为提高织物疵点检测算法对简单纹理织物、模式纹理织物及条纹纹理织物检测时的普适性和准确性,提出了一种基于多尺度Laws纹理能量和低秩分解的织物疵点检测算法。首先,对织物图像进行直方图均衡化并将处理后的图像均匀划分为子图像块;其... 为提高织物疵点检测算法对简单纹理织物、模式纹理织物及条纹纹理织物检测时的普适性和准确性,提出了一种基于多尺度Laws纹理能量和低秩分解的织物疵点检测算法。首先,对织物图像进行直方图均衡化并将处理后的图像均匀划分为子图像块;其次,对每个子图像块提取28个纹理能量特征(利用7个Laws滤波模板在4个尺度上提取),计算所有子图像块提取到的特征均值并组成特征矩阵;然后,利用特征矩阵构建低秩分解模型,通过方向交替方法(ADM)优化求解,得到低秩部分和稀疏部分;最后,由稀疏部分生成疵点显著图,采用迭代阈值分割法对其进行分割,得到织物疵点检测结果。为验证该算法的有效性,在织物图像数据集选取了包含错纬、断经、跳花、破洞等常见疵点的织物图像,并将实验结果与已有3种算法进行了对比。实验结果表明,该算法在简单纹理织物、模式纹理织物及条纹纹理织物检测上具有更好的普适性和准确性,且检测效率具有一定优势。 展开更多

An unstably stratified flow entering into a stably stratified flow is referred to as penetrative convection,which is crucial to many physical processes and has been thought of as a key factor for extreme weather conditions.Past theoretical,numerical,and experimental studies on penetrative convection are reviewed,along with field studies providing insights into turbulence modeling.The physical factors that initiate penetrative convection,including internal heat sources,nonlinear constitutive relationships,centrifugal forces and other complicated factors are summarized.Cutting-edge methods for understanding transport mechanisms and statistical properties of penetrative turbulence are also documented,e.g.,the variational approach and quasilinear approach,which derive scaling laws embedded in penetrative turbulence.Exploring these scaling laws in penetrative convection can improve our understanding of large-scale geophysical and astrophysical motions.To better the model of penetrative turbulence towards a practical situation,new directions,e.g.,penetrative convection in spheres,and radiation-forced convection,are proposed. 展开更多

Flocculation flotation is the most efficient method for recovering fine-grained minerals,and its essence lies in flotation and recovery of flocs.Fundamental physical characteristics of flocs are mainly determined by their apparent particle size and structure(density and morphology).Substantial researches have been conducted regarding the effect of floc characteristics on particle settling and water treatment.However,the influence of floc characteristics on flotation has not been widely studied.Based on the floc formation and flocculation flotation,this study reviews the fundamental physical characteristics of flocs from the perspectives of floc particle size and structure,summarizing the interaction between floc particle size and structure.Moreover,it thoroughly discusses the effect of floc particle size and structure on floc floatability,further revealing the influence of floc characteristics on bubble collision and adhesion and elucidating the mechanisms of interaction between flocs and bubbles.Thus,it is observed that floc particle size is not the only factor influencing flocculation flotation.Within the appropriate apparent particle size range,flocs with a compact structure exhibit higher efficiency in bubble collision and adhesion during flotation,thereby resulting in enhanced flotation performance.This study aims to provide a reference for flocculation flotation,targeting the development of more efficient and refined flocculation flotation processes in the future. 展开更多

In the era of the Internet,various network platforms have evolved into new hubs for information dissemination.Currently,China has established a platform-centered content regulation framework,wherein platforms proactively enforce content regulations in accordance with legal censorship obligations.Additionally,platform policies and user agreements augment their authority in content regulation.The platforms can achieve cost-effective and highly efficient content regulation by leveraging their strategic advantages enabled by their own technical capabilities and extensive coverage.The platform self-regulation model,however,still faces challenges.First,accurately evaluating content remains a formidable task;second,ensuring effective platform publicity through self-regulation poses difficulties;third,users may potentially face disadvantages due to the platform’s right of self-regulation;and fourth,digital copyright owners face challenges when defending digital copyright disputes under the safe harbor rule.Therefore,it is imperative to establish,review,and revise the legal framework for content regulation of network platforms in order to enhance the efficiency of their governance systems.The formulation of the legal framework for content regulation of network platforms may encompass the following aspects:rationalizing obligations pertaining to platform content regulations,enhancing supervision over platform self-regulation,and establishing a dual-track responsibility system for digital copyright content regulation.This will ensure a harmonious balance among public interests,users’personal rights and interests,and commercial benefits through regulating the content on network platforms. 展开更多

With increasing research about the impacts of micro- and nanoplastics on ecosystems and human health, governments worldwide have undertaken efforts to address this issue. The global community has advanced regulatory efforts that have led to the implementation of national laws or regulations in numerous countries. These measures ban or restrict the use of primary and secondary microplastics and nanoplastics. An overview of global and European regulatory frameworks is presented to provide context for the United States (US). In the endeavor to document plastics regulation development in the US, a description of regulatory agencies and their roles in advancing policy and rules as well as future direction and areas for improvement in regulating plastics are introduced. A discussion of what emerging regulations mean to utilities and industries is also provided along with a comparison of regulatory frameworks. 展开更多

Background: The need to establish a strong culture around radiation safety is derived from the assertion that medical practitioners, patients, and third parties should not be exposed to unnecessary radiation. Authorities have endeavored to enact policies to protect all employers and patients in radiology departments. Objectives: To assess the impact of radiation safety practices and regulations on the ongoing improvements in radiation safety culture and practices in radiology departments. This will be achieved through a subjective assessment of national and international rules and regulations by healthcare professionals. Materials and Methods: We conducted a questionnaire survey in the radiology departments of three JCI-accredited hospitals in the Riyadh region to identify and assess the impact of national radiation regulations and the accompanying processes on the improvement of radiation safety culture and practices in radiology departments. Results: There were statistically significant differences in the grading system results among various groups of respondents, based on their educational level. Also, there are statistically significant differences between the assessments of safety level results in the answers provided by various groups of respondents according to education level in favor of the master’s degree. Conclusion: The study concludes that technicians with a diploma degree require stricter regulation. Furthermore, the results of this study suggest that an exposure tracking system and a regulatory action supporting it may be useful in the ongoing task of improving patients’ radiation safety. 展开更多

Based on the analysis of the existing teaching situation of the“Construction Engineering Regulations”course,this paper divides the course content into three parts according to the course characteristics and content,and explores three corresponding teaching modes.The proportion of student-led relationships in the three teaching modes is 80%,60%,and 90%,respectively,realizing a teaching mechanism centered on students and stimulating students’interest in independent learning.Teaching methods such as problem-oriented learning,group discussion,student reporting,MOOC(massive open online course),case analysis,etc.,have been used to establish a variety of comprehensive examination mechanisms such as quiz games,follow-up tests,and work displays.Practice has shown that after adopting these three teaching modes,classroom teaching efficiency has significantly improved,and students’abilities in exploration,expression,innovation,and team cooperation have also been enhanced. 展开更多

This paper addresses the issue of the formulation of weak solutions to systems of nonlinear hyperbolic conservation laws as integral balance laws.The basic idea is that the“meaningful objects”are the fluxes,evaluated across domain boundaries over time intervals.The fundamental result in this treatment is the regularity of the flux trace in the multi-dimensional setting.It implies that a weak solution indeed satisfies the balance law.In fact,it is shown that the flux is Lipschitz continuous with respect to suitable perturbations of the boundary.It should be emphasized that the weak solutions considered here need not be entropy solutions.Furthermore,the assumption imposed on the flux f(u)is quite minimal-just that it is locally bounded. 展开更多

正确识别西兰花田间位置是实现西兰花自动化采收的基础,西兰花花球颜色与植株的叶片、茎秆相似,仅通过颜色特征无法对西兰花进行识别,本文以成熟期的田间西兰花为研究对象,提出了一种基于纹理特征与颜色特征的西兰花识别算法。首先通过... 正确识别西兰花田间位置是实现西兰花自动化采收的基础,西兰花花球颜色与植株的叶片、茎秆相似,仅通过颜色特征无法对西兰花进行识别,本文以成熟期的田间西兰花为研究对象,提出了一种基于纹理特征与颜色特征的西兰花识别算法。首先通过预处理以及Laws滤波对图像进行边界纹理强化,再通过Gabor滤波对图像进行纹理特征向量提取,并对提取后的纹理特征向量进行z⁃score标准化,随后对标准化后的纹理特征向量进行K⁃means聚类与开运算,获取花球潜在存在区域。同时对RGB图像进行HSV转换,通过对图像的H分量进行阈值分割达到滤除地面像素的效果。最终对纹理特征识别与颜色特征识别的结果进行融合,实现对田间西兰花的识别。算法通过结合纹理与颜色特征,对田间西兰花进行了识别,解决了西兰花的花球与茎叶等背景颜色相近难以识别的问题。本文共使用792幅图像进行试验,试验结果表明,本方法可以准确地对西兰花田间图像进行识别,其精确率为96.96%,召回率为94.41%,F1值为95.67%。通过对3组不同拍摄环境的数据集进行算法识别,3组数据集的F1值始终保持在94%以上,具有良好的拍摄环境适应性,为农业机器人进行西兰花自动化采收奠定了基础。 展开更多

This paper explored stakeholders’ compliance with existing laws and regulations related to construction health and safety (CHS) in the Ghanaian construction industry (GCI). Qualitative research approach was adopted for the data collection, using semi-structured interview guide. An in-depth face-to-face interview based on the grounded theory approach was conducted with actors who play important roles in ensuring health and safety at the construction site as well as key officers and professionals who are the major stakeholders in the GCI. Content analysis was adopted for the analysis of the qualitative data. The findings of the study show customary laws, bye laws, Labour Act, 2003 (Act 651), Local Governance Act, 2016 (Act 936) and the contract document as the key existing CHS related laws and regulations that the stakeholders comply with. The stakeholders also identified the following construction health and safety related regulations in the GCI which have low compliance rate: Factories, Shops and Offices Act, 1974 (Act 323), Environmental Protection Act, 1994 (Act 490), among others. The findings of the research contribute to knowledge of stakeholders’ compliance with existing laws and regulations related to CHS, and underscore the need to ensure monitoring and enforce compliance in the GCI. The findings further identify areas for stakeholders to focus attention on ensuring good health and safety practices, and also expose critical training and education needs for stakeholders in the GCI. The findings provide valuable insights on stakeholders’ compliance with laws and regulations related to CHS in Ghana, which may be applicable to other developing countries with similar construction industry. 展开更多

Order of Precedence Between Local Laws of Cities with Subordinate Districts and Regulations of Provincial Governments Clarifying Premises for Discussion Based on the Characteristics of Laws

The lack of descriptions regarding the order of precedence between the local laws of cities with subordinate districts and the regulations of provincial governments in Legislation Law of the People's Republic of China(Legislation Law) has led to two divergent views. One holds that "the local laws of cities with subordinate districts should take precedence over the regulations of provincial governments," while the other supports the exact opposite. This is a value judgment issue in legislation. To reach a solution, we need to clarify the premises based on the characteristics of the laws in question so that a basic common ground can be established for discussion. The first premise for traditional legislation is that a law should be based on experience as well as logic; the second is that the experience of authority subjects, plus the three aspects of logic should outweigh the experience of social subjects, plus the three aspects of logic. With respect to postmodern legislation, the first premise is that experience should override logic, and the second is that the experience of the authority subject should take precedence over that of social subject, with no requirements for logical consistency. Since Legislation Law fal s into the category of postmodern legislation, according to the premises, the argument that the local laws of cities with subordinate districts should take precedence enjoys wider acceptance, but the view is logically challenged in terms of conceptual consistency, system consistency and principle consistency. Although traditional Chinese medicine(TCM)has been a part of the Malaya and the Malaysia people’s method of maintaining health and well-being for many centuries,it was never been enrolled in the public health-care system.However,the rising cost of Western drugs and the increasing number of people frequenting TCM has driven the government to search for cheaper options and to look into its safe practice.In 1992,the government mandated all TCM herbal products to be registered with the National Pharmaceutical Control Bureau.All TCM products sold in Malaysia are now Good Manufacturing Practice certified.The government has also established a Traditional and Complementary Medicine Division within the Ministry of Health.Between 2008 and 2014,a traditional and complementary medicine unit was set up in major hospitals in all states.TCM is one of the main services offered by the unit.In 2016,the government enacted the Traditional and Complementary Medicine Act to regulate the TCM practice.Subsequently,a 10-vear blueprint has been drawn to support the development of all traditional and complementary medicines in Malaysia.This article aims to provide a brief overview on the regulatory development of TCM in Malaysia. 展开更多

Objective To analyze laws, regulations and the responsibilities of relevant authorities for vaccine quality control and to provide suggestions for improving vaccine quality control system in China. Methods Laws and rules issued by related authorities were classified and studied. Results and Conclusion There are still some problems in the basic laws and regulations, including the lack of legal basis, the unclear responsibilities of relevant authorities and so on. We should improve the current laws, regulations as well as the responsibilities of the authorities so as to build up a sound system of vaccine traceability gradually. 展开更多

International Comparative Study on Education Laws of the Persons with Disabilities: An Observation on Regulations on the Education of Persons with Disabilities

Will the revised Regulation on Educati... The issue of education for people with disabilities has become of increasing concern. How can we effectively guarantee the basic right to education for persons with disabilities? Will the revised Regulation on Education for Persons with Disabilities meet their needs? This article takes the Regulation on Education for Persons with Disabilities as the core and compares it with the related special educational laws of the United States, Britain and Japan. The following conclusions were drawn from this study: In terms of educational concept, the three countries follow the concept of inclusive education, and pursue equity and educational justice. They not only pay attention to inclusive education but also focus on improving the quality of education for students with disabilities. All three countries focus on accommodating children with special needs, but each implements its programs in a different way. These practices can be used as reference for the development of a special needs education law in China. 展开更多
