国务院批准下发《中国遏制与防治艾滋病行动计划(2001～2005年)》

2001年5月25日,国务院办公厅批准下发了《中国遏制与防治艾滋病行动计划（2001～2005年）》,要求各省、自治区、直辖市人民政府、国务院各部委、各直属机构遵照执行。 近年来,我国艾滋病性病防治工作取得了一定进展,但从当前情况看,我国艾滋病性病防治工作的形势依然十分严峻,艾滋病性病流行呈快速增长趋势。面对这种严峻局面,由卫生部等30个部门和单位共同制定了《中国遏制与防治艾滋病行动计划（2001～2005年）》（以下简称《行动计划》,以切实解决《中国预防与控制艾滋病中长期规划（1998～2010年）》的贯彻落实问题,保证《中国预防与控制艾滋病中长期规划（1998～2010年）》的目标和任务如期完成。 该《行动计划》共分实施原则、目标和工作指标。

中国科学院水利部水利科学研究院历史探实

1957年在国务院科学规划委员会的指导下,中国科学院、水利部、电力部和交通部达成协议,决定将中国科学院水工研究室和水利部北京水利科学研究院合并,成立由中国科学院和水利部共同领导的水利科学研究机构。国务院的介入和4个部级机构的共同决策,注定此次合并事件非同寻常,在新中国水利科技发展史上有着重要地位和意义。依据档案、人物传记、报刊、史志资料等,本文对此次合并的缘由、过程、结果,以及国务院科学规划委员会在合并中的作用进行了论述。文章指出,此次合并是国家主导下的一次对全国水利科研力量布局的优化和调整,也是中华人民共和国成立初期为建立高效的水利科研体系而进行的一次积极探索。新机构的成立不仅体现了国家倡导的在科学研究领域增产节约的精神,而且使高级水利研究人才布局进一步优化,确立了新机构在全国水利科学研究中的中心地位,为顺利完成十二年科技规划的水利工作奠定了基础。

The City Intelligence Quotient （City IQ） Evaluation System＂ Conception and Evaluation

After a systematic review of 38 current intelligent city evaluation systems （ICESs） from around the world, this research analyzes the secondary and tertiary indicators of these 38 ICESs from the perspec- tives of scale structuring, approaches and indicator selection, and determines their common base. From this base, the fundamentals of the City Intelligence Quotient （City IOD Evaluation System are developed and five dimensions are selected after a clustering analysis. The basic version, City IQ Evaluation System 1.0, involves 275 experts from 14 high-end research institutions, which include the Chinese Academy of Engineering, the National Academy of Science and Engineering （Germany）, the Royal Swedish Academy of Engineering Sciences, the Planning Management Center of the Ministry of Housing and Urban-Rural Development of China, and the Development Research Center of the State Council of China. City IQ Evaluation System 2.0 is further developed, with improvements in its universality, openness, and dy- namic adjustment capability. After employing deviation evaluation methods in the IQ assessment, City IQ Evaluation System 3.0 was conceived. The research team has conducted a repeated assessment of 41 intelligent cities around the world using City IQ Evaluation System 3.0. The results have proved that the City IQ Evaluation System, developed on the basis of intelligent life, features more rational indicators selected from data sources that can offer better universality, openness, and dynamics, and is more sen- sitive and precise.

Factors influencing the optimal selection of central venous access devices:A qualitative study of health care team members’perspectives

Objective:This study aimed to explore health care team members’understanding of the factors influencing the optimal selection of central venous access devices(CVADs).Methods:The data of the study was collected using semi-structured interviews.Twenty-six hospital medical staff(four hospital manager,15 head nurses,7 nurse)with experience in peripheral or central catheterization from four regions(Northern China,Southern China,Northwest China,and Qinghai-Tibet China)in China were interviewed between June and October 2021.Content analysis was used to analyze the data.Results:The results revealed five themes and 14 sub-themes.Patients:concerns,resources,requirements,and evaluation(security concerns,support resources,life requirements,evaluation among patients);nurses:awareness,knowledge,and popularizing methods(awareness of intravenous therapy,understanding of professional knowledge,forms of popularizing methods);doctors:support and involvement(support for decision-making,involvement in intravenous work);hospital managers:authority,quality control and continuing education(management of catheterization authority,quality control of intravenous infusion,investment in continuing education)and environment:differences and commonalities(differences in social support,and current commonalities).Conclusion:Nurses and other healthcare team members’understanding,selection,use,and recommendation of CVADs have an indirect effect on patients’decision-making.Therefore,hospital managers and government departments can indirectly strengthen medical team cooperation and improve learning education in order to improve the safety of patients receiving intravenous infusions.

Continuation of cardiopulmonary resuscitation in a Chinese hospital after unsuccessful EMS resuscitation

Objective To evaluate the efficacy of the continuation of eardiopulmonary resuscitation （CPR） following transportation to the emergency department in a Chinese hospital after unsuccessful emergency medical services （EMS） CPR. Methods From January 2002 to December 2007, emergency records of non-traumatic patients who were transported to a tertiary teaching hospital after unsuccessful EMS CPR were reviewed. Results Eigty-five patients were included, and 13 patients （15%） accomplished restoration of spontaneous circulation in our emergency department. Resuscitative possibility reached zero at around 23 minutes. One patient was discharged with a favourable neurologic outcome. Conclusions This study shows that the continuation of CPR is not futile and may improve outcomes. The outcomes should be re-evaluated in the future when prehospital information can be combined with in-hospital information （J Geriatr Cardio12009; 6：142-146）.
