我国电信产业改革演进逻辑:一个分析框架

本文在分析电信业技术、经济特征的基础上,通过总结世界电信改革的经验,回顾我国电信改革历程,提出并构建了TDG-RCP分析框架。透过这个框架,旨在使中国电信改革能够沿着“规制—竞争—产权”的演进逻辑螺旋上升、逐步推进。从趋势上看,以构建有效竞争格局为目标,在3G实施和3C融合、兑现WTO承诺与需求不断增长的条件下,电信立法与专业规制、运营商全业务竞争、业务开放以及向民营资本开放正逐渐成为现实。

Since the reform and opening up,with the digital network science change rapidly development,China＇ s digital animation industry has been rapid development of corresponding.Effects of digital animation industry of China＇ s national economy is more and more strong,and in the entire national economy proportion is also growing.Digital animation industry as one of the most promising future industry, its development potential is very great,and it should cause our enough attention,which must not regard as unimportant.The development of digital industry can drive software and hardware technology, telecommunications industry and other industries progress.However, at present our country digital animation industry development is not satisfactory, and there are still many problems,also,the problems existed in the development of China＇s digital animation industry problem for detailed analysis,and it puts forward some countermeasures to solve the problem.
