Brownfield redevelopment is a new urban land use strategy to pursue the ideal of sustainable development. It relieves environmental pressure and resolves the glaring contradiction between urban land idleness and urban sprawl. It addresses issues of urban land use and farmland protection in China. This paper compares brownfield with greenfield, and defines brownfield and its redevelopment. It elaborates general and special government policies for this sustainable land use strategy in the context of China. General policies contain two aspects: clarifying brownfield redevelopment's priority in Chinese urban planning and land use and setting a general quantitative redevelopment target. The extent of the government's special policies, which aim at coordinating three factors in the redevelopment process, namely govern- ments, developers and users, are divided into five areas: statistics and categorization, assessment and remediation, fi- nancial supports and tax incentives, environmental and legal liability, and publicity and guidance. The paper concludes the major functions of different levels of Chinese government in the redevelopment process, i.e. making general strategy, formulating legislation, spectifying regulations and technical standards, estimating and categorizing brownfield sites, drawing up brownfield planning, providing information and financial support, guiding developers, publicizing the strategy to the public, and checking reuse results. 展开更多

Studying the change of resources consumption and eco-environmental carrying capacity are of importance to the sustainable development of urbanization.Based on the China's economic and social statistical data from 1950 to 2006,the ecological footprint,eco-logical footprint intensity,ecological deficit and surplus,and eco-environment quality com-prehensive index are calculated,the correlation between urbanization and eco-environmental change is analyzed and the eco-environmental guarantee for China's urbanization in 2030 is forecasted.The major results could be summarized as follows:(1) there is a positive linear relation between urbanization and ecological footprint,negative linear relation between ur-banization and ecological footprint intensity,ecological deficit and surplus and the negative exponential relation between urbanization and eco-environment quality comprehensive index.(2) By 2030,the urbanization level will reach 61.32%,the ecological deficit will increase to 42.2866×108 hm2 and the eco-environment quality comprehensive index will drop to 0.3016 on the condition that the total quantity ecological footprint achieves 55.9348×108 hm2.(3) Under the existing urban development pattern,the ecological overload will be more serious in the next 24 years.Constructing the reasonable industrial structure and establishing the intensive resources utilization system to alleviate the eco-environmental pressure are the tough challenges in China's urbanization process. 展开更多

This is an empirical paper that measures and interprets the position of Chinese cities in the world city network in 2010. Building on a specification of the world city network as a′interlocking network′in which business services firms play the crucial role in city network formation, information is gathered about the presence of global service firms in cities. This information is converted into data to provide the′service value′of a city for a firm′s provision of corporate services in a 526(cities)×175(firms) matrix. These data are then used as the input to the interlocking network model in order to measure cities′connectivity and its predominant geographical orientation. Here we focus on the position of some key Chinese cities in this regard, and discuss and interpret results in the context of the urban dimensions of the′opening up′of the Chinese economy. 展开更多

The increasing globalization of the Chinese economy has been enabled by both Chinese financial institutions operating globally as well as international firms operating within China. In geographical terms, this has been organized through a number of strategic cities serving as gateways for the exchange of financial functions, products and practices between China and the global economy. Drawing on location data of financial service firms in China listed on stock exchanges in Shenzhen, Shanghai and Hong Kong, this paper shows that Chinese financial firms are expanding globally and how Chinese financial centers are positioned and connected in the urban networks shaped by these financial service firms. It is found that Hong Kong, China, holds strategic positions in the integration of Chinese cities into global financial center networks, and that establishing a foothold in global financial centers such as New York and London has been a priority for Chinese financial institutions. The increasing capital flows directed by Chinese financial institutionssuggests a shifting global financial geography, with numerous Chinese cities playing increasingly important roles within global financial center networks. 展开更多

Against the backdrop of the sizable economic growth of China in recent years, this paper uses the most recent data gathering of the Globalization and World Cities(Ga WC) research network to update and supplement earlier research on the shifting global connectivity of Chinese cities. The update consists of an evaluation of the connectivity of Chinese cities in 2016, the supplement of an analysis of the changing position of Chinese cities in the world city network between 2010 and 2016. To this end, we build on a specification of the world city network as an ‘interlocking network' in which producer services firms play the crucial role in city network formation. Information about the presence of leading producer services firms in cities in 2010 and 2016 is used as the input to a bipartite network projection algorithm in order to measure cities' network connectivity. The first set of results discusses the geographies of urban connectivity in the world city network in 2016. The second set of results discusses standardized measures of change to reveal the major dimensions of the transformations between 2010 and 2016. We find that, with the exception of Hong Kong, Macao and Kaohsiung of Taiwan, all Chinese cities record connectivity gains. This wholesale rise in connectivity is nonetheless geographically uneven, with above all Beijing, Chengdu/Chongqing and Changsha/Wuhan becoming more connected. We conclude that the wholesale rise of Chinese cities in the world city network and their changing trajectories in the post-crisis era are embedded in shifting external and internal political economies. 展开更多

Two questions are addressed. Firstly, by using international organizations as the subjects and quantitative analysis of the spatial distribution of their offices, the overall position of Chinese cities in the global distribution of international organizations is estimated. The results show that 22 Chi- nese cities are involved in international political affairs. Beijing, Shanghai and Guangzhou dominate these activities and have high po- litical global-city status. Secondly, through qualitative analysis of Guangzhou City, the authors explore how its status as a center for intemational organizations has been shaped in recent years. The locational decision-making process is analyzed and the factors are demonstrated at both national and city scales. The definition of international organizations as used in this study refers not only to those supranational bodies that have the ability to manage relations across states (such as the European Union), but also those in- ter-governmental organizations (IGOs), international non-governmental organizations (INGOs) and diplomatic representatives and delegations that today also manage and regulate relations between and among states. 展开更多

Globalization and informatization have accelerated city networking process over the world, which makes research on city network a hot topic in the fields of urban geography and economic geography. With Chinese economic structure adjustment and city economic growth, producer services have begun to play an increasingly important role in city-region networking. This paper employs the methodology of world city network to analyze and explain the spatial development characteristics of China's urban network system based on the data of nationwide producer services enterprise network. The research result indicated that the distribution of producer services network has a positive effect on the development of Chinese city networks. City network connectivity is closely related to the significance of city in producer services development, and the former will gradually decline with the drop of the latter. Accordingly, the 64 cities can be divided into the national central cities, regional central cities, sub-regional central cities and local central cities in accordance with their position and role in the nationwide producer services network. It is concluded that high-grade cities with quality producer services dominate the pattern of Chinese city networks and there emerges three spatial agglomerations of producer services enterprises in Changjiang (Yangtze) River Delta, Zhujiang (Pearl) River Delta and Beijing-Tianjin-Tangshan Economical Region. Moreover, the distribution of different producer services industry varies from city to city, which also affects the characteristics of network development. 展开更多

The efficient use of water resources directly affects environmental, social, and economic development; therefore, it has a significant impact on urban populations. A slacks-based measure for data envelopment analysis (SBM-DEA) has been widely used in energy efficiency and environmental efficiency analyses in recent years. Based on this model, data from 316 cities were examined and a category method was employed involving three different sorting techniques to empirically evaluate the efficiency of urban water re- source utilization in China between 2000 and 2012. The overall efficiency (OE) of urban water resource utilization in China was initially low, but has improved over the past decade. The scale efficiency (SE) was higher than the pure technological efficiency (PTE); PTE is a major determining factor of OE, and has had an increasingly significant effect. The efficiency of water resource utilization varied ac- cording to the region, urban scale, and economic function. The OE score for the eastern China was higher than for the rest of the region, and the OE score for the western China was higher than for the central China. The OE score for urban water resource utilization has improved with urban expansion, except in the case of small cities. The SE showed an inverted U-shaped' trend with increasing urban expansion. The OE of urban water utilization in comprehensive functional cities was greater than in economic specialization cities, and was greater in heavy industry specialization cities than in other specialization cities. It is essential to study it by the component analysis method from the view of system science. The urban developmental sustainability is one of focuses that people has paid more attention to, however, little common understanding how to measure and evaluate the sustainability has been gotten. In this paper, a framework is designed to evaluate the developmental sustainability of Suihua City, Heilongiiang Province in China from the aspects of economy, society, population, resources and environment. We adopt the Principal Components Analysis (PCA) to decrease dimensions and simplify the original indexes into 12 indexes. Also, the hierarchy and comprehensive multiple-criterion evaluative methods are employed to assess the sustainable development system in Suihua City. Then, the weights of indexes are attained by Analytic Hierarchy Process (AHP) method. Furthermore, urban comprehensive development level, developmental sustainability, coordinate degree are calculated and analyzed. By analyzing, we know the fluctuation of development level of subsystem, especially resources and environment subsystem, is acute. The comprehensive development level of sustainable development system in Suihua has been on the rise since 1999. That results from the effect of traditional economic development mode with high energy-consumed being decreased in the city after 1999. At the same time, it is obvious that there was an instability of development level in Suihua City during 1990-2002, the status'trend was more harmonious in 1999-2002. with a turn in 1998, and the development could be sustainable, 展开更多

It is a significant issue to evaluate the extent of urban expansion and to make appropriate controls over the sprawl of urban areas. With a comparative study of international experiences, this article analyzed the mechanism and consequences of urban expansion, reviewed the typical planning and financial policies adopted by other countries for controlling urban sprawl, and discussed the suitable densities of urban areas. The analysis results suggested that Chinese cities have no better choice but compact urban forms. To achieve the goal of compact development, intensive use of public transportation and high proportion of collective houses should be encouraged, and 60–100 m2 per capita is recommended as the reasonable range of urban density in large cities. 展开更多

Urban areas and its evolution are important anthropogenic indicators and human ecological footprints, and play decisive roles in environmental change analysis, global geo-conditional monitoring, and sustainable development. China has the highest rate of urban expansion and has emerged as an urban expansion hotspot worldwide. In this paper, the progress of studies on Chinese urban expansion based on remote sensing technology are summarized and analyzed from the aspects of urban area definition, remotely sensed imagery applied in urban expansion, monitoring methods of urban expansion, and urban expansion applications. Existing issues and future directions of Chinese urban expansion are discussed and proposed. Results indicate that: 1) The fusion of multi-source remotely sensed imagery is imperative to meet the needs of urban expansion with various monitoring terms and frequencies on different scales and dimensions. 2) To guarantee the classification accuracy and efficiency and describe urban expansion and its influences on local land use simultaneously, the combination of visual interpretation and automatic classification is the tendency of future monitoring methods of urban areas. 3) Urban expansion data have become the prerequisite for recognizing the urban development process, excavating its driving forces, simulating and predicting the future development directions, and also is conducive to revealing and explaining urban ecological and environmental issues. 4) In the past decades, Chinese scholars have promoted the application of remote sensing technology in the urban expansion field, with data construction, methods and models developing from the quotation stage to improvement and innovation stage; however, an independent and consistent urban expansion data on the national scale with long-term and high-frequency(such as annual monitoring) monitoring is still lacking. 展开更多

Based on the National Land Use/Cover Database of China(NLUD-C) in the end of the 1980s(the 1980s,hereafter), 1995, 2000, 2005, and 2010, 665 cities were selected to study the size distribution and its changes of urban lands in China. In this study, the spatiotemporal evolutions of urban land size distribution as well as the influence of administrative-level on these cities were explored by combining urban spatial positions and administrative-levels. Results indicate that: 1) City size distribution using urban lands was more practical and reasonable than using non-agricultural population. 2) In the 1980s, cities with ascending urban land rank were centralized in Eastern China, specially the Changjiang(Yangtze) River Delta, the Zhujiang(Pearl) River Delta, and Beijing-Tianjin-Hebei region. Cities in Central, Western, and Northeast China mainly indicated descending urban land rank. 3) The transfer of national development focus resulted in cities with ascending urban land rank becoming evenly distributed nationwide; however, this trend was slightly centralized around Chengdu, Chongqing, and Wuhan in different periods. 4) During the 1980s to 2010, the proportion of cities with ascending urban land rank in provincial capitals, municipalities, and special administrative regions(high-level cities, hereafter) was consistently higher than those in prefecture- and county-level cities except for 2005–2010. The ranks of the majority of the prefecture- and county-level cities were mainly descending, supported by ascending; the proportion of cities with unchanged rank is small. This study breaks through the bottleneck of traditional research in the area of city size distribution by examining urban land replacing the non-agricultural population. The current study also provides scientific explanation for the healthy and reasonable development of urban land as well as the coordinated development of population urbanization and land urbanization. 展开更多

Based on the China high resolution emission gridded data (I km spatial resolution), this article is aimed to create a Chinese city carbon dioxide (CO2) emission data set using consolidated data sources as well as normalized and standardized data processing methods. Standard methods were used to calculate city CO2 emissions, including scope I and scope 2. Cities with higher CO2 emissions are mostly in north, northeast, and eastern coastal areas. Cities with lower CO2 emissions are in the western region. Cites with higher CO2 emissions are clustered in the Jing-Jin-Ji Region (such as Beijing, Tianjin, and Tangshan), and the Yangtze River Delta region (such as Shanghai and Suzhou). The city per capita CO2 emission is larger in the north than the south. There are obvious aggregations of cities with high per capita CO2 emission in the north. Four cities among the top 10 per capita emissions (Erdos, Wuhai, Shizuishan, and Yinchuan) cluster in the main coal production areas of northern China. This indicates the significant impact of coal resources endowment on city industry and CO2 emissions. The majority (77%) of cities have annual CO2 emissions below 50 million tons. The mean annual emission, among all cities, is 37 million tons. Emissions from service-based cities, which include the smallest number of cities, are the highest. Industrial cities are the largest category and the emission distribution from these cities is close to the normal distribution. Emissions and degree of dispersion, in the other cities (excluding industrial cities and service-based cities), are in the lowest level. Per capita CO2 emissions in these cities are generally below 20 t/person (89%) with a mean value of 11 t/person. The distribution interval of per capita CO2 emission within industrial cities is the largest among the three city categories. This indicates greater differences among per capita CO2 emissions of industrial cities. The distribution interval of per capita CO2 emission of other cities is the lowest, indicating smaller differences of per capita CO2 emissions among this city category. Three policy suggestions are proposed: first, city CO2 emission inventory data in China should be increased, especially for prefecture level cities. Second, city responsibility for emission reduction, and partition- ing the national goal should be established, using a bottom-up approach based on specific CO2 emission levels and potential for emission reductions in each city. Third, comparative and bench- marking research on city CO2 emissions should be conducted, and a Top Runner system of city CO2 emission reduction should be established. 展开更多

However, air pollution is a significant problem in these urban areas. In this paper, we investigated and analyzed the air pollution index(API) in four cities(Shanghai, Nanjing, Hangzhou and Ningbo) in the YRD from 2001 to 2012. We attempted to empirically examine the relationship between meteorological factors and air quality in the urban areas of the YRD. According to the monitoring data, the API in Shanghai, Nanjing, Hangzhou slightly declined and that in Ningbo increased over the study period. We analyzed the inter-annual, seasonal, and monthly variations of API, from which we found that the air quality had different temporal changes in the four cities. It was indicated that air quality was poor in winter and spring and best in summer. Furthermore, different weather conditions affected air quality level. The wind direction was considered as an important and influential factor to air pollution, which has an impact on the accumulating or cleaning processes of pollutants. The air quality was influenced by the different wind directions that varied with seasons and cities. 展开更多

During the reform era, Chinese cities witnessed dramatic institutional transformation and spatial restructuring in general and profound change of commuting patterns in particular. Using household surveys collected in Guangzhou, China, in 2001, 2005 and 2010, excess commuting measurements are estimated. Excess commuting shows an overall trend of increasing during 1990–1999, and then declining during 2000–2010. We argue that deepening marketization of the jobs and housing sectors has induced spatial separation of jobs and housing. In other words, institutional transition and urban spatial restructuring are underpinning the changes of commuting patterns in Chinese cities. Excess commuting has strong relationship with individual socio-demographic status, which is by and large due to the increasing flexibilities of jobs and housing location choices enjoyed by urban residents. The findings call for considerations on balancing jobs-housing in making public policies relevant to urban development in general, and land use and transportation in particular. 展开更多
