从上世纪末开始,为保持我国外贸增长,打击骗取出口退税和逃避外汇监管,中央政府多次推动口岸大通关建设。由于口岸管理体制复杂导致协调难度大、各单位过于看重部门利益导致服务理念相对薄弱、法律失位,对口岸管理"三互"缺乏... 从上世纪末开始,为保持我国外贸增长,打击骗取出口退税和逃避外汇监管,中央政府多次推动口岸大通关建设。由于口岸管理体制复杂导致协调难度大、各单位过于看重部门利益导致服务理念相对薄弱、法律失位,对口岸管理"三互"缺乏硬性规定,以及口岸管理部门对"三互"缺乏动力等原因,口岸管理单位之间"三互"合作进展不容乐观。文章提出了在现有口岸管理体制不进行大的改组的情况下,通过转变口岸管理部门的服务理念、妥善处理各口岸管理部门的利益关系、利用法律手段规范推进口岸管理"三互"合作、完善电子口岸管理体制建立国家统一的口岸数据库、以船舶管理为突破口逐步推进"三互"合作项目等途径,来有效推进口岸管理"三互"取得实质性进展。 展开更多

Changes in the water cycle on the Tibetan Plateau(TP)have a significant impact on local agricultural production and livelihoods and its downstream regions.Against the background of widely reported warming and wetting,the hydrological cycle has accelerated and the likelihood of extreme weather events and natural disasters occurring(i.e.,snowstorms,floods,landslides,mudslides,and ice avalanches)has also intensified,especially in the highelevation mountainous regions.Thus,an accurate estimation of the intensity and variation of each component of the water cycle is an urgent scientific question for the assessment of plateau environmental changes.Following the transformation and movement of water between the atmosphere,biosphere and hydrosphere,the authors highlight the urgent need to strengthen the three-dimensional comprehensive observation system(including the eddy covariance system;planetary boundary layer tower;profile measurements of temperature,humidity,and wind by microwave radiometers,wind profiler,and radiosonde system;and cloud and precipitation radars)in the TP region and propose a practical implementation plan.The construction of such a three-dimensional observation system is expected to promote the study of environmental changes and natural hazards prevention. 展开更多

The single-photon transmission amplitude and reflection amplitude are obtained exactly via real-space approach. The single-photon transport properties controlling by classic optical field are discussed. The scaling behavior of the second virial coefficient of ring polymers at the theta temperature of the corresponding linear polymer(θ_L) is investigated by off-lattice Monte Carlo simulations. The effects of the solvents are modeled by pairwise interaction between polymer monomers in this approach. Using the umbrella sampling, we calculate the effective potential U(r) between two ring polymers as well as the second virial coefficient A_2 of ring polymers at θ_L, which results from a combination of 3-body interactions and topological constraints. The trend in the strength of the effective potential with respect to chain length shows a non-monotonic behavior, differently from that caused only by topological constraints. Our simulation suggests that there are three regimes about the scaling behavior of A_2 of ring polymers at θ_L: 3-body interactions dominating regime, the crossover regime, and the topological constraints dominating regime. 展开更多
