Northeast China, as the most important production base of agriculture, forestry, and livestock-breeding as well as the old industrial base in the whole country, has been playin a key role in the construction and deve...Northeast China, as the most important production base of agriculture, forestry, and livestock-breeding as well as the old industrial base in the whole country, has been playin a key role in the construction and development of China's economy. However, after the policy of reform and open-up was taken in China. the economic development speed and efficiency ofthis area have turned to be evidently lower than those of coastal area and the national average level as well, which is so-called 'Northeast Phenomenon' and 'Neo-Northeast Phenomenon'. In terms of those phenomena, this paper firstly reviews the spatial and temporal features of the regional evolution of this area so as to unveil the profound forming causes of 'Northeast Phenomena' and 'Neo-Northeast Phenomena'. And then the paper makes a further exploration into the status quo of this region and its forming causes by analyzing its economy gross, industrial structure, product structure, regional eco-categories, etc. At the end of the paper, the authors put forward the basic coordinated development strategies for Northeast China. namely we can revitalize this area by means of adjustment of economic structure, regional coordination, planning urban and rural areas as a whole, institutional innovation, etc.展开更多
This paper summarizes the distribution and production layout of the major mineral resources in China,including coal,iron ore,copper and bauxite,from a national perspective.It also identifies the incompatibility betwee...This paper summarizes the distribution and production layout of the major mineral resources in China,including coal,iron ore,copper and bauxite,from a national perspective.It also identifies the incompatibility between the mineral resources distribution and regional economic development.Significant issues with China's mineral resource industry cause challenges for the sustainable development of both the mining industry and the national socio-economy.The sustainability of regional mineral resources and the environmental pollution by mining in the western China were also analyzed.Results show that the distribution of China's mineral resources is misaligned with its regional layout of economic development.China's mineral resources have been over-exploited,and the mineral resources production in the eastern China is unsustainable.The continuously expanding production of mineral resources in the western China has heavily endangered the ecological environment.We propose strategies to boost the sustainable development of mineral resources,including measures to accelerate economic development and enhance the sustainability of domestic mineral resources.We also offer suggestions for scientifically planning the mineral resource prospecting and exploitation and regional economic layout,as well as for proactively undertaking industry transfer in the eastern China and raising the environmental benchmark requirements for the mineral industry in the central and western China.展开更多

It may be further stimulated by the Clean Development Mechanism for carbo...Restoration forestry (forest rehabilitation) or re-vegetation is one effective measure to solve environmental problems, notably soil erosion. It may be further stimulated by the Clean Development Mechanism for carbon sequestration. However, there is an intensive and on-going debate about the adverse effects arising from afforestation in dryland areas, such as soil drying up which may cause further damage to the success of forest restoration, and the water yield reduction from watershed which may harm the regional development. On other hand, some preliminary studies showed a possibility that these adverse effects may be diminished more or less by properly designing the system structure and spatial distribution of forest/vegetation in a watershed. However, it is urgent to develop an evidence-based and sustainable new forestry policy for harmonizing forest-water interrelation. As a leading country in afforestation, China is beginning to develop a more trans-disciplinary and cross-sectoral forestry policy for harmonizing forestry development with water management. The main points of the changing new forestry policy should include: (1) Establishing a regional development strategy focusing on harmonized forest-water relations; (2) Taking forest-water interactions as an important part of evaluation; (3) Reducing the 'eco-water' quota of forests through technical advancement; (4) Developing and extending water-adaptive forest management practices; (S) Strengthening forest ecohydrological research and decision support ability.展开更多
Over the five years between the 18 th and 19 th National Congress of the CPC, the new generation of Chinese leadership, with Xi Jinping at the core, has proposed a series of ideas, theories, concepts and initiatives, ...Over the five years between the 18 th and 19 th National Congress of the CPC, the new generation of Chinese leadership, with Xi Jinping at the core, has proposed a series of ideas, theories, concepts and initiatives, built a whole set of organizational structures and mechanisms,enriched and improved foreign strategic plans, overcome a host of territorial and sovereign difficulties through the construction and use of the Belt and Road Initiative, breathed new life into head of state diplomacy and other diplomatic forms, and formulated China's international strategic thought and structure for the new era. These developments have positioned China as a great power and led to three major historic achievements, laying an important foundation for China to move from regional big power to global strong power. However, the time-space particularity of China's rise has meant that some structural issues cannot be solved easily, while some new problems are mushrooming. The 19 th National Congress of CPC set higher task objectives for China's international strategy in the new era,and this calls for China's international strategic circle to continue its innovation in both theory and practice.展开更多

How to re- duce or avoid the negative environmental impacts that may be created in th...The mistakes made in the decision-making pro- cess would result in more serious environmental problems than in the project process. How to re- duce or avoid the negative environmental impacts that may be created in the decision-making process, and push the decision-making towards sustainabili- ty, strategic environmental assessment (SEA) was considered one of the most effective approaches and tools. Although SEA has been in existence for over ten years, it should be noted that there are still some shortcomings involving the framework, methodology, procedure and review methods. Based upon three SEA case studies in the coastal zone of Xiamen, China, this paper systematically compares and analyzes targets, contents, method- ologies, and effects of SEA. The results showed that the higher the level of the target, the larger the effect of SEA ; and the earlier SEA is involved in the decision-making process, the more effective SEA is in influencing decision-making. The conceptual framework for environmental protection principles proposed at the beginning of the decision-making process was developed. It was proven a very effi- cacious methodology for SEA.展开更多
