Rural-urban migration is becoming a part of routine life in rural areas.And remittance is an important component in rural house- hold income.Rural-urban migration increases the arable land area per labor,which releases the tight human-land relationship in villages.In total,the migration increases the rural household in- come and accelerates the sustainable development of rural areas.展开更多

The quantitative analysis indicates following results. I) The significance of the traditional geographical factors reduces as RHI rank increases. 2) The landform does not affect the RHI significantly. The per capita income of rural household in a plain area is lower than that in a mountainous area. And 3) the capital endowment and status of non-farm economic activities contribute to the increase of RHI. But the probability and intensity of non-farm economic activities of rural households in urban outskirts villages are higher than that in non-urban outskirts villages. Based on the results, the paper further concludes that geography still plays a significant role in rural development, but it is changing over time. The agricultural resources (such as per capita arable land) significantly affect RHI with the relatively lower income level, while the geographical location shows a more significant impact on RHI with the relatively high income level. Along with economic development, the proximity replaces the traditional geographical factors such as landform and physical resources as the major determining factor in RHI.展开更多

However, the expansion of rural settlement has not been sufficiently curbed. The questions of why this has happened and who has driven the land-use change(LUC) of rural settlement in China have aroused great interests among researchers. In this paper, it is suggested that population is not always a positive driving force for the LUC of rural settlement in China. Furthermore, socio-economic driving forces other than urbanization, population and industrialization are analyzed. On a national scale, the major driving forces are the per-capita rural housing area and the cultivated land area. On a regional scale, the main driving forces in the eastern China are the house-building capacity of rural households and the per-capita rural housing area; while in the central China, the main driving forces are rural housing investment, the proportion of primary industry employees in the rural working population, and the cultivated land area. Migration and remittances reduce households' firewood consumption due to increases in both income and opportunity cost of firewood collection. Previous studies have been equivocal because they ignored uncertainty in household economy, which is widespread in forest areas of less developed countries. This study provides additional insight by considering vulnerability and subjective assessment of poverty generated by unstable income and an uncertain future. We provide evidence that the amount of firewood consumed depends on income and opportunity cost of firewood collection, but also on a prudent consumption strategy, due to farmers' subjective assessment of their future possible poverty. We also find out-migration of labor can reduce per capita firewood consumption but subjective poverty also acts against reduction of firewood consumption.展开更多

The results show that absolute rural poverty fell sharply during this period, regardless of where the poverty line is set. Both the decomposition of poverty and the panel data analysis demonstrate that income growth causes a fall in poverty.展开更多

This class actively participates in grassroots politics and even leads local village governance, c...Since the 1980s, a whole class of economic capable persons has emerged along with China's rural economic development. This class actively participates in grassroots politics and even leads local village governance, creating a unique, novel pattern of village governance in China. This pattern has far-reaching implications for the use of power in China's villages and for the management of grassroots communities. First, it represents democracy-based authoritarian politics (democracy-authority politics) and a transition away from traditional rural village "squireship" governance. Second, governance by economic capable persons surpasses the unitary, centralized People's Commune governance, replacing it with a pluralistic model that utilizes grass-roots community management. Third, the self-governing pattern that is emerging, wherein the general public participates in a government that is dominated by an economic capable persons, demonstrates a modification of ideal villager self-governance and also a pragmatic invention based on local political realities. In the long run, this new class emergence has the potential to evolve into a new type of localized politics; with further economic differentiation in rural areas, village governance will become increasingly diversified, where governing by capable persons will be just one feasible option. This paper also compares the different human capital reserve in two area, and analyzes the under-qualified human capital reserve in rural areas is resulted by these following reasons: The shortage of public spending in compulsory education for several decades has contributed to low school attendance and the great illiteracy beyond urban areas; the inefficient educational system has caused peasants to lose interest in education; No support for adult education has closed the doors for adults to earn money in non-agricultural industries. Vocational schools cannot attract the huge number of potential customers since their curricula and skills are out of date. It has also enhanced agricultural policies and strengthened its promotion of rural socioeconomic development. In more-developed regions of the country, the Di Bao program-in combination with integrated urban and rural social insurance and public services-has significantly reduced rates of poverty and financial vulnerability, and additional employment-promotion policies have created opportunities for Di Bao recipients to achieve incomes above the poverty-line. However, because of the high number of extremely poor households in disproportionately poor areas and the paucity of locally-available financial resources there, the intensity of intervention is still insufficient. Inadequate coordination of policies and shortcomings in the targeting of subsidies have resulted in both under-coverage and welfare-leakage as well. This stance, however, is contrary to the findings in this paper. This paper asserts that China's experience in reducing rural poverty should be attributed to: (1) its earlier, unbalanced economic development strategies, which gave priority to heavy industries and industrialization and led to the economic boom," and (2) the expansion of non-agricultural sectors, which enabled poor rural households to engage in non-agricultural production. Thus, the key impetus to reducing poverty in rural China is industrialization. Due to its large population but limited farmlands, it may not be a good strategy for China to make agricultural development a priority because its relatively low value added and net profits are inept to promote economic development and reduce rural poverty.展开更多
