产城融合型开发区土地集约利用评价及障碍因子诊断--以鹤壁经济技术开发区为例 被引量:3

为探究产城融合型城市开发区土地集约利用水平,本文以鹤壁经济技术开发区为例,首先,运用PSR模型,定量评价鹤壁经济技术开发区2014-2020年土地集约利用水平,研判其综合情况以及各子系统变化情况;然后,运用协调度模型,分析系统以及系统内... 为探究产城融合型城市开发区土地集约利用水平,本文以鹤壁经济技术开发区为例,首先,运用PSR模型,定量评价鹤壁经济技术开发区2014-2020年土地集约利用水平,研判其综合情况以及各子系统变化情况;然后,运用协调度模型,分析系统以及系统内部各子系统之间的协调情况;最后,运用障碍度模型,诊断影响鹤壁经济技术开发区土地集约利用的障碍因子。结果表明,(1)2014-2020年鹤壁经济技术开发区土地集约利用综合指数从0.097 8增长到0.224 2,整体呈上升态势,稳中趋好;各子系统层面,压力层与响应层呈上升态势,土地压力系统由0.075 8增长到0.093 9,土地响应系统由0增长到0.026 2,土地状态系统先上升后趋于稳定,总体上由0.021 9增长到0.104 1。(2)系统的障碍度中,压力层障碍度最高,其次为状态层,响应层最低,各指标对土地集约利用的影响总体上可分为两个阶段,第一阶段(2014-2016年)以人口密度影响为主,第二阶段(2017-2020年)以建设用地增长率为主。(3)鹤壁经济技术开发区土地集约利用水平不断提高。由于开发区内土地基本全部供应,尚可供应土地面积较少,导致建设用地增长率成为影响土地集约利用的主要因素,因此可考虑促进土地纵向发展,推进开发区内用地置换,盘活存量土地资源。 展开更多

依据《开发区土地集约利用评价规程》,将开发区分为工业主导型开发区和产城融合型开发区。根据《山西省城镇体系规划》将山西省分为4个一级经济区,分别为晋北经济区、晋中经济区、晋东南经济区和晋南经济区。运用多因素综合评价法计算... 依据《开发区土地集约利用评价规程》,将开发区分为工业主导型开发区和产城融合型开发区。根据《山西省城镇体系规划》将山西省分为4个一级经济区,分别为晋北经济区、晋中经济区、晋东南经济区和晋南经济区。运用多因素综合评价法计算开发区土地利用集约度综合分值,并通过障碍度模型,分析影响开发区土地集约利用的主要障碍因素。研究表明,从开发区土地利用集约度来看,工业主导型开发区土地利用集约度呈现晋东南经济区>晋北经济区>晋中经济区>晋南经济区;产城融合型开发区土地利用集约度呈现晋东南经济区>晋中经济区>晋北经济区>晋南经济区。在指标层面,影响开发区土地集约利用的障碍因子存在一定的区位差异,但工业主导型开发区整体以工业用地率为核心障碍因子和工业用地地均税收为主要障碍因子;产城融合型开发区分别以综合容积率为核心障碍因子和综合地均税收为主要障碍因子。在准则层面,各经济区工业主导型和产城融合型开发区土地集约利用障碍度集中表现为土地利用状况>用地效益。 展开更多

Mineral resources exploitation significantly affects the spatial structure and evolutive trend of urbanization in arid areas.In this study,the spatial autocorrelation method and the spatial computation model were used to investigate the spatial impacts of mineral resources excavation and processing on comprehensive level of urbanization in the Tarim River Basin,Xinjiang,China for the years of 2000,2006 and 2008.The results are as follows:1)There was a spatial correlation of the development of mineral resources industry and the comprehensive level of urbanization in 2006 and 2008,with the spatial concentration trend rising significantly in 2006 and decreasing in 2008.2)The patterns of local spatial concentration of mineral resources industry and of the comprehensive level of urbanization were relatively stable,and the two patterns showed signs of spatial correlationship.The higher was the degree of the concentration of mineral resources industry,the stronger was its impact on the spatial clustering of urbanization.3)In 2000, mineral resources excavation and processing had a significant positive impact on the comprehensive level of urbanization in the region but not in its adjacent regions.However,in 2008,mineral resources excavation and processing significantly raised the comprehensive level of urbanization not only in the region but also in its neighboring regions.This research demonstrates that the development of mineral resources industry can strongly affect the trends and spatial patterns of urbanization. 展开更多

Nowadays the fast economic development has brought about serious conflicts between the limited land resources and the increasing land demand in Chuzhou City. The changes of land use structure also restrict economic development and society progress in this area. Because different cities have different functional localization, the city area and each county (city) have formed characteristic land utilization structure. It is of great significance to make rational use of land resources and ensure the sustainable use of land resources by analyzing the variation of land use structure in the city area and each county (city) in Chuzhou City. Based on the data of land use modification of Chuzhou City from 1996 to 2005 and adopting the quantitative analysis of landscape ecology, this paper studies quantitatively the temporal division of regional land use structure and its dynamic changes. The results indicate that: (1) this method can reveal the law of the variation; (2) the variation of land use structure in Chuzhou City: increasing diversification, evenness and heterogeneity; (3) the intensity of change in land use from 1996 to 2005 in the city appeared in the sequence: grass land > traffic land > garden land > virgin land > forest land > industrial and residential land > cultivated land > other agricultural land > water facility land; (4) there were remarkable differences between the city area and each county (city) in the relative change and the land use structure change from 1996 to 2005. The Role of China's High-Tech Zones in Its Regional Economic Development 被引量:2

National high-tech industrial development zones represent a major strategy of the Chinese government in developing high-tech industries and spurring regional economic growth. The effect of this policy is yet to be proven. Based on the panel data of 283 Chinese cities between 1984 and 2012, this paper investigates the effect of high-tech zones on regional economic development. Empirical results suggest that first, national hightech zones have remarkably enhanced regional GDP and per capita GDP growth, and this conclusion still holds true after multiple rounds of robustness test; second, the economic effect of national high-tech zones is subject to diminishing marginal return and compared with higher-tier cities, lower-tier cities benefited more from the creation of national hightech zones. This paper concludes that national high-tech zones where special policies are experimented and offered not only drive economic development but, if properly distributed across regions, may help reduce regional economic disparities as well. The results of this study provide important implications for the future distribution of national high-tech zones and the creation of other relevant policies. 展开更多

在地方政府财力普遍偏紧的背景下,政社合作成为了政府主导园区开发之外的另一种重要新城建设模式。本文精确匹配了产业新城开发园区的空间地理边界与中国土地市场网提供的土地交易微观信息,构建双重差分模型检验了政社合作产业新城开发... 在地方政府财力普遍偏紧的背景下,政社合作成为了政府主导园区开发之外的另一种重要新城建设模式。本文精确匹配了产业新城开发园区的空间地理边界与中国土地市场网提供的土地交易微观信息,构建双重差分模型检验了政社合作产业新城开发模式下的土地出让价格策略及其激励机制。研究发现,产城开发导致新城内土地出让价格显著高于新城外同类型土地出让价格,住宅用地出让价格上涨尤为明显。机制检验表明,地方政府和社会资本追求财政收入增长的相容性内在激励使得园区依赖于土地出让收入来分摊开发成本并维持开发。产城开发显著提高了房产企业的经营绩效水平,非房产企业没有呈现出积极的产出效应,政社合作开发模式呈现出明显的“以房养园”特征。本文研究为如何促进良好的政社合作以及新城的可持续发展提供了事实依据和政策优化方向。 展开更多

How to achieve the harmonious relationship between lakeshore landscapes and lakeshore architectural image? How to render lake sights an organic and sustainable whole? How to balance the interest between economy and value for each interest group? How to form urban lake sights and architectural images? How to utilize and arrange the space? How to form a harmonious relationship between the lake scenes and buildings in the city? Through on-the-spot investigation and profound analysis of several lakes in Wuhan, applying enumeration, induction and analysis, the dissertation reveals that people need to share natural resources and get the support from laws and policies with the aim of building a beautiful home.
