Social capital has played an increasingly important role in regional development.China is a country with high stocks of social capital.Using several different indicators of social capital,this study tries to research ...Social capital has played an increasingly important role in regional development.China is a country with high stocks of social capital.Using several different indicators of social capital,this study tries to research the regional disparities in social capital and the influence of social capital on economic growth of China in 1978-2004.Measuring social capital with indicators of associations,charities and blood donation rates,this study finds significant regional disparities in social capital at provincial level in China.Those indicators for social capital are highly correlated with regional economic performance.Statistical analysis shows that social capital has a significant and positive effect on a long-term provincial economic growth.This relationship exists after controlling policy,macro location factors,and per capita GDP in the initial year.The empirical findings indicate that institutions,culture and social relations are critical for regional development in China.Therefore,the creation and support of social capital should be paid more attention to when making regional policy.展开更多

This paper summarizes the distribution and production layout of the major mineral resources in China,including coal,iron ore,copper and bauxite,from a national perspective.It also identifies the incompatibility betwee...This paper summarizes the distribution and production layout of the major mineral resources in China,including coal,iron ore,copper and bauxite,from a national perspective.It also identifies the incompatibility between the mineral resources distribution and regional economic development.Significant issues with China's mineral resource industry cause challenges for the sustainable development of both the mining industry and the national socio-economy.The sustainability of regional mineral resources and the environmental pollution by mining in the western China were also analyzed.Results show that the distribution of China's mineral resources is misaligned with its regional layout of economic development.China's mineral resources have been over-exploited,and the mineral resources production in the eastern China is unsustainable.The continuously expanding production of mineral resources in the western China has heavily endangered the ecological environment.We propose strategies to boost the sustainable development of mineral resources,including measures to accelerate economic development and enhance the sustainability of domestic mineral resources.We also offer suggestions for scientifically planning the mineral resource prospecting and exploitation and regional economic layout,as well as for proactively undertaking industry transfer in the eastern China and raising the environmental benchmark requirements for the mineral industry in the central and western China.展开更多

Thus, as a matter of social ...Global warming is recently an urgent issue worldwide. The increase of carbon emissions induced by human economic activi- ties has become a major driving force behind global climate change. Thus, as a matter of social responsibility, reasonable carbon con- straints should be implemented to ensure environmental security and sustainable development for every country. Based on a summary of studies that examined the relationship between carbon emissions and regional development, this paper shows that human activity-led carbon emission is caused by the combination of several influencing factors, including population size, income level, and technical pro- gress. Thus, a quantitative model derived from IPAT-ImPACT-Kaya series and STIRPAT models was established. Empirical analysis using multivariate nonlinear regression demonstrated that the origins of growing global carbon emission included the increasing influ- encing elasticity of the population size and the declining negative effect of technical progress. Meanwhile, in context of classification of country groups at different income levels, according to the comparison of fluctuating patterns of the influencing elasticity, technical progress was found as the main factor influencing carbon emission levels in high-income countries, and population size might he the controlling factor in middle-income countries. However, for low-income countries, the nonlinear relationship between carbon emission and its influencing factors was not significant, whereas population growth was identified as an important potential driving force in future carbon emissions. This study can therefore provide a reference for the formulation of policies on carbon constraints, especially to de- velop more efficient carbon mitigating policies for countries at different income levels.展开更多

The main conclusions are: 1) The regional disparity of economic development in China, including the inter-provincial disparity, inter-regional disparity and intra-regional disparity, has existed for many years. Theil index by the comparative price has revealed the true trend for comparative disparity of regional economic development from 1952 to 2000. 2) Decomposition of Theil index indicates that the dynamic trend of comparative inter-provincial disparity in the coastal region is in line with dynamic trend of inter-provincial disparity in the whole China. 3) The R/S analysis results tell us that during 1966-1978, the Hurst exponent H=0.504 approximate to 0.5, which indicates that in that period the evolution of comparative inter-provincial disparity of economic development showed a random characteristic, and in the other periods, i.e. 1952-1965, 1979-1990 and 1991-2000, the Hurst exponent H>0.5, which indicates that in those periods the evolution of the comparative inter-provincial disparity of economic development in China had a long-enduring characteristic. 4) By using wavelet analysis at different time scale, we arrived at a conclusion that the evolutionary process of the disparity of economic development of China is not a simple inverted U shape but a compound of several U shapes. The result tells us that the evolutionary plot of inter-provincial disparity in China follows the inverted U on the whole at the higher scale, 24 ( 16 years). That is to say, the disparity tends to rise in the first stage of economic development, and fall slowly over the peak in the second stage of economic development. However, if we shorten the time scale to 23 ( 8 years), then a link of several U shapes will appear.展开更多
Rural development inequality is an important practical issue during the course of full establishment of a ′moderately well-off society′ in modern China,and the objective understanding and evaluation of the status an...Rural development inequality is an important practical issue during the course of full establishment of a ′moderately well-off society′ in modern China,and the objective understanding and evaluation of the status and regional inequality of rural development can provide scientific basis for ′building a new countryside′ and coordination development of rural-urban regions.Based on the county-level data of 2000,2005 and 2009,this paper examines the rural development inequality of Jilin Province in Northeast China by establishing a rural development index.The spatio-temporal dynamic patterns and domain factors are discussed by using the method of exploratory spatial data analysis and multi-regression model.The results are shown as follows.Firstly,most of the counties were in lower development level,which accounted for 58.3%,62.5% and 66.7% of the total counties in 2000,2005 and 2009,respectively.The characteristics of spatial inequality were very obvious at county level.For example,rural development level of Changchun Proper and the proper of seven prefecture-level cities were much higher than that of the surrounding regions.The counties in the eastern and northern Jilin Province were the lowest regions of rural development level,while the middle counties were the rapid growth areas in rural economy.Secondly,Moran′s I of rural development index(RDI) was 0.01,–0.16 and –0.06 in 2000,2005 and 2009,respectively,which indicated that spatial agglomeration of RDI was not obvious in Jilin Province,and took on the characteristic of random distribution.The counties of both the units and its adjacent units have higher development level(HH) were transferred from the western areas to the eastern areas,while the countries of both the units and its adjacent units have lower development level(LL) were diffused from the eastern to middle and western Jilin Province.Finally,the result of multi-regression analysis showed that the improvement of agricultural production condition,development of agricultural economics and the adjustment of industrial structure were the domain factors affecting rural development inequality of Jilin Province in the later ten years.展开更多

This paper presents an evaluation index system for resources and environment carrying capacity based on four aspects of carrying capacity(i.e., water resources, land resources, the environment, and ecosystems) by using a square deviation decision-making method, and on the basis of above effort evaluates the resources and environment carrying capacity across 31 provincial regions in China(not including Hong Kong, Macao and Taiwan regions of China). In addition, this paper evaluates the current state of socio-economic development, and analyzes the spatial distribution of resources and environment pressure. The results showed that distinct spatial differences in resources and environment carrying capacity and pressure across provincial regions. Resources and environment pressure is affected by both comprehensive resources and environment carrying capacity and socio-economic development. Regions subjected to lower degrees of resources and environment pressure will be restricted by resources and environmental problems through future courses of development owing to excessively low carrying capacities. By contrast, regions with higher comprehensive resources and environment carrying capacity will be subjected to excessively high levels of resources and environment pressure because of rapid socio-economic development. Both of resources and environment carrying capacity and pressure must therefore be considered in the allocation of country-binding targets to provincial regions.展开更多

Based on the evaluation index system and models of EGE and RD, Quadrant Analysis Method (QAM) and the Coordination Degree and Coordinated Development Degree Model (CDCDDM) were applied to studying the relationship between EGE and RD in Xinjiang in this paper. The results show that Xinjiang can be divided into four type regions according to the relationship between EGE and RD, namely high coordination region (HCR), overloading development region (ODR), low coordination region (LCR) and potential development region (PDR). Most areas of Xinjiang belong to LCR which can not bear a larger population and support large-scale economic development. HCR, ODR and PDR, which are mainly distributed in piedmont oases and take basin as unit, should be focused on in the development of Xinjiang. The EGE has great influence on RE), and there is serious contradiction between them. Obviously, the core of the notion refers to a commitment of the enterprise in order to improve living standard of related interest counterparts. Nowadays, entrepreneurship corporate social responsibility has been not only an ethical call, but also an institutional constraint. The consensus is that in operation process an enterprise should take into account of its economic, social and ethical effects on consumers, staffs, shareholders, communities, local governments and environment and make a better prospect to them. Although ample Chinese-speaking studies have been published on the topic, most of them suffer from paying too little attention to dynamic multi-scalar interactions between firms, institutions, policies and places, as well as a too strong focus on individual cases. They also mostly disregard internationally recognized concepts and theories in the field. Based on these internationally recognized modern concepts, this paper therefore puts forward some potential avenues for future research on the evolution of old industrial areas in China, which should overcome existing deficits in the Chinese-speaking literature. It suggests that some evolutionary economic geography concepts such as path dependence, lock-in, path creation, relatedness, as well as multi-scalar institutional and leadership approaches have useful potentials to better understand the evolutionary processes and mechanisms of old industrial areas in China.展开更多

The commercial and operational freedoms have led most of the larger carriers to develop hub-and-spoke networks, within which certain cities or metropolitan areas emerge as key nodes possessing tremendous advantages over other locations in the air transport system. This paper examines the nature of hub-and-spoke operations in air transportation services, and the benefits that accrue to a city or geographical region that is host to an airline hub. In particular, it looks into linkages between the air service hub and local economic development. Four potential types of impact of airports on the regional economy are defined and discussed. As an example, the assessment of the economic impacts of Cincinnati-Northern Kentucky International Airport (CVG), a major Delta Airlines hub, is introduced.展开更多

The nature and framework of the valley economy model are described and the development of the model, which is specific to the mountain areas of Beijing, is analyzed. Five different valley economy models applied in the Beijing mountain areas are compared. The major purpose of the valley economy model is to develop the regional economy, including the selection of appropriate industries, the allocation of industrial space, the establishment of supply chains and the integration of various industries. Pilot experiments using the valley economy model have been conducted in seven counties(districts) in Beijing: Pinggu, Huairou, Changping, Mentougou, and Fangshan districts, and Yanqing and Miyun counties. Five models for developing the Beijing mountain areas have been explored, including: creative cultural industries, characteristic industry clusters, the promotion of large tourist areas, natural scenic tourism and folk cultural tourism. Each model has its own unique features and potential to help in the regional development of mountain areas.展开更多

From the era of the planned economy to the development,consolidation and improvement of the socialist market economic system after reform and opening up since 1978, as a key target of economic development, China has been committed to balancing regional development, and after decades-long explorations and relentless efforts made great progress. Coordinated regional development-as manifested in narrowed regional development gaps, more equal access to basic public services and eradication of regional absolute poverty-has paved the way for more substantive progress to be made in delivering common prosperity for all. Despite the progress, China still needs to further improve institutional systems for regional coordination and undergird the regional foundation for common prosperity according to the requirements of its new development stage. It concluded that SEA could be improved by the following recommendations: incorporating SEA in decision-making process, selecting experimental units for SEA trial run, and developing strategic evaluation tools and techniques. SEA can provide appropriate and up-to-date information on the impact of human activity on environment in the process of urbanization, and develop a plan of action targeting implementation of intervention for the rehabilitation and preservation of the ecological stability of a city. And, the priority in considering how to bring the maximum effect of their coordinated development into play is to delineate the spheres of urban influence with regard to the cities in the Beijing-Tianjin-Hebei Metropolitan Region. By building an evaluation index system of urban comprehensive strength, this paper applies the principal component analysis method to determine centrality strength of the cities, and the breakpoint theory and weighted Voronoi diagram to identify the spheres of urban influence in all central cities of the region. Results show that 13 central cities within the region greatly differ in strength, which can be classified into four tiers and that the spheres of urban influence do not have a high goodness of fit with administrative jurisdiction scope. Cities like Beijing, Tianjin, Shijiazhuang and Handan have larger spheres of urban, spheres of urban influence in Tangshan and Qinhuangdao are basically consistent with their administrative jurisdiction scopes, and seven cities including Langfang and Baoding have smaller spheres of urban influence. So according to these cities' comprehensive strength and spheres of influence, the region can be divided into five plates: Beijing, Tianjin, Shijiazhuang, Tangshan and Handan. The major influence factors for inconsistency between spheres of urban influence and spheres of jurisdiction include difference in urban administrative ranking, small number of central cities with weak strength, discrepancy in the number of counties under jurisdiction, unreasonable spheres of jurisdiction and diversity in topographical conditions. In order to solve the imbalance in the spheres of urban influence and those of jurisdiction and better facilitate the coordinated development of the region, it is advised to adjust administrative areas so as to obtain more optimized urban spatial layout and more reasonable urban scale hierarchy system.展开更多

Based on a summary of studies that examined the relationship between carbon emissions and regional development, this paper shows that human activity-led carbon emission is caused by the combination of several influencing factors, including population size, income level, and technical pro- gress. Thus, a quantitative model derived from IPAT-ImPACT-Kaya series and STIRPAT models was established. Empirical analysis using multivariate nonlinear regression demonstrated that the origins of growing global carbon emission included the increasing influ- encing elasticity of the population size and the declining negative effect of technical progress. Meanwhile, in context of classification of country groups at different income levels, according to the comparison of fluctuating patterns of the influencing elasticity, technical progress was found as the main factor influencing carbon emission levels in high-income countries, and population size might he the controlling factor in middle-income countries. However, for low-income countries, the nonlinear relationship between carbon emission and its influencing factors was not significant, whereas population growth was identified as an important potential driving force in future carbon emissions. This study can therefore provide a reference for the formulation of policies on carbon constraints, especially to de- velop more efficient carbon mitigating policies for countries at different income levels.

文摘This paper shows the dynamic process of regional disparity of economic development in China in the past 50 years from a new insight by using the rescaled range statistic (R/S) analysis and wavelet analysis of the Theil index sequence with different time scales. The main conclusions are: 1) The regional disparity of economic development in China, including the inter-provincial disparity, inter-regional disparity and intra-regional disparity, has existed for many years. Theil index by the comparative price has revealed the true trend for comparative disparity of regional economic development from 1952 to 2000. 2) Decomposition of Theil index indicates that the dynamic trend of comparative inter-provincial disparity in the coastal region is in line with dynamic trend of inter-provincial disparity in the whole China. 3) The R/S analysis results tell us that during 1966-1978, the Hurst exponent H=0.504 approximate to 0.5, which indicates that in that period the evolution of comparative inter-provincial disparity of economic development showed a random characteristic, and in the other periods, i.e. 1952-1965, 1979-1990 and 1991-2000, the Hurst exponent H>0.5, which indicates that in those periods the evolution of the comparative inter-provincial disparity of economic development in China had a long-enduring characteristic. 4) By using wavelet analysis at different time scale, we arrived at a conclusion that the evolutionary process of the disparity of economic development of China is not a simple inverted U shape but a compound of several U shapes. The result tells us that the evolutionary plot of inter-provincial disparity in China follows the inverted U on the whole at the higher scale, 24 ( 16 years). That is to say, the disparity tends to rise in the first stage of economic development, and fall slowly over the peak in the second stage of economic development. However, if we shorten the time scale to 23 ( 8 years), then a link of several U shapes will appear.

文摘Rural development inequality is an important practical issue during the course of full establishment of a ′moderately well-off society′ in modern China,and the objective understanding and evaluation of the status and regional inequality of rural development can provide scientific basis for ′building a new countryside′ and coordination development of rural-urban regions.Based on the county-level data of 2000,2005 and 2009,this paper examines the rural development inequality of Jilin Province in Northeast China by establishing a rural development index.The spatio-temporal dynamic patterns and domain factors are discussed by using the method of exploratory spatial data analysis and multi-regression model.The results are shown as follows.Firstly,most of the counties were in lower development level,which accounted for 58.3%,62.5% and 66.7% of the total counties in 2000,2005 and 2009,respectively.The characteristics of spatial inequality were very obvious at county level.For example,rural development level of Changchun Proper and the proper of seven prefecture-level cities were much higher than that of the surrounding regions.The counties in the eastern and northern Jilin Province were the lowest regions of rural development level,while the middle counties were the rapid growth areas in rural economy.Secondly,Moran′s I of rural development index(RDI) was 0.01,–0.16 and –0.06 in 2000,2005 and 2009,respectively,which indicated that spatial agglomeration of RDI was not obvious in Jilin Province,and took on the characteristic of random distribution.The counties of both the units and its adjacent units have higher development level(HH) were transferred from the western areas to the eastern areas,while the countries of both the units and its adjacent units have lower development level(LL) were diffused from the eastern to middle and western Jilin Province.Finally,the result of multi-regression analysis showed that the improvement of agricultural production condition,development of agricultural economics and the adjustment of industrial structure were the domain factors affecting rural development inequality of Jilin Province in the later ten years.

文摘Resources and environment carrying capacity is central to not only regional sustainable development but also major function-oriented zoning. This paper presents an evaluation index system for resources and environment carrying capacity based on four aspects of carrying capacity(i.e., water resources, land resources, the environment, and ecosystems) by using a square deviation decision-making method, and on the basis of above effort evaluates the resources and environment carrying capacity across 31 provincial regions in China(not including Hong Kong, Macao and Taiwan regions of China). In addition, this paper evaluates the current state of socio-economic development, and analyzes the spatial distribution of resources and environment pressure. The results showed that distinct spatial differences in resources and environment carrying capacity and pressure across provincial regions. Resources and environment pressure is affected by both comprehensive resources and environment carrying capacity and socio-economic development. Regions subjected to lower degrees of resources and environment pressure will be restricted by resources and environmental problems through future courses of development owing to excessively low carrying capacities. By contrast, regions with higher comprehensive resources and environment carrying capacity will be subjected to excessively high levels of resources and environment pressure because of rapid socio-economic development. Both of resources and environment carrying capacity and pressure must therefore be considered in the allocation of country-binding targets to provincial regions.

文摘The study on relationship between eco-geographic environment (EGE) and regional development (RD) is of theoretical and practical significance to promote the comprehensive study on nature and human factors and regional coordination development. Based on the evaluation index system and models of EGE and RD, Quadrant Analysis Method (QAM) and the Coordination Degree and Coordinated Development Degree Model (CDCDDM) were applied to studying the relationship between EGE and RD in Xinjiang in this paper. The results show that Xinjiang can be divided into four type regions according to the relationship between EGE and RD, namely high coordination region (HCR), overloading development region (ODR), low coordination region (LCR) and potential development region (PDR). Most areas of Xinjiang belong to LCR which can not bear a larger population and support large-scale economic development. HCR, ODR and PDR, which are mainly distributed in piedmont oases and take basin as unit, should be focused on in the development of Xinjiang. The EGE has great influence on RE), and there is serious contradiction between them. Relevant suggestions on development strategies were put forward according to the character of different type regions, and the key regions of macro-layout of RD in Xinjiang were pointed out.

And it is a sense of value, discipline and respect to the people, community and environment-related policies of the enterprise. Obviously, the core of the notion refers to a commitment of the enterprise in order to improve living standard of related interest counterparts. Nowadays, entrepreneurship corporate social responsibility has been not only an ethical call, but also an institutional constraint. The consensus is that in operation process an enterprise should take into account of its economic, social and ethical effects on consumers, staffs, shareholders, communities, local governments and environment and make a better prospect to them. Based on this point of view, by field work and questionnaire method, this paper discusses specifically the interaction between TNCs' R&D activities and local development of the Pudong New Area, a China's largest special economic zone in Shanghai to explore dynamics of the TNCs' R&D activities, growth of the local economy and their roles in promoting flexible innovation networks for sustainable futures. This involves: a. notion of the entrepreneurship corporate social responsibility; b. current state and trend of TNCs' R&D activities; c. mode and linkage tightness between TNCs' R&D activities and the local economy; d. main problems of the TNCs' R&D activities in Pudong; e. the context of flexible innovation networks; and f. manner and ways in creation of flexible innovation networks.
文摘Since the founding of the People’s Republic of China in 1949,China’s regional development strategy has experienced three stages-the balanced development strategy before reform and opening up in 1978,imbalanced development strategy since 1978,and the present coordinated development stage.Each stage has its own priorities and characteristics of historical context and offers valuable experience for China’s regional economic development.Reviewing the journey and historic characteristics of China’s regional economic development is of great theoretical and relevant significance to its balanced regional economic development in the new era.Experience shows that in the strategic choice of regional development,importance should be given to the proper handling of relationships between efficiency and fairness,government and market,equilibrium and disequilibrium,and central and local governments.In general,China’s regional economic development has achieved tremendous progress since 1949,particularly since 1978 as manifested in favorable regional development momentum and balanced regional development.Nevertheless,imbalanced and inadequate regional development remain prominent contradictions.In the new era,we must follow Xi Jinping thought on socialism with Chinese characteristics as guidance,implement the strategy of balanced regional development,and bring about a new development pattern characterized by equal access to basic public services,relatively balanced infrastructure accessibility and generally equal living standards.

文摘The restructuring of old industrial areas has been receiving much attention in regional development studies both in industrialized and emerging economies. Although ample Chinese-speaking studies have been published on the topic, most of them suffer from paying too little attention to dynamic multi-scalar interactions between firms, institutions, policies and places, as well as a too strong focus on individual cases. They also mostly disregard internationally recognized concepts and theories in the field. Based on these internationally recognized modern concepts, this paper therefore puts forward some potential avenues for future research on the evolution of old industrial areas in China, which should overcome existing deficits in the Chinese-speaking literature. It suggests that some evolutionary economic geography concepts such as path dependence, lock-in, path creation, relatedness, as well as multi-scalar institutional and leadership approaches have useful potentials to better understand the evolutionary processes and mechanisms of old industrial areas in China.

文摘Considerable changes have taken place in commercial passenger air transport since the enactment of the 1978 Airline Deregulation Act in the US and the deregulation of airline networks that has occurred elsewhere. The commercial and operational freedoms have led most of the larger carriers to develop hub-and-spoke networks, within which certain cities or metropolitan areas emerge as key nodes possessing tremendous advantages over other locations in the air transport system. This paper examines the nature of hub-and-spoke operations in air transportation services, and the benefits that accrue to a city or geographical region that is host to an airline hub. In particular, it looks into linkages between the air service hub and local economic development. Four potential types of impact of airports on the regional economy are defined and discussed. As an example, the assessment of the economic impacts of Cincinnati-Northern Kentucky International Airport (CVG), a major Delta Airlines hub, is introduced.

文摘As natural ecosystems provide the material basis and fundamental support for regional sustainable devel-opment,the sustainability of natural ecosystems is an important prerequisite and a viable approach for the achievement of regional sustainable development.It is also the final criteria to assess whether sustainable development paradigm is successful.Along with the increasing impacts of human activities on natural ecosystems,the evaluation of regional ecological sustainability has become one of the key issues for research on macro ecology and sustainable development.Based on different unit of indicators,this study firstly groups the evaluation frameworks of regional ecological sus-tainability into three major types:comprehensive index evaluation with dimensionless unit,monetary valuation,and biophysical quantity measurement.We then discuss and compare these types in terms of basic principles,scope of ap-plications,advantages and shortcomings.Finally,drawn on the discussion about characteristics of ecological sustain-ability,we outline the current trend and future directions of regional ecological sustainability evaluation,for instance,transition from sustainable development evaluation to sustainability science,integration of goal-oriented and problem-solving approaches,combination of spatial pattern analysis and ecological sustainability evaluation,and en-hancement of ecological sustainability evaluation at landscape scale.

文摘A case study is presented of a regional development model for valley economies in the mountain areas of Beijing, China. The nature and framework of the valley economy model are described and the development of the model, which is specific to the mountain areas of Beijing, is analyzed. Five different valley economy models applied in the Beijing mountain areas are compared. The major purpose of the valley economy model is to develop the regional economy, including the selection of appropriate industries, the allocation of industrial space, the establishment of supply chains and the integration of various industries. Pilot experiments using the valley economy model have been conducted in seven counties(districts) in Beijing: Pinggu, Huairou, Changping, Mentougou, and Fangshan districts, and Yanqing and Miyun counties. Five models for developing the Beijing mountain areas have been explored, including: creative cultural industries, characteristic industry clusters, the promotion of large tourist areas, natural scenic tourism and folk cultural tourism. Each model has its own unique features and potential to help in the regional development of mountain areas.

文摘Coordinating regional development is a key step for China to achieve the goal of common prosperity for all. From the era of the planned economy to the development,consolidation and improvement of the socialist market economic system after reform and opening up since 1978, as a key target of economic development, China has been committed to balancing regional development, and after decades-long explorations and relentless efforts made great progress. Coordinated regional development-as manifested in narrowed regional development gaps, more equal access to basic public services and eradication of regional absolute poverty-has paved the way for more substantive progress to be made in delivering common prosperity for all. Despite the progress, China still needs to further improve institutional systems for regional coordination and undergird the regional foundation for common prosperity according to the requirements of its new development stage. Specifically, China should focus on the following priorities:(i) Strengthen institutional infrastructure, smooth regional internal and external circulations, and develop a unified domestic market at a higher level;(ii) give full play to the role of the government in equalizing access to basic public services, promoting infrastructure connectivity and protecting basic living standards;(iii) optimize integrated urban-rural development mechanisms, take solid steps to revitalize the countryside, and further coordinate urban and rural development;(iv) improve the layout of the industrial chain and advance interregional industrial chain upgrade and social progress.
文摘This paper reviewed the development of Strategic Environmental Assessment (SEA) in China, expounded its functions and regional characteristics, and discussed the targets of SEA in the process of urbanization,and the main assessment indicators, procedures, techniques and methodologies of SEA. It concluded that SEA could be improved by the following recommendations: incorporating SEA in decision-making process, selecting experimental units for SEA trial run, and developing strategic evaluation tools and techniques. SEA can provide appropriate and up-to-date information on the impact of human activity on environment in the process of urbanization, and develop a plan of action targeting implementation of intervention for the rehabilitation and preservation of the ecological stability of a city. Therefore, SEA can be a supporting tool for decision-making toward achieving sustainable development.

文摘The coordinated development of Beijing, Tianjin and Hebei has been elevated as China's important strategy. And, the priority in considering how to bring the maximum effect of their coordinated development into play is to delineate the spheres of urban influence with regard to the cities in the Beijing-Tianjin-Hebei Metropolitan Region. By building an evaluation index system of urban comprehensive strength, this paper applies the principal component analysis method to determine centrality strength of the cities, and the breakpoint theory and weighted Voronoi diagram to identify the spheres of urban influence in all central cities of the region. Results show that 13 central cities within the region greatly differ in strength, which can be classified into four tiers and that the spheres of urban influence do not have a high goodness of fit with administrative jurisdiction scope. Cities like Beijing, Tianjin, Shijiazhuang and Handan have larger spheres of urban, spheres of urban influence in Tangshan and Qinhuangdao are basically consistent with their administrative jurisdiction scopes, and seven cities including Langfang and Baoding have smaller spheres of urban influence. So according to these cities' comprehensive strength and spheres of influence, the region can be divided into five plates: Beijing, Tianjin, Shijiazhuang, Tangshan and Handan. The major influence factors for inconsistency between spheres of urban influence and spheres of jurisdiction include difference in urban administrative ranking, small number of central cities with weak strength, discrepancy in the number of counties under jurisdiction, unreasonable spheres of jurisdiction and diversity in topographical conditions. In order to solve the imbalance in the spheres of urban influence and those of jurisdiction and better facilitate the coordinated development of the region, it is advised to adjust administrative areas so as to obtain more optimized urban spatial layout and more reasonable urban scale hierarchy system.
