On the other hand, in some cases, for a calamity, such as hurricane, earthquake, flood, drought etc., or a decision-making, such as setting up a broadcasting transmitter, building a chemical plant etc., we have to evaluate the total population in the region influenced by a calamity or a project. In this paper, a method is put forward to evaluate the population in such special region. Through exploring the correlation of geographical parameters and the distribution of people in the same region by means of quantitative analysis and qualitative analysis, unit population database (1km× 1km) is established. In this way, estimating the number of people in a special region is capable by adding up the population in every grid involved in this region boundary. The geographical parameters are obtained from topographic database and DEM database on the scale of 1: 250 000. The fundamental geographical parameter database covering county administrative boundaries and 1km × 1km grid is set up and the population database at county level is set up as well. Both geographical parameter database and unit population database are able to oiler sufficient conditions for quantitative analysis. They will have important role in the research fields of data mining (DM), Decision-making Support Systems (DSS), and regional sustainable development.展开更多

To solve this problem, great efforts have been made in studying the process of flash flood. However, little attention was paid on bearing body of hazard, the clusters of buildings. Thus the real disaster mechanism of flash flood remains unclear.Accordingly, based on the experiments of artificial flash floods in a conceptual solid model, this paper focuses on the flood-impacted inundation characteristics of the building clusters at different locations of the gully model, in order to obtain a better understanding of the disaster process and the interaction between the flash floods and building clusters. The results showed that, in a typical smallscale flash flood gully with hot and dry climate, 1)clusters of buildings on an alluvial fan could reduce about 35% of the flooding area by blocking the diffusion of the flood to the depression areas, and could also promote the deposition in lower reaches of the river channel by blocking the overbank flow from going back into the channel, making the width-depth ratio of the channel larger. 2) The flash flood rates of disaster and hazard on the alluvial fan are generally higher than that of the inner gully. For the inner gully, buildings located on the beaches along the lower river and the transitional areas of the straight channel and channel bends can easily be affected because of their lower elevations. For the alluvial fan, buildings nearby the meanders suffer the greatest impacts because of bank collapsing and flooding. 3) The safe vertical distance from a building to the river channel is 13 m for the buildings in the inner gully under extreme floods. Below this threshold, the smaller the vertical distance is, the greater the risk exposure is. For the buildings on the alluvial fan, especially for the buildings near the concave bank of the top rush point, the horizontal distance is more important, and the safe value is 80 m under extreme floods.展开更多

Because engineering structures cannot be fully and rapidly emplaeed, the government has initiated non-structural hazard mitigation programs. Initially, community debris flow evacuation drills were promoted in 2000. Typhoon Toraji caused numerous debris flow events in July 2001, and some communities evacuated according to the drills, significantly reducing the numbers of possible casualties. Based on that result, the government expanded the program for evacuation drills. Secondly, the early warning system created after the Chichi Earthquake will prevent many potential future casualties. Rainfall threshold values for debris flow warnings in different areas are determined from information received from local weather stations and modified for local geomorphologic situations. Real- time information is gradually being integrated to create a debris flow disaster warning system, the goal of which is to provide warnings to zones in which debris flows are likely. The warning system was launched in 2005 and has two levels of alarms: yellow and red. The final, red alarm triggers enforced evacuation. Overall, the decrease in casualties from debris flows during the decade after the Chichi Earthquake is not the result of a decrease in number or severity of sediment related disasters, but is more directly related to the gradually improved early warning and evacuation system. However, the compound hazards resulting from Typhoon Morakotin 2009 remind us of the ongoing need for improving the existing mitigation system.展开更多

One of the most fuzzy types of information in the prediction of geological calamity is handled employing the information diffusion method. First, a single-step prediction model and neural network prediction model are employed to collect influential information used to predict the extreme tide level. Second, information is obtained using the information diffusion method, which improves the precision of risk recognition when there is insufficient information. Buildings in Lagos have had nasty experiences from both natural and artificial disasters, claiming lives and properties in the past. This study aims at evaluating the disaster risks, vulnerabilities and response strategies in the high rise buildings in Lagos municipality. Structured questionnaire was administered to building owners, estate managers and disaster managers who manage the high rise buildings. The information obtained was supplemented by personal interviews conducted with tenants and rescue organizations. The study identified collapse of building, fire out break, and communication and power failure as the most likely potential disasters, power failure and collapse had the highest severity of impact, and the degree of preparedness achieved to confront the disasters was below satisfaction. However, the specific status of the response strategies was as expected, but there was room for improvements. The potential disasters were natural, human and environmental and the most vulnerable sectors were other properties rather than the high rise buildings themselves. The magnitude of risk levels could be contained with the level of response strategies already achieved if coordinated.展开更多

Although there are many parameters involved, one of the driving forces behind this situation is the emphasis given so far only to the market value of mountain goods and services, ignoring the true social and environmental costs of using mountain resources. Towards this direction, the use of non-market valuation techniques could prove to be beneficial. Bearing in mind the above remarks, the paper presents an application of the Contingent Valuation Method, which aims at estimating the monetary value of a mountain settlement’s vernacular architecture, namely Metsovo. For this purpose, the survey focuses on Metsovo visitors’ willingness to pay a single annual voluntary contribution to an institution that would be founded in order to undertake all necessary actions required to preserve the town’s traditional character. The results are very promising and indicate that vernacular architecture holds a significant economic value that could justify the implementation of appropriate policies towards the protection of vernacular settlements in mountain areas.展开更多

This on-going process has created new landscapes instrumental to man's balance of the use of the land by taking into account the probability of further natural disasters. This paper discusses the responses to disaster challenges taking past experiences on "after disaster decisions" in London 1666, in Lisbon 1755 as a framework to analyse the more recent Great East Japan Earthquake disaster. In order to conduct this study, the researcher adopts African American approach and shows that double consciousness and black nihilism are the immediate effects of African Americans' marginalisation. According to W. E. B. Du Bois, all African Americans develop the sense of double consciousness which means being both African and American simultaneously. On the other hand, Cornel West believes that black Americans suffer from nihilism which means loss of hope and absence of meaning. The paper is an attempt to compare the novel Invisible Man and the play Fences thematically based on these two theories. It then looks to find the considerable similarities in the conditions of the protagonists of these two literary works. Although both protagonists migrate to the North to escape Southern racism in the era prior to the Civil Rights Movement, they become totally disillusioned, for they are treated as the invisible marginal. Interestingly though, at the end of both stories, there remains a ray of hope for reactivation and the creation of democracy for black Americans.展开更多

The pollen data indicate that the vegetation was dominated by shrublands and grasslands with scattered pines in high-mountain areas, while in the valleys cereals, chestnut and olive trees were cultivated. Strong declines of high-mountain pines percentages are recorded at 1540, 1675, 1765, 1835 and 1925 cal AD, which may be related to increasing grazing activities and/or the occurrence of anthropogenic fires. The practice of mountain summer farming and transhumance deeply changed and redesigned the landscape of the high altitudes in central Spain(Gredos range) since the Middle Ages, although its dynamics was influenced in some way by climate variability of the past seven centuries.展开更多

The four types of risks are called as public safety issues by the government of China. New risk factors are the ones that are connected to human discoveries and more attention to them, which is called locking risk. What is more, such risk factors will continue to emerge with the development of human society. Currently, traditional risk factors have not been eliminated, while new risks have emerged gradually. There are countless relations between new risks and global climatic changes. Therefore, figuring out the relationship between new risks, global climatic changes as well as natural disasters is of great importance. This study takes China as an example. The population data at county level in China in 1991, 2000 and 2009 (including rural population, urban population and total population of three) were selected. By calculating the urbanization rate of the population, the rate of urbanization at county level in China in three years was drawn. And it is superimposed with the disaster zoning in China to analyze the correlation between population changes and natural disasters and reveal the magnitude of disaster effects caused by population urbanization. It can provide the basis for the disaster chain risk assessment under the gnidanee of the regional law of China's natural disaster chain and lay the foundation for the study of the relationship between new risk factors and traditional risk factors. So, risks governance can be perfectly combined with developing the green economy during the development of human society, and ultimately, the goal of harmony between human and nature can be achieved.展开更多

The flood center shifted from North China and the Yangtze-Huaihe basin in the 1950s towards the south, north and west of China, and located in the south of the Yangtze River and South China after the 1990s. The FA in the western provinces was continuously on the rise since the 1950s. There are two characteristics for the future flood pattem in China. The pattern of "flood in the south and drought in the north" depends on the north-south shift of the maximum rainfall region in eastern China. The flood intensification to the west of Hu Huanyong's line mainly results from the increase of rainfall, extreme precipitation and the melting of glaciers under the background of human activity magnification.展开更多

It is argued that the traditional Western philosophy from Parmenides and Plato to R. Descartes, I. Kant, and G. Hegel can be described as the participation in the concept of reason. This tradition is characterized by the goal to assimilate the things of the world by concept of reason and in accordance with a project reason, to change the world. This led to the ecological catastrophe. We can overcome ecological catastrophe successfully only when we change the paradigm and shift to the paradigm of participation in the events of the world. The article is based on A. Badiou's conception of event which is contrasted with Descartes' conception of the event. Argumentation of the article shows the importance of B. Spinoza's monistic philosophy for our epoch, which is struck by the ecological disaster. This philosophy is not characterised by the war between things and thoughts, because both thoughts and things are attributes expressing the same God or Nature and are not in conflict with one another.展开更多

Medium mountains constitute a special case within mountains, because they are more populated but less attractive as tourist destinations than high mountains. In this context, the Apuseni Mts (Romania) are considered as a ease study. In this paper, we apply GIS-based, quantitative methods to characterize the strength and dynamics of human-environment interactions, taking into consideration some environmental factors (elevation, relative height, slope, river distance, lithology, land cover, natural attractions) as well as historical population and recent tourism data. We found that population density has strong (r2〉0.8) relationships with all relief factors (elevation, relative height, slope, river distance), and that best-fit functions are nonlinear. We outlined the varying demographic scenarios by elevation zones and interpreted the historically switching sign of population change versus elevation relationship. We demonstrated that lithology also has an impact on the spatial distribution of population, although it is not independent from the relief effect. The land cover of the mainly cultural landscape is very strongly correlated with relief parameters (especially slope), which suggests good adaptation. We pointed out the dominance of karst objects in the natural tourism potential of the Apuseni Mts and also explored further components of real tourism (spas, heritage, towns). Finally, we concluded that the environmental settings investigated do in fact constrain the spatial framework of society, but soeio-economic changes in history can be explained from the side of society, which conforms to the theory of cultural possibilism.展开更多

This passage will inquire into the cause of her tragedy from a critical point of view of feminism. In this passage, we can know the Tess takes shape from a social developing procession, man-made morality and the male writer. Then this article concludes that the consciousness of the females are given by the society in which they lived and the liberation of the females must be based on the awakening of self-consciousness and the change of moral sense of mortality in society.展开更多

The heat sources for the growth of crops have been improved. The number of days with temperatures steadily above 0℃ and 10℃ (two criteria) have increased during 1960-2010. The area suitable for multiple cropping has increased; the growth period has shortened; the climatic potential productivity has declined; the pest damage has worsened. During 1986-2010, the desired cooling degree days in Southwest China has increased at 38.9℃ d per decade. Forest fires and pests have increased. The area of meadow and wetlands has decreased. Heterogeneous invasion has intensified; endangered animal and plant species have increased. The tourism landscape has been damaged.' The risk of human health has increased. In the 21st century, with the increase of temperature and precipitation, the number of days with temperature steadily above 10℃ and the accumulated temperature will continue to increase, most notably in the Qinghai-Tibetan Plateau. The area of intercropping will expand; multiple cropping will move to higher altitudes. The impacts of agro- meteorological disasters, pests and diseases will intensify. The summer cooling energy consumption continues to increase; energy supply will show larger variability; the gap between energy supply and demand will be widened. The phenology will keep on changing, and the habitat will be worsening. Biological population will move northward and to higher altitudes. Some species are at risk of extinction. Negative effects on health will increase.展开更多

文摘This paper explores Du Boisian notion of double consciousness and the notion of black nihilism suggested by Cornel West in Ralph Ellison's Invisible Man (1952) and August Wilson's Fences (1986). Interestingly though, at the end of both stories, there remains a ray of hope for reactivation and the creation of democracy for black Americans.

文摘A high-altitude peat sequence from the heart of the Spanish Central System(Gredos range) was analysed through a multi-proxy approach to determine the sensitivity of high-mountain habitats to climate, fire and land use changes during the last seven hundred years, providing valuable insight into our understanding of the vegetation history and environmental changes in a mountain pass close to a traditional route of transhumance. The practice of mountain summer farming and transhumance deeply changed and redesigned the landscape of the high altitudes in central Spain(Gredos range) since the Middle Ages, although its dynamics was influenced in some way by climate variability of the past seven centuries.
文摘Traditional risk factors fall into four categories: natural disasters, public health, accidents during production and social security. So, risks governance can be perfectly combined with developing the green economy during the development of human society, and ultimately, the goal of harmony between human and nature can be achieved.

文摘Based on the flood affected area (FA) data of the provinces in China from 1950 to 2005, the article discusses the change of the flood patterns in China, and investigates its relationship with climate change and human activities. The flood intensification to the west of Hu Huanyong's line mainly results from the increase of rainfall, extreme precipitation and the melting of glaciers under the background of human activity magnification.
文摘This paper discusses two alternative ways of existence of the human being: participation in the concept of reason and participation in the events of the world. This philosophy is not characterised by the war between things and thoughts, because both thoughts and things are attributes expressing the same God or Nature and are not in conflict with one another.

文摘The study of human-environment relationships in mountain areas is important for both theoretical and practical reasons, as many mountain areas suffer similar problems, such as depopulation, unemployment and natural hazards. Finally, we concluded that the environmental settings investigated do in fact constrain the spatial framework of society, but soeio-economic changes in history can be explained from the side of society, which conforms to the theory of cultural possibilism.
文摘Tess of the d' Urbervilles, the greatest novel of British famous writer Thomas Hardy, describes the misfortune and tragedy of a poor peasant girl named Tess, the cause of which has always been the concern of people. This passage will inquire into the cause of her tragedy from a critical point of view of feminism. In this passage, we can know the Tess takes shape from a social developing procession, man-made morality and the male writer. Then this article concludes that the consciousness of the females are given by the society in which they lived and the liberation of the females must be based on the awakening of self-consciousness and the change of moral sense of mortality in society.

文摘Due to climate change, the regional agro-climatic conditions in Southwest China have undergone changes. Negative effects on health will increase.
文摘Psychological trauma refers to the catastrophic or traumatic events harmful to individuals' inner world. Strong emotional and psychological reaction caused by traumatic factors will form psychological shadows, and the improper coping of these events will lead to a post-traumatic stress disorder. In this paper, the author makes an exploration on the roots of psychological trauma and of post-traumatic stress reaction or disorders, which were caused by natural traumatic event, such as floods, snowstorms, earthquakes and other man-made factors such as wars, accidents from a psychological point of view. Finally, some suggestions of intervention are provided for the relevant departments to make relevant rebuilding policies.
