The inherent selfishness of each node for the enhancement of message successful delivery ratio and the network overall performance improvement are reflected in the contradiction relationship of competition and coopera...The inherent selfishness of each node for the enhancement of message successful delivery ratio and the network overall performance improvement are reflected in the contradiction relationship of competition and cooperation in delay/disruption tolerant networks (DTN). In particular, the existence of malicious node aggravates this contradiction. To resolve this contradiction, social relationship theory and group theory of social psychology were adopted to do an in-depth analysis. The concrete balancing approach which leveraged Nash equilibrium theory of game theory was proposed to resolve this contradiction in reality. Thus, a new congestion control routing algorithm for security defense based on social psychology and game theory (CRSG) was put forward. Through the experiment, this algorithm proves that it can enhance the message successful delivery ratio by more than 15% and reduce the congestion ratio over 15% as well. This algorithm balances the contradiction relationship between the two key performance targets and made all nodes exhibit strong cooperation relationship in DTN.展开更多

The behavior of local governments has been influenced by central-l...How has regional competition between local governments contributed to rapid economic growth in China? That is an issue deserving further exploration. The behavior of local governments has been influenced by central-local relations, especially by the fiscal and taxation reforms undertaken since the implementing of the tax-sharing system. After financial authority was centralized through the tax-sharing system, local governments gradually adopted a development model focusing on land appropriation, development and transfer, i.e., land finance. On the basis of Chinese provincial-level annual data, we can show that there is a close relationship between the tax-sharing system and land finance. Regardless of how we evaluate the land finance development model, the tax-sharing system represents a more rational institutional reform than the old system, because it has created a stable framework of interaction between the central government and local governments. The land-centered urban expansion model is an unforeseen consequence of this reform.展开更多
Based on the theory of sub-national governments' foreign affairs, this paper analyzes the role played by China's local governments at the time when China's central government was formulating polices to establish di...Based on the theory of sub-national governments' foreign affairs, this paper analyzes the role played by China's local governments at the time when China's central government was formulating polices to establish diplomatic relations with South Korea. China's local governments, with Shandong Province in particular, made strong attempts to lobby the central government on the economic need for enlarging bilateral trade and drawing investment from South Korea. These efforts played an active role on Sino-South Korean diplomatic normalization and further advanced the realization of diplomatic contacts already underway. Shandong Province's case shows that sub-national governments have been playing ever more important roles in China's overall diplomacy since the Reform and Opening Up of the economy, which began in 1978. In the multi-fold policy-making process by the central and local governments, it appears that the central government needs to respond to the reasonable interest case for engagement made by sub-national governments. How to accommodate the policy interests of the central and sub- national government entities is an important problem facing China's future diplomacy.展开更多
