The nature and framework of the valley economy model are described and the development of the model, which is specific to the mountain areas of Beijing, is analyzed. Five different valley economy models applied in the Beijing mountain areas are compared. The major purpose of the valley economy model is to develop the regional economy, including the selection of appropriate industries, the allocation of industrial space, the establishment of supply chains and the integration of various industries. Pilot experiments using the valley economy model have been conducted in seven counties(districts) in Beijing: Pinggu, Huairou, Changping, Mentougou, and Fangshan districts, and Yanqing and Miyun counties. Five models for developing the Beijing mountain areas have been explored, including: creative cultural industries, characteristic industry clusters, the promotion of large tourist areas, natural scenic tourism and folk cultural tourism. Each model has its own unique features and potential to help in the regional development of mountain areas.展开更多
On the Loess Plateau of China, facing the vulnerable environment, local people have to try their best to guarantee the security of food, and at the same time, to control the most serious soil erosion in the world. The...On the Loess Plateau of China, facing the vulnerable environment, local people have to try their best to guarantee the security of food, and at the same time, to control the most serious soil erosion in the world. The paper introduces two typical models of ecological agriculture: ecological agriculture with commodity and agri- culture with soil and water conservation. According to the local natural condition, the model of eco-agriculture with commodity could be characterized by the structure of “agriculture-byproduct”, “agriculture-fruit” or “agri- culture-forestry-husbandry”. The development of agriculture with soil and water conservation has decreased the soil erosion rate from 12,184 ton/km2 in 1980 to 458.4 ton/km2 in 1999, while the farmers’ income has increasingly risen. Analyses on the two models’ benefits both in terms of ecological and agricultural economy show that there is a great possibility to construct or restore good eco-environment with comprehensive control in the hilly-gully area of north Shannxi. Further more, the paper points out the potential problems of foodstuff production and stockbreeding development in forming ecological agriculture and eco-environmental restoration.展开更多

Based on the latest approach for measuring technology content of import of services and with the contribution of total factor productivity(TFP) to gross industrial output as the indicator for measuring the growth patt...Based on the latest approach for measuring technology content of import of services and with the contribution of total factor productivity(TFP) to gross industrial output as the indicator for measuring the growth pattern of China's industrial economy,this paper provides an empirical study on the effect of import technology content of trade in services on the development pattern of China's industrial economy between 2004 and2011.Result of econometric test reveals that the technology content of import of services has a significant positive effect on transforming the growth pattern of China's industrial economy.Moreover,import of new types of trade in services with high technology such as computer and information services has a much stronger positive effect compared with import of traditional trade in services with relatively low technology content such as transport.In terms of different industrial sectors,technology content of import of services has the greatest effect on transforming the development pattern of China's technologyintensive industrial sectors,followed by capital-intensive,resource-intensive and laborintensive sectors respectively.Transformation of the development pattern of China's industrial economy cannot be isolated from the system of global division of work.Against the backdrop of global service sector fragmentation,China should take the important opportunities in the development of global trade in services and give more attention to improving the quality of import of services in the interest of transforming the development pattern of its industrial economy.展开更多
Rational inter-industry allocation of environmental responsibilities has great significance to instituting effective policies on industrial environment and transforming the pattern of economic development. From the pe...Rational inter-industry allocation of environmental responsibilities has great significance to instituting effective policies on industrial environment and transforming the pattern of economic development. From the perspective of economic benefit and industrial linkage, this paper discusses the issue of inter-industry allocation of environmental responsibilities. Based on input-output model and three responsibility principles (producer responsibility, consumer responsibility and shared responsibility), this paper develops seven industrial environmental responsibility indicators and conducts an empirical analysis on the S02 emission responsibilities at China's industry level. Results indicate that all these indicators can avoid the double calculation of environmental responsibilities and results using different indicators have significant differences. Some industries such as power, heat production and supply may have little difference of the relative ranking of environmental responsibility under different indicators, but the magnitude of specific assumed responsibilities may have significant changes. Environmental responsibilities of some other industries (such as construction) may seem not important under certain indicators but can be among the most significant under some other indicators. More importantly, despite close connections between these indicators, they reflect different mechanisms of environmental responsibility allocation and have totally different policy significance.展开更多
