The main challenge in AI governance today is striking a balance between controlling AI dangers and fostering AI innovation.Regulators in a number of nations have progressively extended the regulatory sandbox,which was...The main challenge in AI governance today is striking a balance between controlling AI dangers and fostering AI innovation.Regulators in a number of nations have progressively extended the regulatory sandbox,which was first implemented in the banking sector,to AI governance in an effort to reduce the conflict between regulation and innovation.The AI regulatory sandbox is a new and feasible route for AI governance in China that not only helps to manage the risks of technology application but also prevents inhibiting AI innovation.It keeps inventors'trial-and-error tolerance space inside the regulatory purview while offering a controlled setting for the development and testing of novel AI that hasn't yet been put on the market.By providing full-cycle governance of AI with the principles of agility and inclusive prudence,the regulatory sandbox offers an alternative to the conventional top-down hard regulation,expost regulation,and tight regulation.However,the current system also has inherent limitations and practical obstacles that need to be overcome by a more rational and effective approach.To achieve its positive impact on AI governance,the AI regulatory sandbox system should build and improve the access and exit mechanism,the coordination mechanism between the sandbox and personal information protection,and the mechanisms of exemption,disclosure,and communication.展开更多

Traditional low-cost methods requiring minimal user skill or training are still po...There are several well-established methods for obtaining beach profiles, and more accurate and precise high-tech methods are emerging. Traditional low-cost methods requiring minimal user skill or training are still popular among professionals, scientists, and coastal zone management practitioners. Simple methods are being developed with a primary focus on sand and gravel beaches. This paper describes a simple, low-cost, manual field method for measuring profiles of beaches, which is particularly suitable for muddy shores. The equipment is a type of flexible U-tube manometer that uses liquid columns in vertical tubes to measure differences in elevation; the supporting frame is constructed from wooden poles with base disks, which hold measuring scales and a PVC tube. The structure was trialed on a mudflat characterized by a 20~0-cm-thick surface layer of silt and clay, located at the Kutubdia Island, Bangladesh. The study results are discussed with notes on the method's applicability, advantages and limitations, and several optional modifications for different scenarios for routine profiling of muddy shores. The equipment can be used by one person or two people, and the accuracy of the method is comparable to those in other methods. The equipment can also be used on sandy or gravel beaches.展开更多
The national health system (NHS) complexity increase requires a review of the managerial human resources evaluation and recruiting methods, considering that nowadays doctors need to improve not just their clinical c...The national health system (NHS) complexity increase requires a review of the managerial human resources evaluation and recruiting methods, considering that nowadays doctors need to improve not just their clinical capabilities, but also managerial competences. At this end it is important to develop performances control models and to identify appropriate results indicators, with the aim of introducing an effective doctors selection system for managerial roles. The paper considers the Italian situation and tests the current evaluation and selection methods, by analysing the literature and the existing legislation and by interviewing experts. Moreover, in order to reach an innovative model, complex organizations have been taken into account as benchmarks. Three different categories of experts have been interviewed and texted: national health care organizations managers, companies managers, and business consultants. The 137 interviewed experts have been asked about four main questions concerning the evaluation for hiring managers as chief medical director, department director, and head of complex units. The conducted research suggests four different options in order to evaluate and to select heads of complex unit for the most strategic roles. By consequence, the analysis shows that required characteristics must be managerial attitudes as well as clinical capabilities.展开更多

In the presented key study, the architectural form and functionality of windows are revisited with a view to integrate current advances in material science, control systems engineering and human-computer interaction. The features of a building facade, involving a matrix of programmable windows that enables precise control of daylight, view and privacy in the interior of a house are discussed. Managing the variable transmittance materials of the facade by an autonomous high-level control system allows the optimization of the house performance based on real time data and the schedule of the inhabitants. Using constraint violations as a measure of success, the autonomous control of the house outperforms any existing deterministic control models.展开更多

This paper focuses on the innovation capacities of the senior corporate managers of listed companies in China and the complex relationship between firm performance and the operating environment to study and analyze the management and development of Chinese enterprises. Through relevant theoretical analysis and development of research hypotheses using the A-shares in Shanghai and Shenzhen listed companies announced in 2007 and 2008, the authors design an empirical model. As a result, information technology (IT) is now an indispensable tool in the business world, which has a direct impact on company competitiveness and performance. With all the changes in business environment there is also a dramatic shift in the way the management functions. In order to efficiently perform their tasks and thus rise up to the challenges of the information society, managers need not only to master appropriate IT skills, but also to understand the processes launched by the information revolution. The aim of this paper was to determine the extent to which Croatian managers are prepared for the information society. In addition to the data regarding the level of IT equipment at managers' disposal, the paper presents the results on computer usage, self-assessment of IT competencies, and the level of acceptance of modern technologies. Although satisfactory attainment has been recorded in some areas, the results of the analysis reveal that additional effort should be devoted to further improve computer and information literacy of Croatian managers.展开更多

Machine intelligence is increasingly entering roles that were until recently dominated by human intelligence. As humans now depend upon machines to perform various tasks and operations, there appears to be a risk that...Machine intelligence is increasingly entering roles that were until recently dominated by human intelligence. As humans now depend upon machines to perform various tasks and operations, there appears to be a risk that humans are losing the necessary skills associated with producing competitively advantageous decisions.Therefore, this research explores the emerging area of human versus machine decision-making. An illustrative engineering case involving a joint machine and human decision-making system is presented to demonstrate how the outcome was not satisfactorily managed for all the parties involved. This is accompanied by a novel framework and research agenda to highlight areas of concern for engineering managers. We offer that the speed at which new human-machine interactions are being encountered by engineering managers suggests that an urgent need exists to develop a robust body of knowledge to provide sound guidance to situations where human and machine decisions conflict. Human-machine systems are becoming pervasive yet this research has revealed that current technological approaches are not adequate. The engineering insights and multi-criteria decision-making tool from this research significantly advance our understanding of this important area.展开更多
