The result...Graphite oxide(GO) was prepared by the pressurized oxidation method and incorporated into polyimide(PI) matrix to fabricate high-k composite films by in-situ polymerization and subsequent thermal treatment. The results show that the as-prepared GO had good dispersion and compatibility in PI matrix due to the introduction of abundant oxygen-containing functional groups during the oxidation. The residual graphitic domains and the thermal treatment induced reduction of GO further enhanced the dielectric permittivity of the resulting GO–PI composites. The dielectric permittivity of the GO–PI composites exhibited a typical percolation behavior with a percolation threshold of 0.0347 of volume ratio and a critical exponent of 0.837. Near the percolation threshold, the dielectric permittivity of the GO–PI composite increased to 108 at 10~2 Hz and was 26 times that of the pure PI.展开更多
Public procurement (PP) is considered as one of the key most important functions of any government across the world. Over the years, it has been argued by the scholars that third party engagement (except government...Public procurement (PP) is considered as one of the key most important functions of any government across the world. Over the years, it has been argued by the scholars that third party engagement (except government officials and bidders) in procurement system facilitates to achieve good governance in this sector. In this regard, it is generally expected that third-party monitoring (TPM) of PP, especially monitoring by citizens might earn the trust and confidence of the people in government activities. This study aims at exploring the roles of media in promoting citizen engagement (CE) in PP in order to make the procurement process impartial, efficient, effective, and accountable. The study uses a qualitative methodology in conducting the research with the data being collected through key informant interview, semi-structured interviews, Focus Group Discussions (FGD), secondary document, and literature reviews. The findings of this study suggest that if the media can play an effective role, the procurement literacy rate will be increasing. Hence, an enabling environment could be created where people will feel at ease to talk about compliance with procurement rules and acts. Hence, media may act as a catalyst to promote citizens involvement in the PP process to hold the respective groups accountable for their activities.展开更多
In order to explore the most suitable mode for the primary processing model of reconstituted tobacco, another two kinds of conditioning process schemes for reconstituted tobacco were designed based on the existing rec...In order to explore the most suitable mode for the primary processing model of reconstituted tobacco, another two kinds of conditioning process schemes for reconstituted tobacco were designed based on the existing reconstituted tobacco processing method. Comparative analysis and evaluation were conducted for moisture content uniformity, intrinsic chemical compositions, casing uniformity, blending uniformity and sensory quality of the samples from the three kind of processing modes. The results showed that loosing and conditioning or the vacuum conditioning pretreatment of the reconstituted tobacco could effectively reduce the difference in moisture content during the blending, and improve the casing uniformity and blending uniformity. Moreover, the samples with the loosing and conditioning pretreatment had higher total sugar and reducing sugar contents, which indicated that the loosing and conditioning pretreatment method was more favorable for the improvement of the intrinsic quality of cigarettes. In addition, the three kinds of aromatic components contents of cigarettes using the loosing and conditioning pretreatment were higher,and the casing uniformity, blending uniformity and overall sensory quality of this pretreatment were all superior to that of the other two kinds of reconstituted tobacco pretreatment methods. The contents of total sugar, reducing sugar as well as the three kinds of aromatic components of cigarettes processed with vacuum conditioning pretreatment were all slightly lower than those of the existing methods, but the casing uniformity and blending uniformity were improved, while it showed small difference in the sensory quality with the existing processing method.展开更多
