“习近平新时代中国特色社会主义思想概论”课程实践教学路径探索--以“发展全过程人民民主”章节为例

“习近平新时代中国特色社会主义思想概论”是一门理论性与实践性相统一的新兴的高校思政理论课程。“思政课本质是讲道理”重要精神和本课程的特征决定了需要通过开展实践教学与理论教学相结合的教学方式提升教学质效。在本课程的实践教学探索方面,可以围绕实践教学的载体、资源、制度和组织来展开:在教学载体方面,建立起覆盖课堂、校园、社会一体化的“思政大课堂”;在教学资源方面,充分挖掘景观型、人物型、数字型资源,尤其重视借助当地红色资源和红色主题活动;在教学制度方面,构建分层级、多维度的实践教学制度体系;在教学组织方面,形成“多元主体、联动合作”的组织保障机制。以本课程中“发展全过程人民民主”章节内容为例,可以围绕基层民主实践场所、民主实践从业人员和民主实践数字化平台等方面进行实践教学资源的挖掘。

网络时代的民语广播——以某人民广播电台民语广播为例

时代在发展、科技在进步,我国很多领域也迎来了自己的发展契机,尤其是伴随着网络化时代的来临,不单单丰富了大众的文化视野,同时也为少数民族语言广播的发展提供了众多的机遇。少数民族语言广播是我国广播媒体中最重要且关键的组成部分,是正确传播我党路线方针的主要渠道与方法,同时也是国家与少数民族之间信息传达的纽带与桥梁。云南是中国少数民族最多的省,是伟大祖国多民族的缩影,除了汉族以外,云南还有25个少数民族。这25个少数民族分别是:彝族、白族、哈尼族、傣族、壮族、苗族、回族、傈僳族、拉祜族、佤族、纳西族、瑶族、景颇族等等。本文主要对网络时代的少数民族语言广播进行了分析,研究了网络时代背景之下少数民族语言广播的挑战与机遇,并且提出了几点建议和对策,以做参考之用。

西方文化史上的一场话语之争——基于概念史视角的“区隔-歧视-排斥”模式分析

像古代中国的"华夷之辩"一样,古罗马也以"gens"对"natio"的方式表达了"内-外"、"高-下"的二元区隔。在《圣经》武加大拉丁文本中,作为罗马帝国征服对象的以色列人,用实质上是大写的"natio"指代,以示上帝从万民中间的特别拣选;而本是古罗马高贵世系的"gentes",则因非基督的偶像崇拜而被贬为"异教徒"。但基督教在解构古罗马价值系统的同时,又发展出了一套新的"区隔-歧视-排斥"模式,十字军东征即为典型。从西方文明进程的大历史尺度来看,高贵的"gens"渐次失落与边缘化的"natio"慢慢向中心位移,适成鲜明比照,仿佛是在一个微小的聚焦点上折射了一场历时逾千年的话语竞争或话语战争。联系实然层面的政治社会文化变迁来分析这场话语战争的经典修辞手法,或能为理解当今世界的话语权争夺策略提供有益的启示。

How does the Civil Code Process the Civil and Commercial Relations According to the Insurance Law

The relationship between the civil law and commercial law is a long-standing issue of controversy in the area of private law, and it is also an issue of unavoidably legislative selection during the codification the civil code in almost every country. Since the founding of the People Republic of China, China has carried out the codification of civil code for four times, and since the part^s eighteen plenary session officially proposed the ＇codification of civil code＇, the issue of the civil and conmaercial relation draws the attention again, either unification or division of civil and commercial law directly affects the system and content of the civil code, and affects how to process the relationship between the civil law and commercial law during the codification of the civil code as well. The codification of the civil code should not only consider the legislative tradition of the civil and commercial legislation and the current legal system, but also pursue characteristics of the commercial law, in a system of combining civil and commercial law, through adding commercial law into the general principle of civil law; the existing commercial law should be separately retained.

China＇s Decision-making System from Centralization to Democracy

Established during the long years of revolutionary struggle and the founding of the People＇s Republic of China （PRC）, the Communist Party of China（CPC）-led decision-making system has a historical rationality. Before China＇s reform and opening-up was implemented in 1978, the decision-making system highlighted centralization which led to disadvantages such as non-existent specialized division of functions, a low level of institutionalization, heavy reliance on experience, an enclosed decision-making mode and non-existent self-correction mechanisms. These disadvantages were institutional factors which ultimately caused the historic tragedy of ＂ Cultural Revolution. ＂After the reform and opening-up, the decision-making structure, mode and mechanism were reformed in order to promote scientific, democratic and law-based decisions. History has shown that the reform has successfully overcome various challenges brought about by China＇s rapidly changing economy and society. From the perspective of political development, the reform has promoted several transitions： from individual controlled decision-making system to a more democratic decision-making process, from being empirical to scientifically-based, from highly centralized decision-making organizations to decentralized one, from an enclosed mode to an open mode, from passive to active participation in the decision-making process and from a non-institutionalized to an institutionalized system. Therefore, the CPC-led open decision-making model based on science and laws and participated by other parties has taken an initial shape.

Changes in Citizen Participation in Japanese Civil Society

Japan experienced the retrenchment of the welfare state. The purpose of this study was to deepen the understanding of the impact these policy changes had on citizens’ organized activities. It focused on the 2016 revision of Long-Term Care Insurance （LTCI） system, which urged citizens to organize activities to support the frail seniors in their communities. Researchers conducted interviews in the Tokyo from February-March 2016. The subjects were six local officers in charge of LTCI implementation and 10 community members who led the voluntary activities organized as a response to the 2016 systemic revision. This study found that those leading voluntary activities were primarily baby boomers, who were born between 1947 and 1949. They were actively involved in “new voluntary activity movements” in the 1980s, as interacting with a wide range of citizens. However, as they reached the age of 65 or older, they became more focused on developing a comfortable space and collaborating with those similar to them： those who were college graduates, middle- to upper-class, and held white-collar jobs. The disparity based on income level seemed to be emphasized also because the way the 2016 revision of LTCI system was designed.

Sister Founders in Sociology： Democratisation of Contemporary Sociological Education

Sister＇s founders in sociology as a coin term are formed by Mary ]o Deegan, in order to explain, reintroduction to female stream sociological theory. Even though there are more than 52 women considered to be founders of sociology, they are still not recognized in sociology, especially in Bosnia and Herzegovina. Aristotle＇s distinction between male and female, according to authoress Shipley, represents the key moment to ideological foundation of the women exclusion from academia and public life, because of their identification with natural and irrational. Results of wars, global ecological movements, and movements for the rights of the minorities were joined together in creation of significant subversion and counterpart of male stream patriarchal ordained theories in eco-feminist movement. The women and nature in male stream theories are considered to be the insignificant other, formed as counterpart for male principal which is culture, reason, and activity. Logic of dominance with its objectification, imperialism, colonialism, patriarchy, and European West racism must be rendered with the logic of nurturing as the prevailing concept of successful bioregional cooperation and interpersonal relationships, pacification and peace agreements. Postmodern sociology especially in works of Rosemarie Tong supports the admissions of all ＂exiled, alienated, deviant and marginal people＂, therefore, the posthuman society must involve the egalitarism in works of female and male in the sociology.

Cosmopolitan Democracy and Democratic Public Law

Cosmopolitan democracy model is presented by David Held, beyond idealistic perspectives of left and right ideologies, mainly with a legal view, and found a global impact. As a prominent theorist in the field of democracy studies, David Held, by integrating the principle of autonomy in the model of constitutional democracy with the principle of participation in the model of participatory democracy, introduces a novel composition named ＂cosmopolitan democracy＂ that is a conception of democratic legal relations. Held is the first man who seeks to investigate democracy separated from the ideological models in relation to general human rights and identifies main areas of power in human life. He considers totally seven sets of rights necessarily enabling people to enjoy a free and equal participation in setting their communities. These rights include： right to health, welfare rights, cultural rights, civil rights, economic rights, political rights, and the right to enjoy a peaceful livelihood. Held＇s ultimate desire is to realize ideals of cosmopolitan democracy model in the global sphere, beyond the lessons of the West and the East. Through rethinking the theoretical and practical frameworks of this theory in today＇s world, the current paper seeks to study its role in reproducing democratic realism so that it would prepare the ground for the global consensus far from the ideal models.

The Pork Consumption Characteristics of Chinese Urban Residents： The Outlook for 2020

China has the highest pork consumption in the world. As incomes increase and the urbanization process accelerates, the consumption of pork by Chinese residents will continue to grow. This paper studies the proportion of the household pork consumption account and examines the use of apparent pork consumption as a bridge that links consumption and production. Based on the pork consumption of urban and rural residents from 2000 to 2012, combined with per capita income, the total population and the rate of urbanization, we can analyse China＇s market demand in the pork trade for 2020, which will be useful for countries who are interested in potential trade with China. The research shows two important findings： First, with the per capita income of urban residents increasing, their per capita pork consumption is also on the rise, and as increasing numbers of rural residents move to urban areas with the acceleration of urbanization in China, the urban areas will be the most important pork market in the future. Secondly, the per capita pork consumption of rural residents will still be lower than that of urban residents in 2020, so there will be more room for growth in pork consumption in rural areas.

Dreaming of the Great Rejuvenation of the Chinese Nation

Since the 18th Party Congress in 2012, there has been a steady stream of articles in the Chinese press discussing the ＂Chinese Dream＂ It is a dream of national rejuvenation, of China taking its rightful place in the world. There is no definition of national rejuvenation： nobody knows what it will look like. According to the Chinese leadership, the future models must be found from domestic soil and tradition. Traditionally, China was seen as a civilization at the center of All-Under- Heaven, a non-hegemonic power which relied to force only in order to protect itself against outside aggression. There are two upcoming centennials that serve as major milestones along the way to the rejuvenation, namely the 100th anniversary of the founding of the Communist Party in 2021, and the establishment of the People＇s Republic in 2049. The celebrations then will reveal if China follows this ancient tradition of benevolence, peacefulness and wisdom.

The Role of Consultative Democracy under the Constitutional Framework and the Associated Rule of Law

The logical sequence of China＇s state governance is ＂governing party--consultative conferences--people＇s congresses--the people.＂ The ＂governing party--consultative conferences＂ link in the chain involves political consultation through people＇s consultative conferences. The ＂governing party--consultative conferences--people＇s congresses＂ link involves a process of obtaining legitimacy for the Party＇s views based on political consultations which are then translated into the national will by the system of people＇s congresses. The ＂people＇s congresses--the people＂ link involves the two-pronged logic of elections and governing the country according to law. The ＂governing party--the people＂ link is an illustration of the party＇s mass line, which essentially involves social consultation. Consultative democracy usually includes the political consultation in the ＂governing party---consultative conferences＂ link and the social consultation in the ＂governing party-- the people＂ link in the chain, both of which are connected through the system of people＇s congresses. This logically determines the inner relations between the Party＇s leadership, consultative democracy and the people＇s congress form of representative democracy and shapes the institutionalization of consultative democracy. That is, in the process of democratic decision-making, a circular system consisting of ＂political consultation-- legislative consultation--social consultation＂ is created to guide development of the actual system.

The Role of Consultative Democracy in a Constitutional System and the Rule of Law in China

The rule of law in China should be advanced under a systems framework. The systems framework on which the Chinese rule of law relies is shaped by the socialist democratic system. Socialist consultative democracy, which responds to the core themes of the determinant of socialism, Party leadership, the democratic tradition of New China and native resources for constructing the rule of law, is an important resource for constructing the rule of law in China. In a constitutional system of＂ruling Party--political power--the people＂ that takes the sovereignty of the people as the logic of its starting point, consultative democracy plays the role of functional coupling. Popular sovereignty gains political legitimacy on the basis of multi- party cooperation and political consultation under the leadership of the CPC, thus translating the will of the ruling Party into the will of the state. Consultative democracy constitutes an essential process in national decision-making, affording a basis for the construction of the inherent logical sequence of ＂ruling Party--Consultative Conference--People＇s Congress.＂ The democratic supervision exercised by the Consultative Conference is an extension of political consultation; from it unfolds the systems framework of the rule of law in China.
