The ABAM introduces an agent to keep the negotiation process with no human intervention. Meanwhile, the ABAM specifies the format of a meta access control policy, and adopts credentials with flexible format to meet the requirements of access control policies instead of disclosing the whole contents of a certificate. Furthermore, the ABAM uses asymmetric functions with a high security intensity to encrypt the transmitting message, which can prevent information from being attacked. Finally, the ABAM presents a new negotiation protocol to guide the negotiation process. A use case is studied to illuminate that the ABAM is sound and reasonable. Compared with the existing work, the intelligence, privacy and negotiation efficiency are improved in the ABAM.展开更多

In traditional, indigenous Yoruba societies, agba (elders) were usually relied upon as agents and institutions of conflict resolution in view of certain qualities possessed by this category of people. This paper focuses attention on the role of agba (elders) in conflict resolution at various levels of Yoruba life. We acknowledge that agba (elders) have performed these roles in traditional, indigenous Yoruba societies. The opinion expressed in this paper is that agba, as theoretical and practical conflict resolution mechanism, can be philosophically developed and used as an alternative model to the current means of resolving conflicts through wars and terrorism and other forms of violence by aggrieved individuals and groups in national and international arenas.展开更多

The authors consider the case where only the relative output feedback between the neighboring agents can be measured. To solve the consensus problem, the authors first construct a static relative output feedback control under some mild constraints on the system model. Then the authors use an observer based approach to design a dynamic relative output feedback control. If the adjacent graph of the system is undirected and connected or directed with a spanning tree, with the proposed control laws, the consensus can be achieved. The authors note that with the observer based approach, some information exchange between the agents is needed unless the associated adjacent graph is completely connected.展开更多

The "governing party--consultative conferences" link in the chain involves political consultation through people's consultative conferences. The "governing party--consultative conferences--people's congresses" link involves a process of obtaining legitimacy for the Party's views based on political consultations which are then translated into the national will by the system of people's congresses. The "people's congresses--the people" link involves the two-pronged logic of elections and governing the country according to law. The "governing party--the people" link is an illustration of the party's mass line, which essentially involves social consultation. Consultative democracy usually includes the political consultation in the "governing party---consultative conferences" link and the social consultation in the "governing party-- the people" link in the chain, both of which are connected through the system of people's congresses. This logically determines the inner relations between the Party's leadership, consultative democracy and the people's congress form of representative democracy and shapes the institutionalization of consultative democracy. That is, in the process of democratic decision-making, a circular system consisting of "political consultation-- legislative consultation--social consultation" is created to guide development of the actual system.展开更多

文摘The logical sequence of China's state governance is "governing party--consultative conferences--people's congresses--the people." The "governing party--consultative conferences" link in the chain involves political consultation through people's consultative conferences. That is, in the process of democratic decision-making, a circular system consisting of "political consultation-- legislative consultation--social consultation" is created to guide development of the actual system.
