It impacts not only the living standard improvement of farmers but also the economic value of cultivated land, furthermore results in the direct and indirect loss of cultivated land resources. China＇s cultivated land area has decreased dramatically in recent years. An important reason for the decrease is the relatively low cost of cultivated land occupancy, which results from the distortion of economic value of cultivated land due to the existence of scissors difference. This study firstly analyzed the dynamic change of scissors difference and calculated the absolute and relative magnitude of scissors difference from 1997 to 2002, then computed the economic value of cultivated land before and after scissors difference adjustment in 2002, and finally discussed the inverted scissors difference. Results suggest that the scissors difference has a remarkable impact on the economic value of cultivated land, and the adjustment of scissors difference even inverted scissors difference to the economic value of cultivated land is indisoensable.展开更多

Afterwards, on the basis of constructing utility function of profit, resources constraint, resources input risk, synthetically utility function is obtained. With above work, the neural network model is established under the condition of many cooperative members. Finally, using one kind of new neural net means, we have carded on the imitation resolution as to the variable value of the latter model.展开更多

The key causes of local government liabilities are soft budget constraints and non-market-based factor allocation. Currently, the risks of local government liabilities are generally controllable. This paper concludes that the long-term solution to managing local government liabilities is to enhance budget constraint and institutional assurance and proposes countermeasures in the reform of urban construction investment and ftnancing mechanisms.展开更多

Since the marketization reform in China in 1978, market mechanism has played a more and more important role in resource allocation, and Chinese economy has developed greatly, which is called "the Chinese Miracle". This paper analyzes the economic growth in China from 1978 to 2004 with the analytical method of total resource reallocation effect. The result shows that the annual growth rate of total resource reallocation effect was 0.2%, which was 5.1% of the comprehensive productivity and 0.21% of the gross output growth, i.e. the total resource allocation played a weak role in the economic growth in China. When analyzing it in Chenery's multinational model, we find that Chinese comprehensive productivity growth rate was higher than that in all the income phases of the model, but the total resource allocation effect was obviously lower than that in all the income phases of the model. It indicates that the total resource allocation in China has a great potential, and that to accelerate marketization reform is one of the important issues for Chinese economic development.展开更多
