基于互信息技术的舰船图像拼接研究

舰船图像拼接是舰船图像处理领域的关键技术,为了降低舰船图像拼接误差,使拼接后的舰船图像更加完整,提出了基于互信息技术的舰船图像拼接方法。首先对当前舰船图像拼接研究现状进行分析,找到各种舰船图像拼接方法的缺陷,然后采集舰船图像,提取舰船图像拼接特征,最后基于互信息技术描述2幅舰船图像的相关性,进行舰船图像配准和拼接,并进行了舰船图像拼接仿真实验。结果表明,本文方法可以得到比较完整的舰船图像拼接结果,降低了舰船图像拼接误差,舰船图像拼接速度要快于对比方法 2倍以上,提高了舰船图像拼接效率,验证了本文方法的优越性。

Image Registration Based on Improved Mutual Information with Hybrid Optimizer

An improved image registration method is proposed based on mutual infor- mation with hybrid optimizer. Firstly, mutual information measure is combined with morphological gradient information. The essence of the gradient information is that locations a large gradient magnitude should be aligned, but also the orientation of the gradients at those locations should be similar. Secondly, a hybrid optimizer combined PSO with Powell algorithm is proposed to restrain local maxima of mutual information function and improve the registration accuracy to sub-pixel level. Lastly, muhlresolution data structure based on Mallat decomposition can not only improve the behavior of registration function, but also improve the speed of the algorithm. Experimental results demonstrate that the new method can yield good registration result, superior to traditional optimizer with respect to smoothness and attraction basin as well as convergence speed.

Application of GML and SVG in the development of WebGIS

Our study deals with two major issues impacting current WebGIS development： interoperability of heterogeneous data and visualization of vector data on the Web. By using the combination of Geography Markup Language （GML）, Scalable Vector Graphics （SVG） and Web Feature Service （WFS） Implementation Specifications developed by the OpenGIS Consortium （OGC）, a strategy of WebGIS is proposed. The GML is used as a coding and data transportation mechanism to realize interoperability, the SVG to display GML data on the Web and the WFS as a data query mechanism to access and retrieve data at the feature level in real time on the Web. A case study shows that the combination mentioned above has enormous potential to achieve interoperability while not requiring considerable changes to existing legacy data. Original data formats need not be changed and could still be retrieved using WFS and transformed into GML in real time. SVG can oroduce suoerior ouality vector maps on a Web browser.

Ethics of Information Technologies in Knowledge Society

How should we define the ethics of information technology？ It is not a new field of study in the sense that it requires an entirely new ethical thinking. Rather, it is a field where we can try to use our traditional philosophical notions and apply them to this field of computer technology, information science, and knowledge society in order to define responsibility and accountability. Although relations of causalities may be blurred and complex because of the auto-poetic development of computers and information systems we may still have to face the fact that human beings are fundamentally responsible behind the responsibilities of the computers. So we can say that the concept of reliability and accountability is related to human responsibility in the field of Internet technology. Indeed, issues of hacking, viruses and intervention in computers also pose the problems of responsibility and violation of property and copyrights and here we face similar issues as when we talk about physical property rights although what happens is going on in cyberspace. Also we face fundamental problems about transparency, power and democracy of society as the result of the information revolution in knowledge. This shows how it becomes more and more difficult for governments and organizations to hide information and that information is becoming more and more public. We can also talk about the present development as a technology-driven information revolution in knowledge society. The information overload is a result of this revolution that is expressed in the Internet and that changes the relation of human beings to society where human beings need to access information technology and tools in order to be able to live and work in society.

The Role of New Media in Communicating to Beneficiaries of Ngos Working in Kajiado County, Kenya

Organizations serving rural communities in Kenya have found use for media as a tool of replacement for personal interface in the daily communication with the beneficiaries of their programmes in deprived areas. The interactions between two non-governmental organizations （NGOs） and rural beneficiaries in Isinya, Kajiado County, provide case studies of how NGOs modernize their outreach via new media and how beneficiaries respond to the change. The research was not only concerned with the presence of information technology （IT） and online facilities in remote and deprived locations. It also evaluated responses to the replacement of person-to-person contact with technologies, such as social media, the Internet, Compact Disc-Read Only Memory （CD-ROMs）, and Digital Versatile Disc （DVDs）. Conducted in four focus groups, the research evaluated the uptake of new media technologies by beneficiaries following the transition, asked whether beneficiaries engaged with the materials being communicated, and assessed whether this confluence of technology and culture had eased the flow of communication, or unsettled it. Evidence of discomfort among the older （over 50-year-old） beneficiaries stemmed from fear of failure to master the technologies and a desire for a continuation of regular interpersonal interaction with the NGO field officers （whose field trips were scaled back in preference of computer-mediated communication）. However, younger （under 40-year-old） beneficiaries were less insistent on regular interpersonal visits and were appreciative of the use of technology, and of the building of Maarifa Centres to give the beneficiaries free access to internet, DVDs, and hard drive-based information materials. Another demographic, beneficiaries aged between 40 and 50 years old, said they were not comfortable with the change and wanted the interpersonal interaction to continue, but were open to a longer-term transition once the beneficiaries were all conversant with the uses of the new technologies. The study recommends a better managed transition that accommodated the beneficiaries’ fears, misgivings, and cultural preference for verbal, face-to-face consultation.

Prospects Analysis Regarding Integration of the O&G Industry with Internet from an Economics Perspective

Along with worldwide Internet boom, China's Internet industry is also thriving and has achieved remarkable success. Beyond that, industry integration between the Internet and other fields, such as finance, retail and advertising, is also eye-taking, as it has fostered a novel industry chain structure and business model. With an aim to realize the transformation and upgrading of conventional industry, the Chinese government has proposed ‘Internet plus' to encourage the combination of the Internet and conventional sectors. As one of the most important and complex conventional industries, the oil and gas(O&G in abbreviation) industry is also seeking the opportunity to actively cooperate with the Internet. However, after analysis of the differences between the particularities of the O&G and Internet industry from an economics perspective, a comprehensive combination of these two seems less promising, but adopting Internet related technologies to improve the performance of the O&G industry is feasible.

China＇s Internet Finance： A Critical Review

China＇s Internet finance industry developed explosively from 2012 to 2015.
