The "Silk Road Economic Belt" and the "China Dream" are tightly linked together rather than isolated from each other. The essence of the construction of the "Silk Road Economic Belt" is to give equal considerations to both the East and the West, paying equal attentions to the North and the South, while balancing the land and the sea and connecting domestic with foreign. This is the innovation and priority of China's peripheral diplomacy as well as a strategic support and tactical guarantee of the "China Dream". The "Silk Road Economic Belt" is constructed to make history serve reality; it exchanges economy for politics, space on land for time at sea, and balances a weakness in sea power with superiority in land power. Instead of simply replicating the Silk Road, the "Silk Road Economic Belt" possesses a broader realm and a richer context. China is the starting point and pioneer and driver of the Silk Road Economic Belt; Russia is located in the throat place of the belt; and India is at the joint of the belt and the Maritime Silk Road. China, Russia, and India as the BRICS countries are geo-connected, easy to reach a consensus because of their common and similar interests. The three countries also have common inherent demands and strategic directions: connectivity, complementarity, taking advantage of the great powers of Eurasia and sea-land compound, moving toward the grand trend of modern international economy and technology development. Promoting the construction of the Silk Road Economic Belt accords with their respective interests, and is their common interests, which decide that China, Russia, and India are the key factors and dominant forces in the construction of the belt. 展开更多

The Characteristics and Driving Factors of the Spatio-temporal Dynamic Evolution of Tourism Ecological Security in the Silk Road Economic Belt

The exploration of ecological safety in tourism sites can provide a concrete path for sustainable tourism development in a region.Based on the“Driver-Pressure-State-Impact-Response”(DPSIR)model,we constructed an index system for the evaluation of tourism ecological security(TES)in the Silk Road Economic Belt(SREB)from 2005 to 2020.This index system was used to explore the characteristics of spatial and temporal dynamic evolution with the help of entropy weight TOPSIS method,dynamic index of TES and Markov probability transfer matrix,and a standard deviational ellipse(SDE)model and GM(1,1)model were constructed for spatial pattern analysis and prediction.The results indicate four key aspects of this system.(1)In terms of spatiotemporal evolution,the tourism ecological safety index(TESI)of the SREB increased,the TES levels of the northwestern and southwestern provinces and cities differed significantly,and the quality conditions of TES in the southwestern provinces and cities were better than in the northwest.(2)In terms of dynamic evolutionary characteristics,the speed of change at each level of the SREB was slow,but the level of TES has improved.The TES level has not shifted by leaps and bounds,and the shifts in the level type show“path dependence”and“self-locking”effects.(3)In terms of spatial and temporal distribution patterns,the spatial pattern of TES in the SREB is a“northwest-southeast”movement trend,and the spatial distribution appeared as“aggregation”from 2005 to 2020.The prediction results show that the center of gravity of TES in the SREB will shift to the southeast from 2025 to 2035,and the spatial spillover effect will be reduced.(4)In terms of driving factors,the number of star-rated hotels,and the amounts of industrial wastewater emissions,tourism foreign exchange earnings,forest coverage,and other parameters are the key factors affecting TES,and the booming tourism industry requires the interconnection and interpenetration of various factors.The results of this study can provide a reference for tourism development and ecological environmental protection in the Silk Road Economic Belt. 展开更多

The paper analyzes the distribution pattern of resources, ecological environment, society and economy, and holds that it is conducive to Silk Road countries to carry out Omni-directional and multi-level economic cooperation. Then the article puts forth main modes and paths of sustainable economic development for the Silk Road Economic Belt (SREB): ecological civilization mode, regional economic integration mode, transportation economic belt mode and international tourism economic zone mode. Finally, the article summarizes the key scientific issues for the sustainable development in the SREB and puts forward several action projects which include establishing International Scientists League and Think Tanks, establishing international information sharing platform and scientific policy-making system of ecological environment and sustainable development of the SREB, starting international science cooperation and technology traineeship program of the SREB, founding the international cooperation committee in the SREB and founding transnational construction and win-win cooperation mechanism of coping with climate change and ecological environment. 展开更多

Plans for the Silk Road Economic Belt (SREB) include construction of two axes, two belts and two radiated areas. As a significant national strategy for China, the emphasis is on the construction of roads and achieving economic agglomeration and radiation through the construction of traffic axes. Using published literature and data analyses, this paper studied current traffic patterns between China and other regions within the SREB from the perspective of rail, ocean and air transportation. With regard to existing problems and development prospects of these three types of transportation, we propose construction modes for the traffic economic belt across continental plates and that future construction within the SREB should consider key cities as joints and arterial traffic lines as development axes, promote connecting of joints by lines, advance deep construction through joints and axes, connect lines into net, and develop informationalized traffic economic belt on the basis of trans-regional cooperation. 展开更多

The Silk Road Economic Belt (SREB) opens new development opportunities for Russia in general, and its Eastern regions in particular, via larger-scale and multi-level international cooperation. The eastern regions of Russia, rich in natural resources, have traditionally focused on resource extraction. In the context of the SREB, the issues of environmental security in Eastern Russia come to the fore. Here, we propose tools for 'diagnosis' if a chosen path of regional economic development proceeds according to the concept of a green economy. We use different indicators based on eco-intensity. We determine ecological-economic development trends in the Eastern border regions of Russia at the initial stage of the Silk Road Economic Belt formation to serve as a starting point and guideline for development processes within the SREB. If cooperation is directed to implementing the best Chinese production chains, significant improvements in the quality of economic growth in Russia will be achieved. 展开更多
