Anyway, we should be able to estimate quantitatively limits of our im...Exponential increase of anthropogenic impact (human population number, some technological parameters) becomes menacing for biosphere functioning. Anyway, we should be able to estimate quantitatively limits of our impact on functional parameters of the biosphere. Considering biosphere as a natural life-support system (LSS), we can receive the helpful information for working out and creation of artificial LSS of various types. Big biotic cycle induced with flows of a solar energy, is a basis of functioning of the biosphere and its basic cells-ecosystems. It's possible to summarize briefly the main functional and structural properties of the biosphere: integrity, closure, substance cycling, steady state, energy dependence and biodiversity. These properties of the biosphere, as a LSS, ensure potentially everlasting life under the conditions of a limited quantity of substrate suitable for the life on the planet. Ecological Footprint (EF) as a quantitative measure of anthropogenic impact on biosphere functioning is discussed in the paper. The index of the ecological reliability (IER) is introduced as a quantitative ecological indicator of different territories. The comparative dynamics of the United Nations' Human Development Index (HDI) and EF is discussed. The vital goal of sustainable human development: all humans can have opportunity to fulfill their lives without degrading the biosphere. To support sustainability, we should try to develop each nation and the mankind as a whole with a high HDI and a low ecological footprint. It means to have high level of HDI at low level of EF. But current tendency of economical and social development shows that the higher HDI is, the bigger EF is. EF of mankind is growing menacingly. Now actual pressure of the human civilization of our planet (2010) upon 50% exceeds its potential possibilities biological capacity (BC), measured on the area "global" green hectares). It means that we need 1.5 planets of the Earth's type. It leads to ecological incident in the scale of biosphere. Our biosphere is the large, multilevel, hierarchically organized system, and our civilization is only a part of it. This part is not central; it can disappear for ever, if we do not cope to be included in the biosphere as a great system.展开更多

Such challenges are unique to each country context. The overarching challenge, all above other challenges is, to seek appropriate knowledge as a tool and mean to resolve such challenges. A critical such knowledge to be accumulated in all days is on how to develop people or human resources. However, with the existing knowledge claims in this regard, countries have been unable to resolve such challenges. Human Development, one such knowledge claim, is too broader, and therefore, no guided protocol is suggested in finding solutions. Human Resource Development, as another such knowledge claim is too limited in scope to address broader level challenges. National Human Resource Development (NHRD) has emerged to bridge this gap, emphasising people oriented solutions to resolve country level challenges. The NHRD literature encourages NHRD country case studies, and that, justifications for starting NHRD country case studies is needed. This study justifies such a research on NHRD practices in Malaysia's country context, using content analysis. As a result, this study has shown higher level country challenges, derived a need of people based approach in resolving such challenges, highlighted NHRD as capable as possible in guiding to establish people development knowledge claim, and finally justified an NHRD research to be done within Malaysia's context to see how Malaysia practices NHRD.展开更多

It informs that there are original principles apprising what is commonly referred to as Batho Pele principles. The original principles are principles about Batho Pele principles. Batho Pele principles are not Bantu principles due to the historical and derogatory orientation of the phrase "Bantu". They are people orientated principles. The analytical axis is premised on that Batho Pele principles are more about the people than about themselves. The people are not only first in relation with the principles but are the first to be first before the principles were documented. The principles are developed by the people in order to regularize the actions of the public functionaries. The Batho Pele principles and the original principles do not exist in isolation. They are deeply rooted in the societal value systems of the people that existed from one generation to the other to the subsequent, emphasizing the centrality of people in relation to principles. At the same time we will have to face severe environmental issues in the future. This is evident in forming the elements of earth, air, and water which reflect the human influence on organic and inorganic life. So, it is timely significant to pay attention on environmental preservation and management. The main purpose of this study is to explore how the Buddhist teaching could be used for environmental preservation and management. Accordingly, this study introduces a suitable long term environmental preservation model. The other objectives of this study are to learn Buddhism for environmental preservation and management, to create a new model which combines man and environment together, to compare Buddhist thinking and modem man's thinking regarding environmental preservation and management through the above and, to motivate man to preserve environment in through both direct and indirect ways. This study was based on the question whether the Buddhist philosophical teaching could be utilized to solve today's environmental issues? The hypothesis was that the Buddhist philosophical teaching could be utilized for environmental preservation and management. For this purpose, the teachings of Buddha, related to environmental preservation as found in "Suttapil;aka" and "Vinayapi!;aka" were studied. In order to address these conditions we have subjected randomly collected information for interpretation and comparative analysis in qualitative research methodology. The content that has been analyzed is compared with the ethical code related to the patterns of human behavior and its relation to conservation. This has also given way to building some models related to the Buddhist teaching of environmental preservation. The objective of Buddhist philosophy is to generate sensitivity in the mind, of human beings and persuade them to preserve organic and inorganic environment, based on the view "Man is a creation of the environment". The Buddhist philosophical process of environmental preservation includes preserving flora and fauna, water, air, soil as well as garbage disposal. These elements, along with ethics, can be used in effective environment preservation. This new model of environmental preservation directs human beings towards sustainable development with a realistic vision. The Buddhist teaching on environment civilizes man's physical and spiritual behaviors, with a view to lead human beings towards environmental preservation with a realistic perspective.展开更多
