In this context, this paper assesses the competitiveness of Indian cotton producers and potential implications for India as a competitor in the world cotton market. This paper developed an updated estimate of the costs of cotton production in India and developed representative farm models for cotton production in three important cotton production states (Gujarat, Maharashtra and Andhra Pradesh) of India. In this research, Rapid Rural Appraisal (RRA) methodology has been adopted to collect information for developing representative farm models. These models are further subjected to stochastic simulation to understand the impact of government policies like subsidies to various inputs on farm level profitability and ultimately on the competitiveness of Indian cotton in international markets. This paper also analyzed the impact of national fiber policy of the government of India on the cotton processing sector in India. The results demonstrate that the net income of the cotton farmers will decrease considerably without the presence of fertilizer subsidies. The study also concludes that if the objectives of the national fiber policy are fulfilled, India will export more of value added cotton products like textiles and garments rather than raw cotton.展开更多

Although some agricultural policies have been ...In Balochistan, Agriculture is dominated by small-scale farmers and the apple production sector is confronted with the chronic constraint of low output per unit of input. Although some agricultural policies have been implemented in this province, studies on effectiveness and impacts of such policies over apple production and farmers' performance are still limited. This study is an effort to bridge the research gap on this potential crop in the plateau by investigating technical and scale efficiency of 181 officially designated small-scale apple farmers in mountainous district Mastung in Balochistan; then explored factors that underlie differences in production inefficiency. A two-stage input-oriented Data Envelopment Analysis(DEA) methodology was employed to evaluate technical and scale efficiency followed by truncated bootstrapped regression framework to analyze the correlative determinants to efficiency. Average technical and scale efficiencies of larger landholders were higher than medium and small landholders. Analysis indicated that there is still ample scope for inefficient sample farmers to reduce the input use by 33% without compromising the given yield level. Maximum contributions to the total input savings were from the use of urea, farm yard manure(FYM) and labor-use. Farmer's experience, farm ownership, irrigation constraints, and farmer's access to trainings, credit and extension services significantly affected apple farmers' technical efficiency. Based on the findings of this study, strategies are suggested to enhancing efficiencies by farmers' capacity development through effective extension services and trainings and provision of adequate credit.展开更多

There have been many controversies surrounding this policy and its effect on coal mine safety. This paper summarizes, analyzes and tests two contradicting views of the effects of shutdown policy on the mortality rate of township-and-village-owned coal mines. One view, or the regulative view, believes that shutdown policy induces firms to increase safety input, thus decreasing mortality. The opposing view, or the property rights view, argues that shutdown policy disturbs property rights stability and actually increases mortality. We built a simple theoretical model to analyze these contrasting rationales. The model uses the difference-in-difference method and provincial panel data from 1995 to 2005 to empirically test the policy's effects. Our findings are that shutdown policy significantly decreases output while also increasing mortality in township-and-village coal mines. This result is consistent with the property rights view.展开更多

Rather, industrial development should be discussed and developed using a wider lens, as part of state strategy and responding to national conditions. This paper argues that, for China to progress further, it must transition from being simply a large industrial country to being a true industrial power. The paper presents characteristics and indicators that describe the world's industrial powers. China should focus strategically on development via invigorating industry - this idea and its related objectives, key tasks, and policy directions make up the Industry-Invigorating-China Strategy. First, enterprises do not necessarily share the same expectation for future demand o...Although championed by academia and policy-makers, the theory of "wave phenomenon" is a questionable explanation for overcapacity. First, enterprises do not necessarily share the same expectation for future demand of a promising industry. Second, in its model, overcapacity is explained as a deviation from equilibrium under the incomplete information hypothesis, which is in fact nothing but normal in a market economy. The prime reason for overcapacity resides in the fact that local governments are engaged in a subsidy competition to attract investment. We endeavor to illustrate the following via modeling: the subsidy effect produced by local government's offering of cheaper land and matching loans results in less investment from companies. Under this circumstance, enterprises channel a disproportionate amount of funding to building production capacity, which overloads the entire industry. This paper dissects these structural contradictions in terms of sectoral structure, product structure, organizational structure, technical structure, trade structure and spatial structure. Since reform and opening-up in 1978, China has followed a growth-oriented agricultural policy to ensure steady yield increase. Indeed, this policy has effectively increased the output of agricultural produce, safeguarded national food security, and enhanced agricultural production capabilities. However, China's agriculture is yet to become internationally competitive, increase efficiency and farmers' income, and improve the quality and safety of agricultural produce.
