Since 2008, a reform of vocational training is being implemented in the upper level of secondary education in Luxembourg. The new method consists of： （1） teaching through competencies; （2） modular training where ...Since 2008, a reform of vocational training is being implemented in the upper level of secondary education in Luxembourg. The new method consists of： （1） teaching through competencies; （2） modular training where modules can be repeated until they are achieved; and （3） evaluation which has been changed from quantitative to qualitative. The reform continues to face ongoing challenges and resistance from the different actors involved in vocational training. Semi-structured interviews were carried out with the relevant actors in order to analyse their strategies and perspectives during and after the reform： representatives of the Ministry of Education, teaching staff, school administrations, enterprises, parents, and pupils. A heuristic model of resistance to change in education was constructed, based on these interviews. A general fatigue with the reform has spread; and this is at a moment when the Ministry wants to implement new changes to the aforementioned law. In order to make the reform viable, a new negotiated agreement based on the interests of the different players should be achieved.展开更多

However, the first local College English Curriculum published in 2012 in Shanghai focuses on developing ESP and English for academic purpose as its teaching objectives. It has been about one decade since China takes effect the basic education reform, and this study chooses 14 news reports about Chinese basic education reform in the recent years from both America and China as the rese...It has been about one decade since China takes effect the basic education reform, and this study chooses 14 news reports about Chinese basic education reform in the recent years from both America and China as the research samples, and analyzes the samples from the perspective of critical discourse analysis （CDA） to show whether there are differences in the two countries＇ news reports. The samples in this study are selected from the official websites of the two countries. Among the American news reports, some reports from New York Times and others from CNN; while among the Chinese reports, some are from China Daily and others are from CCTV. Under the theoretical framework of CDA, this paper is based on Fairclough＇s three-dimensional modes, and chooses Halliday＇s systemic-functional grammar as the analytical tool. It aims to reveal the hidden relationship between news reports language and ideology as well as power through the contrastive analysis. Through the analysis it finds out that the power relations and ideologies tend to exist in news reports on the issue of Chinese basic education reform. The purposes of news reports are not only to provide the latest information to readers, but also to influence the readers ideologies and at last even to control the readers＇ ideologies through reading of the very issue展开更多

In the 1980s and 1990s, China was an important part of the worldwide decentralization of education. Mainstream research at the time highlighted the inherent rationality of a ＂low center of gravity＂ and multiple sour...In the 1980s and 1990s, China was an important part of the worldwide decentralization of education. Mainstream research at the time highlighted the inherent rationality of a ＂low center of gravity＂ and multiple sources of educational funding and stressed decentralization as an irreversible trend. Since 2001, however, China has readjusted its system of administration of rural compulsory education. Our empirical analysis suggests that this reform is not an extension and refinement of the previous decentralization reform; rather, it represents a renewed effort to reestablish government responsibility for compulsory education. The 200t reform has led to a rapid increase in government investment in education and a considerable improvement in educational equity, especially in primary education. It therefore provides not just a valuable reference for educational reform around the world, but also an opportunity to reflect upon a series of propositions and assumptions in mainstream research.展开更多
