The large floating population fi'om outside Tibet has become the driving force for urban expansion and the rising of urbanization rate. After analyzing the changes of urban functions and spatial structure of urban system in Tibet, this paper argues that before 1995 the urbanization in Tibet was mainly driven by administrative function, resulting in certain population migration, whereas in the past decade economic function has become the key factor accelerating urban expansion with the market mechanism creating large-scale inflow of population. The floating population-based urbanization and high population growth in the agricultural and pastoral areas of Tibet has promoted the regional economic prosperity, but exerted resources and environmental pressure and brought some problems for Tibetan culture protection at the same time. The conflicts and contradictions between urbanization and the sustainability of natural resources, environment and social development have been intensified. Addressing these problems, this paper proposes some countermeasures for improving the sustainability of Tibetan urbanization.展开更多

The paper focuses on the gap between development or transition and decentralisation within academic and international policy discourse. In article, the author tries to answer such questions as how local government can contribute to SHD (sustainable human development). And how should the international community contribute to and support the transition and development process of the developing countries? Article shows that local self-government can be a school of democracy and responsibility for the wealth of the state and citizens. By sharing the Polish decentralisation experience, the author shows how important decentralisation might be for successful transition, democratization and sustainable development. The paper also includes a short introduction to the European Charter, recent African efforts like AMCOD or UCLGA and European Union development assistance policy. The purpose of this is to show how little attention is paid to local governments and decentralisation within international policy and how huge is the gap between Europe's (developed) states and Africa's (developing) states related to their decentralisation policy, law and practice.展开更多

Especially the young, born after the 1980s, will play an important part in the future housing market. So it seems quite urgem to effectively satisfy the housing needs of young people. Massive research and practices indicate that the housing industrialization conserves the environment, improves quality and reduces cost of housing and is among the most effective ways to boost sustainable development of housing industry. The main objective of the paper is to discuss how to meet the growing housing demands of the young and concludes that housing with recreation, sports and other ancillary facilities will be better fit to the young to rent or to own. Furthermore, an analysis of the Chongqing housing market potential of young people's wish to rent or to purchase satisfactory housing demonstrates that some real estate investors may be failing to exploit serious opportunities that could arise from providing service to the young. Anyway, we should be able to estimate quantitatively limits of our impact on functional parameters of the biosphere. Considering biosphere as a natural life-support system (LSS), we can receive the helpful information for working out and creation of artificial LSS of various types. Big biotic cycle induced with flows of a solar energy, is a basis of functioning of the biosphere and its basic cells-ecosystems. It's possible to summarize briefly the main functional and structural properties of the biosphere: integrity, closure, substance cycling, steady state, energy dependence and biodiversity. These properties of the biosphere, as a LSS, ensure potentially everlasting life under the conditions of a limited quantity of substrate suitable for the life on the planet. Ecological Footprint (EF) as a quantitative measure of anthropogenic impact on biosphere functioning is discussed in the paper. The index of the ecological reliability (IER) is introduced as a quantitative ecological indicator of different territories. The comparative dynamics of the United Nations' Human Development Index (HDI) and EF is discussed. The vital goal of sustainable human development: all humans can have opportunity to fulfill their lives without degrading the biosphere. To support sustainability, we should try to develop each nation and the mankind as a whole with a high HDI and a low ecological footprint. It means to have high level of HDI at low level of EF. But current tendency of economical and social development shows that the higher HDI is, the bigger EF is. EF of mankind is growing menacingly. Now actual pressure of the human civilization of our planet (2010) upon 50% exceeds its potential possibilities biological capacity (BC), measured on the area "global" green hectares). It means that we need 1.5 planets of the Earth's type. It leads to ecological incident in the scale of biosphere. Our biosphere is the large, multilevel, hierarchically organized system, and our civilization is only a part of it. It was officially pronounced with the promulgation of Law No. 01-20 of December 12, 2001 relating to the development and sustainable development of the territory, one of the objectives of this law is the protection, setting values and rational use of natural resources and preservations for future generations. Even with these initiatives but still certain deficiencies that may be identified by the difference between these urban planning instruments and negligence of the socio-economic component. In this context, the idea is to find a balance between present and future generations, between economic needs and ecological and cultural needs backup, between individual and collective interests. This paper repre- sents an effort to identify and then operationalize the idea of driving force indicators at national level.Five human induced factors affecting biodiversity were discussed: (a) habitat loss and fragmentation; (b) overexploitation of resources;(c)species introduction;(d)pollution;and (e) climate change. From these five factors, a subsetwas selected to serve as possible driving force indicators:(1)habitat loss, (2)the ratio of exotic species to indigenous ones, and (3)the change in pollution status. The Buddhist philosophy of karmic causality and dependent origination (pratitya-samutpada) convey the notion of interdependence of humans and nature. Today, especially in the United States, there are many movements, such as the Buddhist Peace Fellowship, to promote eco-living and sustainable communities, which call for humans to be mindful of the environment and make conscientious choices for the benefit of all sentient beings and non-sentient entities. Just as humans have been the cause of the gradual deterioration of Nature, we can also be the solution towards an coo-conscious living, which not only fosters a healthy environment, but also enables us to build good merit. The core Buddhist teaching, which must be embraced by all eco-minded practitioners is the notion of interdependence, which has been expounded by notable Japanese Buddhist figures in the eighth century, such as Kukai (774-835) of the Shingon School and Dogen (1200-1253) of the Soto Zen sect, who both viewed that non-living life forms--trees, plants, and the earth--could also achieve enlightenment. Their view is based on the ontological notions of Buddha-nature (tathagata-garbha) and Indra's Jewel Net, which is a powerful image found in Huayen's (Jpn. Kegon) Avatamsaka Sutra. The results show that the UN system has made great efforts for global sustainable development since the UN Conference on Human Environment, especially since UN Conference on Environment and Development, promoted the for- mation of important consensus and multilateral internhtional con- ventions on many fields, boosted the development of partnership in the field of sustainable development, and accelerated actions for sustainable development of many countries and regions. However, at present, the progress made is still far below the level required, prominently reflected in the slow progress toward the millen-nium development goals, the difficulties in negotiations in the field of environment and development, insufficient fulfillment of international agreements and conventions, and undesirable effects of partnership in the field of sustainable development. Based on these, the paper puts forward four suggestions for UN Conference on Sustainable Development in 2012(Rio+20): (1) to revitalize the "spirit of Rio" and accelerate the implementation of existing politi- cal commitments; (2) to make new political commitments focusing on climate change and other major global challenges under the Rio principles; (3) to lay out a blueprint of green economy under the Rio principles; and (4) to promote South-South cooperation as the focus of international cooperation.展开更多

Recently, the delay of the retirement age controversy sparked widespread concern in the community, the paper is as a starting point, a comprehensive analysis of the social contradictions of the current status of China's current retirement system, drawing on the successful adjustment of retirement abroad experience from multiple perspectives demonstrates the urgency of delayed retirement age and feasibility. This paper is divided into four chapters. The first chapter proposes the research background and significance of the age of retirement, as well as domestic and foreign scholars on the issue of research in the retirement age. The second chapter describes the status of China's retirement system, the contradiction between the implementation of the background, family problems and the current retirement age and the aging population about three aspects. In developing countries, the emigration from rural territories to urban areas has brought about some negative impacts strictly associated to a lack of services a drop of ecological sustainability and environment prote...In developing countries, the emigration from rural territories to urban areas has brought about some negative impacts strictly associated to a lack of services a drop of ecological sustainability and environment protection with the consequence to worsen the marginalization of these territories. In the world, more than 50% of poverty is located in rural areas and the most incidence of it is in Sub-Saharan African countries; in Latin American nations, instead, the most percentage of poverty is located in urban areas. The aim of this research was to estimate, by a multiple regression model, in 46 countries of Africa and in 23 nations of Souther-Central America, which socio-economic variables were able to play a fundamental role on the rural population and on the development of rural areas in 2000 and 2010 using some statistical data published in the FAO Statistic book. In analysed African countries there has been an increase of people living in the rural space and a growth by 21% of agricultural Gross Domestic Product (GDP). In Southern and Central American nations, there has been a meaningful emigration from rural territories due to an expansion of commercial flows and per capita income in rich areas, thus people have decided to move from the rural territories to the urban territories, worsening the poverty and living conditions in the countryside.展开更多

Their view is based on the ontological notions of Buddha-nature (tathagata-garbha) and Indra's Jewel Net, which is a powerful image found in Huayen's (Jpn. Kegon) Avatamsaka Sutra. This paper examines Buddhist teachings and sutras, which support eco-friendly and sustainable movements in our society and world today.
文摘The present paper reviews the UN important efforts to promote global sustainable development in the chronological order since UN Conference on Human Environment in 1972, and ana- lyzes the progress and gap. The results show that the UN system has made great efforts for global sustainable development since the UN Conference on Human Environment, especially since UN Conference on Environment and Development, promoted the for- mation of important consensus and multilateral internhtional con- ventions on many fields, boosted the development of partnership in the field of sustainable development, and accelerated actions for sustainable development of many countries and regions. However, at present, the progress made is still far below the level required, prominently reflected in the slow progress toward the millen-nium development goals, the difficulties in negotiations in the field of environment and development, insufficient fulfillment of international agreements and conventions, and undesirable effects of partnership in the field of sustainable development. Based on these, the paper puts forward four suggestions for UN Conference on Sustainable Development in 2012(Rio+20): (1) to revitalize the "spirit of Rio" and accelerate the implementation of existing politi- cal commitments; (2) to make new political commitments focusing on climate change and other major global challenges under the Rio principles; (3) to lay out a blueprint of green economy under the Rio principles; and (4) to promote South-South cooperation as the focus of international cooperation.

文摘This study analyzed the performance of university development which deviated from the scientific outlook on development, then elaborated four dimensions of sustainable development in universities including the cultural perspective dimension of people-oriented, the qualitative perspective dimension of personnel training, the innovative perspective dimension of academic research, and the strategic perspective dimension of scientific development. Finally, this article analyzed the scientific development approaches on coordinating the university extensive expansion and content development, special development and overall development, teaching and research as well as interests of current and long-term development were proposed.
文摘The influence that traditional Ghanaian norms, taboos, and folktales had in ensuring environmental protection and sustainability has been greatly minimized by the inroads of foreign cultures and religions such as Christianity and Islam. Currently, modem methods of environmental protection and sustainability have not achieved the desired goals. As a result, Ghana is at the mercy of countless forms of environmental abuses to the extent that Ghana is ranked the seventh dirtiest nation and also second in open defecation worldwide. This paper examines how the incorporation of Humanist ethical principles to integrate with the traditional Ghanaian environmental taboos and modem technological methods to salvage the continuous and relentless environmental abuses in Ghana.
文摘The ever-changing and developing ecological environment determines the functions of government to be followed by changes in economic management. The pursuit of short-term economic growth, ignoring the social promotion, will lead to excessive consume the earth' s resources and deteriorate environment, which pose a serious threat for the overall development of the human. Reality shows that the traditional development model faced with severe challenges. Thus, to solve environmental problems and achieve sustainable human development has become starting point and destination for the world' s governments to consider all issues. Government, as the actors on the path of sustainable development, is imperative to change the government' s economic management functions to genuinely achieve economic, social and environmental comprehensive, coordinated and sustainable development. Implementation the strategy of sustainable development requires the Chinese government at least to adopt the ideology of overall and coordinated development in the head, follow the objective law and transfer the functions of government management of the economy on the basis of sustainable development.

文摘The paper researches on the pattern of man-land relationship of artificial oasis in the east of north Tian-shan Mountain,the development of Qitai artificial oasis and its relationship with envirorvnet.analyzes the facors influencing the change of Qitai artificiul oasis and its relationship with envirorunent,analyzes the factors influencing the change of Qitai artificial oasis and economic growth through grey analysis,and suggests the approaches of sustainable development of Qitai artificial oasis.Research shows that the pattern of artificial oasis and its environment had gone through three phases:the relatively harmonious stage.the unharmonious stage,and the new fragile balance stage.It also shows that the garden and the shelter-forest are useful to the sustainable development of Qitai oasis according to grey analysis.
文摘In recent years, China's aging population continues to accelerate the process, so that our aging population and the pension system is generated between the sustainable development of the serious contradictions, resulting in a waste of human resources, increasing the operating pressure pensions, working hours inequity the negative impact on the existing retirement system challenges. Recently, the delay of the retirement age controversy sparked widespread concern in the community, the paper is as a starting point, a comprehensive analysis of the social contradictions of the current status of China's current retirement system, drawing on the successful adjustment of retirement abroad experience from multiple perspectives demonstrates the urgency of delayed retirement age and feasibility. This paper is divided into four chapters. The first chapter proposes the research background and significance of the age of retirement, as well as domestic and foreign scholars on the issue of research in the retirement age. The second chapter describes the status of China's retirement system, the contradiction between the implementation of the background, family problems and the current retirement age and the aging population about three aspects. The third chapter analyzes the feasibility to extend the retirement age. Chapter IV presents a delayed retirement policies and recommendations, with emphasis on "flexible retirement system."

文摘In developing countries, the emigration from rural territories to urban areas has brought about some negative impacts strictly associated to a lack of services a drop of ecological sustainability and environment protection with the consequence to worsen the marginalization of these territories. In the world, more than 50% of poverty is located in rural areas and the most incidence of it is in Sub-Saharan African countries; in Latin American nations, instead, the most percentage of poverty is located in urban areas. The aim of this research was to estimate, by a multiple regression model, in 46 countries of Africa and in 23 nations of Souther-Central America, which socio-economic variables were able to play a fundamental role on the rural population and on the development of rural areas in 2000 and 2010 using some statistical data published in the FAO Statistic book. In analysed African countries there has been an increase of people living in the rural space and a growth by 21% of agricultural Gross Domestic Product (GDP). In Southern and Central American nations, there has been a meaningful emigration from rural territories due to an expansion of commercial flows and per capita income in rich areas, thus people have decided to move from the rural territories to the urban territories, worsening the poverty and living conditions in the countryside.
