monitoring, medication usage],spirometry and serum markers. To explore the potential mechanisms of any effects, asthmatic mice induced by ovalbumin(OVA)were exposed to PM_(2.5).Results Statistical and correlational analyses revealed that air pollutants have both acute and chronic effects on asthma.Acute exposure showed a correlation between PEF and levels of ozone(O_(3))and nitrogen dioxide(NO_(2)).Chronic exposure indicated that interleukin-5(IL-5)and interleukin-13(IL-13)levels correlated with PM_(2.5)and PM_(10)concentrations.In asthmatic mouse models, exposure to PM_(2.5)increased cytokine levels and worsened lung function.Additionally,PM_(2.5)exposure inhibited cell proliferation by blocking the NF-κB and ERK phosphorylation pathways. Conclusion Ambient air pollutants exacerbate asthma by worsening lung function and enhancing Th2-mediated inflammation.Specifically,PM_(2.5)significantly contributes to these adverse effects.Further research is needed to elucidate the mechanisms by which PM_(2.5)impacts asthma.
文摘China has accumulated massive fine grained copper mine tailings stocks because of the past mining activities in this area. From the SEM, it can be seen that the fine grain of tailings flocculated to conglobation under the action of bacterial leaching.
文摘It is a basic national policy of China and the most important problem in the current development process to control pollution and protect environment.Since environmental and ecological management has strong externality, there is little room for the private sector to play, and government governance becomes the most important means. To rationally assess government effectiveness in ecological management and clarify the main factors affecting the effective governance,Zhengzhou City is taken as research object.By referring to advanced experience of policy evaluation at home and abroad, two level-one indexes(ecological effect and economic effect)and eight level-two indexes(days of good air, concentrations of main air pollutants, energy consumption of per unit GDP,total energy consumption, per capita GDP,energy consumption of heavy industry, added value of industries above designated size, and annual fixed asset investment)are constructed to evaluate effectiveness of air pollution control policy in Zhengzhou City. Moreover, the factors affecting effectiveness of air pollution control policy in Zhengzhou City are analyzed. Finally, corresponding suggestions are proposed based on these factors:perfecting laws and regulations of air pollution control in Zhengzhou City, establishing accountability mechanism and cross regional governance system, adjusting industry and energy structure, valuing environmental technology and social participation, and improving government and people's awareness of environmental protection.

文摘Accompanied with the acceleration of urbanization and industrialization, the large and medium-scale valley-cities in the western China are facing environmental problems at respective levels in common. Herewith,it has become urgent to strengthen the government regulations for controlling urban environmental pollution.

文摘Interaction of environmental pollution between peripheral areas has become a central topic in the field of resources and environment but little is known about the actual impact on peripheral areas in the current literature. This paper sets out a simultaneous equation model to investigate the spillover effect of environmental pollution between China's peripheral areas utilizing the panel data of 218 cities in China.Making use of indicators for measuring the impact on environmental pollution,it identifies that environmental pollution between cities of China has a significant two-way spillover effect. After standardization of variables,it is found that the spillover effect of peripheral areas on urban environmental pollution cannot be neglected.Nearly,a third of the environmental pollution level in a city is induced by the environmental pollution in peripheral areas. If the indicator of environmental pollution in peripheral areas is missing, wrong conclusions will be drawn. Therefore, government should shift the emphasis of environmental regulation from local to global, and improve the overall environmental quality through coordinated management of regional environment.

文摘APEC conference was held in Beijing during November 3- 12,2014. This event showed that urban atmospheric pollution problem can be resolved, and we should take an optimistic attitude towards this matter.

文摘Taken the Dalian lake region as the study area, which represents the typical agriculture production mode and agricultural non-point source pollution (ANSP) in Dianshan lake area in Shanghai City, basis on the characteristics of regional ANSP and combing with the seasonal water quality monitoring of Dalian Lake and reaches of its main influents, the laws of seasonal impact on the water environment were investigated. The results showed that, the seasonal change of TN and COD concentration of regional water had no significant correlation with the local ANSP emissions, while the seasonal changes of TP was consistent with seasonal emissions of regional TP pollution, and it had a significant correlation with Chl.a in four seasons, indicating that regional TP pollutant was the constriction factor influenced the eutrophication degree of Dalian lake.Because more than 80% of TP emissions came from the drainage of intensive pounds in winter, summer and fall,TP pollutant control should be adopted as the control target of regional ANSP control.

文摘Previous studies have shown that exposure to black carbon(BC,a tracer of traffic-related air pollution)and psychosocial stress are both associated with adverse cardiac effects, but whether psychosocial stress could modify the cardiac effects of BC is unclear. To investigate the potential modifying effect of psychosocial stress on the associations between acute exposure to BC and typical cardiac health variables,real-time personal 24 h measurements were conducted in a repeated-measure study among adults with elevated blood pressure(high-risk group)and a panel study among normal adults(low-risk group)in China.Measured cardiac health variables included ST-segment depression events, heart rate, and heart rate variability(HRV)variables.Perceived Stress Scale,State Anxiety Inventory and Self-rating Depression Scale were used to assess the recent psychosocial stress status of the participants, and a composite stress index was established based on these scales.Generalized linear mixed-effects model was used to analyze the associations between BC exposure and cardiac health variables and potential effect modification by psychosocial stress.A total of 9724 h measurements among 97 participants in the repeated-measure study and 20224 h measurements among 87 participants in the panel study were included in the final analysis.Acute BC exposure was significantly associated with increased ST-segment depression events and heart rate and decreases in HRV in both studies. The marginal effects of acute BC exposure on most cardiac health variables generally tended to be amplified under higher vs low levels of psychosocial stress in both studies, with the composite stress index apparently modifying the associations of BC exposure with most ST-segment depression events and HRV variables. These findings suggest that psychosocial stress may increase the participants’cardiac susceptibility to BC exposure, which could be helpful for the identification of susceptible individuals in the context of traffic-related air pollution.

文摘Non-point source(NPS) pollution has become a major source of water pollution. This study provides a scientific method for conducting NPS pollution research at the watershed scale, a scientific basis for non-point source pollution control, and a reference for related policy making.
