The bottleneck restraining the expansion is mainly form human resources and technology. Consequently an urgent need exists for TCL to build up a team of competent entrepreneurs and technical experts by creation of an environment which attracts the talents. This in turn requires three important external conditions: policy innovation on the part of the government, a market of human resources and a well regulated capital market with its intermediaries. Otherwise, all the important problems will not be solved easily: capital provider role, entrepreneur role, income distribution and the rationale of assets regrouping. These will be serious barrier hindering the further development of the SOEs.展开更多
