The study found, different identity, qualifications, age, background of Shanghai' s Public perception to air quality perform a universal character, and the rate of concerning for air pollution is relatively high, but to air pollution, they lack of understanding of its essence. Shanghai's public have a large usage of mobile devices, the way of concerns for air quality shows a "move concern" feature. There is a certain influence of air quality on public's travel decisions, on the condition that public often go out and show their concern on air quality information. 展开更多

Health issues now merge with those in education, the environm... Digital technologies offer unprecedented opportunities in addressing climate change as public policy requirements increasingly pervade national boundaries. Health issues now merge with those in education, the environment, energy, culture, gender, security, and the economy. They offer enormous potential in mobilizing for political action. But they also have a dark side. Outgoing U.S. President Barack Obama issued a warning that social media in particular poses an existential threat to democracy. Their pervasive influence during the 2016 American presidential election highlighted the potential for the spread of fake news and alternative facts. These realities must be recognized and addressed if meaningful policies on climate change and future sustainability are to be achieved. The challenges ahead require a re-examination of overarching trends in mass media that date back to the middle of the last century. Warnings from scientists, scholars, and community activists indicate that, on the issue of climate change, time is running out. In his Encyclical on Climate Change and Inequality, Pope Francis amplified the urgent call to action. But collectively, we need to rethink the profit driven ways in which our proliferating digital technologies mitigate potential steps toward a sustainable future. In a myriad of forms that go well beyond the seductive and addicting trends of endless hours spent online, new and proliferating digital toys and gadgets are neither carbon neutral, nor as some proponents would have us believe, do they hold the sole promise of innovation and job creation. Additionally, their potential must be harnessed to maintain rather than disrupt social stability. 展开更多

However, there are important and consistent improvements in eradicating the disease by the implementation of government policies and with the livestock organization support. The current situation of the program shows good results regarding decreasing the prevalence, and as a consequence, the risk of this disease for public health and animal health, as well as the improvement in animal production and international and national trade. Today, the bovine tuberculosis distribution is almost known in Mexico. In addition, a series of controls and indicators have been established, which allow maintain consistency and reliability in the data that are managed and analyzed. 展开更多

Diverse Voices and Democratic Policymaking: What Causes Japan's Nuclear Phase-Out Plan to Fail?

The nuclear disaster at Fukushima has raised questions about the nature of democratic policymaking in Japan. Focusing on nuclear policymaking post-Fukushima, this paper considers ways in which the diversity of public opinion can be connected with legislative processes. The disaster forced the government to rethink existing nuclear policies. To infuse public voices into government policy, the Democratic Party of Japan (DPJ) government introduced a new method of public participation called "national debates", comprising a series of public hearings, mass public comments, and deliberative polling. The government also attached importance to anti-nuclear rallies and opinion polls conducted by the media. The national debates highlighted that the majority of Japanese people supported a nuclear-free society; as a result, the government drafted a new energy plan to phase out nuclear power by 2039. Owing to both domestic and international opposition, the plan failed to become law. Progress was also impeded by the public's contradictory demands. However, this paper posits that inefficient legislative deliberation was the main factor behind the policy failure. The Japanese case suggests that effective legislative deliberation is crucial to assessing and coordinating numerous divergent public voices. 展开更多

The Effect of Class and Employment Type on the Awareness of Irregular Work Issues in Korea and |apan

Recently, there is greater recognition and increased attempts to protect the rights of irregular workers within Korea and Japan, especially in Korea. This is because of more and more public awareness of the polarization in material conditions between regular workers and irregular workers. So, this study focuses on the main factors explaining awareness of irregular worker issues of each of the classes, and relationship between class consciousness in both countries. The result shows that among factors affecting awareness of irregular work issues, negative effect of subjective employment stability was significant in both countries. In regard of anti-flexibility, while strong class effect was observed in Korea, negative effect of anti-neoliberalism was observed in Japan. This is seemingly contradictory that who opposes neoliberal economic policies agrees with labor market flexibilisation. This phenomenon could be explained by labor market characteristics in Korea and Japan. Japanese labor market is characterized by low flexibility and strong segmentation, while Korean labor market is characterized by high flexibility and strong segmentation. Interaction of these two characteristics increases the labor market inequality in Korea. 展开更多
